This site drains to Big Sandy Run in the Cape Fear River Basin. A copy of the Compliance Inspection Report is attached for your review and records. At the time of inspection, this facility was found to have no discrepancies with your permitted Certificate of Coverage and will be recommended for continual fee credit with the City of Fayetteville. It was well organized and contained all of the required components except for an internal form containing the annual usage rates of the deicing/anti-icing chemical (glycol). This information needs to be annually reported to the state. A form containing the annual usage rate of glycol from 2012 to 2016 was received by DEMLR from Patricia Campbell, Administrative Assistant of the facility, within the week following the inspection. The five outfalls (Outfalls #145) identified as receiving storm flow from drainage areas with industrial activities were observed,as well as Outfall #8. Outfall #8 was the only outfall discharging. As a result of the inspection, the facility was found to be in compliance with the conditions of the NCG150000 permit. The Stormwater Pollution Prevention Plan (SWPPP) was reviewed and appeared to contain all of the required components. The annual update of the SWPPP should include an updated list of significant spills or leaks of pollutants or the notation that no spills have occurred. The annual update should also include re -certification that the stormwater outfalls have been evaluated for the presence of non-stormwater discharges. There are several outfalls associated with the facility. The five outfalls identified as receiving storm flow from drainage areas with industrial activities were observed,as well as a few others. There was oily residue noted near the top of the concrete drainage channel leading to Outfall #5. We were informed that there had been a spill when off-loading a product near this location. It is recommended that containment BMP's be utilized when off-loading any product near this location to prevent possible pollutants from entering the stormwater from Outfall #5. Overall, the facility was determined to be in compliance with the conditions of the general permit. In response to the e-mail and information below, to date I have received monitoring data from two sampling events. One in the second half of 2010, which showed pH exceedances for three of the five outfalls, one exceedance for COD and no sample for outfall #3. There were no samples taken in the first half of 2011 due to inability to capture a qualifying event. The second sampling event occurred in the second half of 2011 with pH values outside the Benchmark Concentration for 4 out of five outfalls. I agree that this may be due to atmospheric conditions, but in order to show that additional pH readings should be taken from rain water collected in a clean container or straight from an onsite rain gauge. However, both pH readings from site #4 have so far been above 6. The cover letter sent with the Certificate of Coverage states that monitoring shall continue at the discretion of the Fayetteville Regional Office or for a minimum of two years. Based on the two sampling results thus far, our office is not inclined to discontinue monitoring at this time. We need consistent monitoring results that show all parameters meet the Benchmark Concentrations with the possible exception of pH if readings outside the Benchmark Concentration can be attributed to atmospheric/background conditions as discussed above. I have left a couple of messages. After review this is my take on the last sampling. The pH reading from all the Sites range from 5.14 to 6.23 pH Units. We had a couple outside the range of 6-9. They were taken on site by us with a calibrated pH meter. Most were close to 6 so I don't really see a problem there. Some of this could be due to atmospheric conditions and not necessarily indicative of a pollutant source. The COD results from all Sites, ranged from 21.4 to 43 mg/L and they were all within the Benchmark Concentrations of 120 mg/L. The Oil & Grease, were <5.00 mg/L for all Sites and they were within the Benchmark Concentrations of 15 mg/L. The Total Suspended Solids were all <5.00 mg/L. The Ammonia as N ranged from 0.114 to 0.210 mg/L. All results are under or within Benchmark Concentrations including the Oil & Grease. The high COD result for Site #3 on our first sampling was (382 mg/L) and does not exist anymore. We may be able to discontinue sampling after one more sample if all numbers remain the same or close to what they are now. Our next sampling will probably be in the spring of 2012 in order to get a completely different prospective and season. will discuss with Mike Lawyer when I get a chance and if he has a different opinion of the results than myself he will let you know. I reviewed and compared the results to the Benchmark Concentrations listed in the table on the cover letter that was sent with the Certificate of Coverage. After my review, I have the following comments/recommendations. The pH readings for Sites #1 (5.54), #2 (5.02) and #3 (4.55) were outside the Benchmark range of 6-9. Since they were less than 6 this could be due to atmospheric conditions and not necessarily indicative of a pollutant source within the respective drainage areas of the airport. This is something that you will need to determine. I would recommend that background pH readings be taken of the stormwater prior to contact with facility grounds. This can be achieved by collecting rainfall in a clean container or straight out of any rain gauges you have on the property and checking the pH values of the rain water itself. Also, the lab is receiving the samples outside the approved holding time for pH analysis, which is only 15 minutes. This can and should be addressed by airport personnel, or possibly the City Stormwater staff that are taking the samples, taking pH measurements themselves with a calibrated pH meter. The COD result for Site #3 (382 mg/L) is over the Benchmark Concentration of 120 mg/L. Not sure what could be causing this without knowing what specific activities, equipment, or materials are within that drainage area, but again this is something that you will need to address and try to determine what the source of the pollutant might be. If future sampling results for this area continue to show Benchmark exceedances for COD, you may not be able to discontinue sampling. All results for Site #4 are under or within the Benchmark Concentrations, however it should be noted that the result for Oil & Grease (11.6 mg/L) is close to the Benchmark of 15 mg/L. This area may need to be evaluated for the presence of any petroleum spills/leaks or material handling. I'm still mostly comfortable with general permit coverage for the Fayetteville Airport. My only concern is that the general permit does not require ANY analytical monitoring. I guess if we start to see a problem as indicated by their visual monitoring, which is very subjective on their part, then we could require them to obtain an individual permit at that time. I'm wondering if there is a way to have them conduct some analytical monitoring during each season of the first year with the idea that we could waive monitoring if the results do not show anything of concern. Thoughts on this? If you think this is asking too much, then I'm OK with general permit coverage. Wilmington's numbers were about 8,030 commercial flights per year and 28,000 total departures. Mike Randall and I leaning towards a general permit for FAY and not yet certain about Wilmington since it is located in a more sensitive area and somewhat more active. Neither airport uses a great deal of deicing fluid compared to the "big 3" (CLT, RDU, PTI) so we don't feel that extensive monitoring or collection and treatment is necessary at this time. Remembering back to our conversations onsite, i recall that you were agreeable to a general permit for this airport. The fact that they had some housekeeping (oil spill, deicing fluid leak, sedimentation) issues we observed that day may warrant a closer eye kept on them initially until they get up to speed. Has your opinion changed at all or can I go ahead and issue the permit for them? Attached is a list of glycol usage by our airline tenants from 2005-2009. Each airline uses less than 1,000.0 gallons of glycol per year. The airport keeps three (3) tons of Urea, on hand, to deice the runway during ice/snow events. The most used in one year was 12 tons of urea in the past 15 years of my tenure at Fayetteville. No salt is stored on -site at the airport. Salt is not used on.the airport runways, taxiways, aprons, or parking lots. City streets sometimes apply salt brine on the airport access road. No deicing fluid collection systems are currently employed at the airport, however, the airport does include BMPs associated with aircraft deicing/anti-icing operations in our SWPPP and will continue to evaluate BMP effectiveness when we begin SWPPP implementation. 2. Attached is a listing of all bulk liquid, fuel, and oil storage facilities to include airport and tenant facilities, as contained in our draft SPCC Plan. The Stormwater Pollution Prevention Plan SWPPP and SPCC Plan are being developed as an integrated document. Our understanding, during General Permit development, was that we would have 12 months following the issuance of the general permit to complete the SWPPP and begin collecting data. Currently, the integrated document is only in draft form. We understand that the requirements to maintain an SPCC Plan are separate from the General Permit requirements; however, our updated SPCC Plan currently is the draft integrated SWPPP-SPCC Plan as this draft document contains our updated list of oil containers at the airport (see attached). We are working on finalizing our spill response/notification procedures and need to have this draft SPCC Plan reviewed and certified. We anticipate that this will be done by August 2010. Once the plan is finalized we will provide you with a copy of the document. We have one aircraft washing area in our West Area GA ramp that is provided by our FBO Landmark Aviation. The location was approved by the Local Stormwater Division of the Engineering and Infrastructure Department, since the wash water discharges in a grassy area and not in a storm collection pipe, its use was approved. Over the past decade Fayetteville Regional Airport has completed many projects that reduce potential impacts to stormwater runoff, The follow are a listing of these improvements: • Removed all underground fuel and oil storage tanks in the 1990s. • The Airport Commission passed (1998) a best management practices SWPPP, prior to NCDENR Division of Water Quality (DWQ) implementing a permit process. These BMP's were shared with airport commercial users and the Airport worked with them regarding spill prevention techniques. All commercial tenants purchased spill kits for their operations. • In 1998, the Fayetteville Airport purchased double wall tanks for aviation fuel storage. These double wall tanks are also located within a secondary containment facility. A spill containment pad was designed to address off loading of aviation fuel to these tanks.
