October 15, 2007 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except after notice to the Division of
Energy, Mineral, and Land Resources. The Division may require modification or revocation and
reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by the
Division of Energy, Mining, and Land Resources, or permits required by the Division of Water
Resources, Coastal Area Management Act, or any other federal or local governmental permit that may be

The company originally submitted under NCG200000 but after their engineer, Adam Smith had
discussions with Bradley Bennett, Ken Pickle and I, we decided that NCG130000 would be a better
fit for the company. ERI was operating under a No Exposure permit but no longer qualified
according to the engineer and our inspection. The check for the original application was changed to
be applied to NCG13.

Zahid,
They were not applying for "no exposure" but this is the one that applied for NCG20000 Scrap Metal and then it was
decided that they actually better fit a NCG130000 Non-metal Waste and Scrap Permit. So according to the inspection
and pictures, it looks like they would qualify for NCG13. Do you concur?
l looked up the location and they do/did have a "No Exposure" permit NCGNE0873 but their engineer or someone
thought (rightly so) that they did not qualify for it any more.

Also, the plant manager (Trey Gibson) thought that they had a No Exposure Certificate and that covering the bins at
night and during rain would qualify. I saw the tarps but I would not recommend no exposure. See pictures.

Thank you for your response and clarification. For further clarification, what steps need to be taking regarding any
modifications to the facility's NO1? The facility is Electronics Recyclers International. As I previously mentioned over the
phone, they have already submitted an NO1 but it was for NCG20000. Again thank you for all your help.

As we discussed earlier this week our permitting is tied to the SIC code of the facility — more the activity
than the material produced. So, the facility you described would be more appropriately covered under
NCG 130000.
