Salisbury St, Raleigh, NC 27604 Pickle, Ken From: Pickle, Ken Sent: Friday, November 08, 2013 11:32 AM To: Bennett, Bradley Subject: NCG13 NOI for Nelco Recycling and Aggregate Co. Bradley, I've looked at this NOI and at a Google Maps aerial of the site. Considering the possible candidate General Permits, I think_ NCG13 is the right one for this operation, as per their submittal, even though they report their SIC as 3271. 1 think the cited SIC code is not the best fit for the operations at this location. Note that the Nelco parent company is a demolition company, and this location appears to be where they bring concrete and asphalt chunks for crushing, sizing, segregation and re -sale. The Google aerial shows bins of aggregate, but not stacks of finished blocks outside as you would see at a block plant. Their product is the aggregate, not finished block or pavers, as far as l can tell. Candidate General Permits: • NCG02 — mining — I think there may have been unusual and maybe somewhat similar circumstances where we have used NCG02 for somewhat similar operations, but intuitively I think this facility seems much closer to a recycle facility than a mining facility. [Analytical testing for sw runoff would be TSS, SS, and turbidity.] • NCG07 — stone, clay, and glass —Their NOI reports SIC 3271 which would fit in NCG07, but I don't think that's the best fit for their operation. There are no Major Group 32 industries that produce aggregate from waste materials. Again, the aerial photo suggests their product is aggregate, not "SIC 3271 Concrete Block and Brick." [No analytical testing.] • NCG16 — Hot mix asphalt — I don't think it's enough that they are crushing broken up asphalt from their demolition jobs. As far as l can tell the aerial photo does not suggest a hot mix asphalt facility. [TSS, pH, TPH.] • NCG13 — non-metal waste and scrap, a portion of SIC 5093 — I think this is the best fit. Their parent company generates non-metal waste at the demolition site, they bring it here, where it is crushed or perhaps crushed again, sized, segregated, and stored in bins for sale (KBP filling in the blanks). We should probably strike their entry of SIC 3271, and enter SIC 5093 on the NO1 to be sure it is entered appropriately into B1MS. [TSS, O&G.] So, they reported the wrong SIC code, but still they submitted the correct NOI. I think we should process this as is.
