In accordance with your application for a discharge permifreceived on May 19, 2010, we are
forwarding herewith the'subject certificate of coverage to discharge under the subject state -NPDES
general permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-
215.1 and the Memdrandum of Agreement between North Carolina and the US Environmental Protection
Agency dated Octohcr 15, 2007 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except after notice to the
Division of Water Quality. The Division of Water Quality may require modification or revocation and
reissuance of the cer.ificate of coverage.
Per the requirements of the Neuse Riparian Buffer Rule, all stormwater drainage to stream buffers,
from portions of this site tliat have been constructed after July 22, 1997, must be discharged through a
correctly designed level spreader or another device that meets diffuse flow requirements per 15A NCAC
2B .0233. Diffuse flow requirements are described in Chapter 8 of the North Carolina Stormwater BMP
Manual, available at: littp://portal.iicdeiir.orc-,/�veb/wq/ws/su/bmi.-manual.
This permit does not affect the legal requirements to obtain other permits which may be required
by the Division of Water Quality or permits required by the Division of Land Resources, Coastal Area
Management Act or a!;;i other federal or local governmental permit that maybe required.

requirements, and other conditions set forth in Parts 1, I1, III, IV, V, and VI of General Permit No.
NCG 130000 as attached.
This certificate of coverage shall become effective July 16, 2010.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.

SUBJECT: Compliance Evaluation Inspection
Shimar Recycling

Durham County
Staff of the Division of Water Quality, Surface Water Protection Section, Raleigh Regional Office,
conducted a stormwater compliance evaluation inspection of Shimar Recycling, 938 Harvest Street,
Durham, NC, on May 29, 2013. Your assistance was very helpful and appreciated during the
inspection process.
The following observations were made during the stormwater inspection:
1. Shimar Recycling is a recycle items collection service and first level processor of these
items on a 5 acre site.
2. The Stormwater Pollution Prevention Plan for this facility contained all the components as
required by NCG130000 with the exception of a general location USGS topographic map.
3. All fluids are in secondary containment.
4. The facility has two outfalls. Outfall No. 1 receives stormwater flow from the north side of
the facility. Outfall No. 2 receives stormwater flow from the southwest and south side of
the facility.
5. The facility does not have any vehicle maintenance activities occurring on -site which uses
more than 55 gallons of new motor oil per month when averaged over a calendar year.
Therefore, this facility is only required to conduct qualitative monitoring. Records show
that qua]itative monitoring was conducted as required by NCG130000.

We've received an NOI from Simar Recycling for their facility in Durham (Durham County). The
site discharges Stormwater into an UT to Goose Creek (WS-TV; NSW). The NOT is attached.
Does the Raleigh Regional office have any concerns about issuing this facility a COC for this
general permit, and are there any potential impacts to wetlands? If we don't receive any
objections, we'll issue the COC in 30 days.
