This site discharges stormwater at one point to UT to Mill Branch (Class WS-IV). The NOI is attached. A little background -- a few months ago, the county inquired about whether expanding a C&D landfill is allowed in a WS-IV watershed. We responded that yes, that is allowed. But in responding to their question, we discovered that the landfill didn't have an NPDES industrial stormwater permit. That is what prompted their application. Please let me know if the Washington Regional Office has any concerns about issuing this COC. If we don't receive any objections, we'll issue the COC in 30 days. On a related issue, do you know if the county has an NPDES industrial stormwater permit for the C&D landfill? I couldn't find a permit for the C&D landfill in our database, but it could very well be permitted as part of an MSW landfill. If it does have a stormwater permit, then one consequence of expanding the landfill could be additional water quality monitoring responsibilities at any new stormwater outfalls. If it's not currently permitted for stormwater, Ken Pickle in our central office can help you navigate the application process.
