Enclosed is the Annual Summary Discharge Monitoring Report (DMR)
for the Fort Bragg Lamont West Borrow Pit.
No discharge was observed for period 1 of 2013 monitoring schedule
due to extensive stabilization work, excavation, re -sloping, and
sediment removal of the sediment retention basin to help reduce
concentrations of fine silt clay.

results for the Fort Bragg C&D Landfill. Included in this report is
the Benchmark Exceedence DMR Report. "No -Flow" was observed during
the month of December.
US Army Public Health Command has performed a site survey of the
C&D Landfill to try and isolate areas, and identify the cause of the
exceeded level of Fecal Coliform. Fort Bragg Water Management Branch
is waiting -to receive the final report.
Fort Bragg had terminated the'use of the waste Transfer Station at
the landfill in October. Fecal Coliform results for November are
<1.0, and while not certain the closure is a direct result of the drop
in Fecal Coliform, and we are pleased to see the results.

Qualitative monitoring requirements vary. Most permits require qualitative monitoring to be performed

storm events during the sampling period, and the permittee obtains approval from the local DWQ Regional
Office.

Enclosed is the Year 1 period 1 water outfall monitoring results for Fort Bragg C&D Landfill
Storm Water Outfall # 75,. Included in this report is the Benclunark Exceedence DMR Report.
On March 17, 2013 an hivestigation was conducted by performing a dye test of the active
waste transfer station drain lines being discharged into a leachate tank to determine if there was
any illicit discharge into the stormwater system. There was no evidence of illicit discharge. On
April 4, 2013 an investigation was conducted by taking analytical samples from both outfall # 75
and from a manhole above an.inactive abandoned septic system to determine possible illicit
discharge from old septic system, Results of samples confirmed no change in values for Fecal
Coliform between samples indicating that the inactive septic system was also not the cause of the,
exceeded benclunarks.
On April 4, 2013 an inspection of C&D Landfill was conducted by Mr. Trent Allen, DWQ
Fayetteville Regional Office. Upon suggestion by Mr, Allen a chlorinator will be installed into.
the stormwater title as a pleasure to reduce Fecal Coliformn at outfall # 75. Tier three has been
instituted for exceeded benchmark value for Fecal Coliform as a result of Certificate of Analysis
dated April 10, 2013.

Enclosed is the year 5 Period 2 storm water outfall monitoring
results for the Fort Bragg C&D Landfill. Included in this report are
the Benchmark Exceedence DMR Report and Certificate of Analysis.
Tier Two has been instituted for the exceeded benchmark value for
Fecal Coliform. An investigation of possible causes was conducted on
September 20, 2012. Our findings revealed that the Fort Bragg
wastewater treatment plant bar screenings are taken to the waste
transfer.station weekly. Currently a contract is being pursued to
have bar screenings diverted from the waste transfer station for
disposal in a permitted landfill. The wastewater treatment plant is
scheduled to close December 2012. Beginning in January 2013, Fort
Bragg's wastewater will be treated by the Harnett County wastewater
treatment plant. Additionally, Fort Bragg's waste.transfer station is
scheduled to close (August 2013) and municipal waste will be
contracted for disposal in an off post, permitted landfill.
