Cash, Director of Fleet Management City of Durham 1900 Camden Avenue Durham, North Carolina 27704 SUBJECT: Stormwater Compliance Evaluation Inspection City of Durham Fleet Maintenance Facility Permit No: NCGO80771 Durham County Dear Mr. Cash: Mack Wiggins and Tom Ascenzo of the North Carolina Division of Water Quality, Surface Water Protection Section, Raleigh Regional Office, conducted a stormwater compliance evaluation inspection of the City of Durham Fleet Maintenance Facility on June 21, 2011, at 1900 Camden Avenue in Durham. Your assistance was very helpful and appreciated during the inspection process. The facility was found to be in Compliance with General Permit NCGO80000 at the time of this inspection. The following observations were made during the stormwater inspection: 1. The City of Durham Fleet maintenance facility engages in the storage, repair and maintenance of the City's Fleet vehicles. 2. The facility site has ten outfalls. Three of the ten outfalls (SDO 004, S130005, and SDO 008) are justifiably representative of the other outfalls. All stormwater outfalls were assessable for sampling at the time of the inspection. BMP's were in place to minimize the contaminates in the facility's stormwater runoff. 3. Qualitative and Analytical monitoring was performed at the stormwater outfalls as required by NCG080000. Team members of the Fleet Maintenance facility conducts the stormwater sampling and ENCO performs all stormwater analyticals. 4. Shop areas are well managed and maintained. All oils and liquids are secondary contained. Shop drains are connected to oil/water separators. The discharge from oil/water separators [lows to sanitary sewer. 5. The Stormwater Pollution Prevention Plan contained all items as required by General Permit NCG080000. The plan has been implemented and is updated once a year. We are pleased to report that the oil/grease levels are within the prescribed guidelines. We feel that we have in place BMP's that minimized unwanted discharge. We feel that much of our need to retest has come from the construction of a new salt dome facility adjacent to our number 4 and 5 discharge points. The salt dome construction is now completed. However, we are still dealing with runoff issues due to the slope of final paving of their lot. They do have plans to change the slope and hopefully greatly minimize the effects of our discharge points. We thank you in advance for your continued support. We are committed to minimizing contaminates in our facility's storm water runoff. In our business oil/greases is our culprit; however our BPM's have kept our discharge levels below the limits. We feel that much of this comes from the construction of a new salt dome facility adjacent to our number 4 and 5 discharge points. We will take another analytical and quantitative sample on the next rain event. We look forward to the completion of the salt dome. That construction has dragged a lot of mud and dirt our way (see attached photo of construction). We have implemented our new pH log and have updated the calibration process to meet the new standards. We thank you in advance for your continued support.
