I Page 6 Of 9 www.encolabs.com FLAGS/NOTES AND DEFINITIONS 8 The analyte was detected in the associated method blank. D The sample was analyzed at dilution. ] The reported value is between the laboratory method detection limit (MDL) and the laboratory method reporting limit (MRL), adjusted for actual sample preparation data and moisture content, where applicable. U The analyte was analyzed for but not detected to the level shown, adjusted for actual sample preparation data and moisture content, where applicable. E The concentration indicated for this analyte is an estimated value above the calibration range of the instrument. This value is considered an estimate. MRL Method Reporting Limit. The MRL is roughly equivalent to the practical quantitation limit (PQL) and is based on the low point of the calibration curve, when applicable, sample preparation factor, dilution factor, and, in the case of soil samples, moisture content. N The analysis indicates the presence of an analyte for which there is presumptive evidence (85% or greater confidence) to make a "tentative identification". P Greater than 25% concentration difference was observed between the primary and secondary GC column. The lower concentration is reported. QM-12 Precision between duplicate samples was outside acceptance limits. FINAL This report relates only to the sample as received try the laboratory, and may only be reproduced in full. Gilead 2 500 Landfill Road, Mt. Gilead, NC 27306 NCG120051 Dear Mr. Bennett, On behalf of the Uwharrie Environmental MSW Landfill, Republic Services is requesting Representative Outfall Status for several of the stormwater outfalls at the referenced site. As shown on the attached site map, Sediment Basin No. 1 and Sediment Basin No. 2 receive stormwater runoff from the closed portions of the municipal solid waste (MSW) landfill (i.e., Cells l through 5). As such, the stormwater discharges from these two control measures are substantially identical. In addition, Outfalls 7A, 713, and 7C collect stormwater runoff from borrow areas that are mined for soil cover material on the MSW landfill. As such, the stormwater discharges from these three outfalls are substantially identical. If granted representative status, the facility will perform analytical monitoring requirements in accordance with Section B of General Permit NCG120000 at Outfall 2 and Outfall 7B. Additionally, the facility will continue to perform analytical monitoring requirements in accordance with Section B of General Permit NCG120000 at Outfalls 5B and 6B. The Stormwater Pollution Prevention Plan (SPPP) section, if applicable, has been updated to the most current language of our permits. Additional conditions for specific industry sectors have been added to the SPPP requirements in some cases. i • Sections B, C: Failure to perform analytical Stormwater monitoring may result in the Division requiring that the permittee begin a monthly sampling scheme. • Sections B, C: A lower TSS benchmark of 50 mg/1 for HQW, ORW, PNA and Tr Waters applies to these more sensitive waters. • Sections 8, C: The monitoring parameter Oil & Grease (0&G) has been replaced by the parameter Total Petroleum Hydrocarbons (TPH) for vehicle maintenance areas, and in some cases, other analytical monitoring requirements. • Sections B, C, D: Inability to sample due to adverse weather must be recorded in the SPPP, or in separate on -site records if your General Permit does not require an SPPP. Adverse weather is defined in the "Definitions" section of the permit. • Sections 8, C: The term "Representative Storm Event" has been replaced by "Measurable Storm Event." A measurable storm event is defined in the permit. • Section D: If the permittee fails to respond effectively to problems identified by qualitative monitoring, DWQ may require the permittee to perform corrective action. Please review Parts III and IV to understand the Standard Conditions of your new NPDES General Permit, including Compliance and Liability, Reporting, Monitoring and Records requirements; Operation and Maintenance obligations; and Definitions. Please note that all samples analyzed in accordance with the terms of this permit must be submitted to the Division on Discharge Monitoring Report (DMR) forms available on the Stormwater Permitting Unit's website above. DMR forms must be delivered to the Division no later than 30 days from the date the facility receives the sampling results from the laboratory. Also note that existing permittees do not need to submit a renewal request prior to expiration unless directed by the Division. Your coverage under the General Permit is transferable only through the specific action of DWQ. This permit does not affect the legal requirements to obtain other permits which may be required by DENR, nor does it relieve the permittee from responsibility for compliance with any other applicable federal, state, or local law, rule, standard, ordinance, order, judgment, or decree. If you have any questions regarding this permit package, please contact the Division's Stormwater Permitting Unit at (919) 807-6300. This new page should replace the current page in your permit.
