Dear Mr, McClain:
The analytical results of a stormwater sample collected from SDO-7 and SDO-10 on March 20, 2015 indicated fecal
coliform (FC) (1,700 colonies per 100 nil) and (5,700 colonies per 100 ml) respectively, These two concentrations
of FC were above the benchmark outlined in NCG120000 (1,000 colonies per 100 ml) (see artached S\VU-248
form). The benchmark exceedance is likely not attributed to leachate but rather originating front wildlife excrement
that has been consistently observed in it's drainage area. Voluntary supplemental (not required for compliance
purposes) samples were collected from an outfall from a drainage area separate and hydraulically up gradient from
the landfill SDO-6 and a raw leachate sample collected directly from the lagoon (LEACHATE) during this event.
Sample SDO-6 also contained elevated levels of FC (1,400 colonies per 100 nil) even though there is no potential
for leachate to be released into the drainage area. Further, the raw fresh LEACHATE sample contained veryv Ie\
levels of FC that were well below the benchmark and approximately 98% less than detected in sample SDO-10_ The
elevated FC levels detected in samples not exposed to a leachate source and the low levels detected in raw leachate
suggests the landfill leachate is likely not the source of FC in sample SDO-7 or SDO-10. Concentrations of FC in
raw leachate samples previously collected at this and several other lined facilities has also been consistently lower in
relation to stornrwater outfall samples and the benchmark.
A full Tier One response for this FC exceedance at SDO-7 or SDO-10 can/will not be prepared at this time since the
source of FC as identified in these samples is likely not attributed to landfill activities and controls/improvements
to mitigate FC levels at a landfill are realistically impractical. The facility plans to continue following permit
conditions including semi-annual analytical/qualitative monitoring. in the future raw leachate samples may also be
tested for stortnwater sample comparison purposes. if the NCDENR does not accept this alternative source
demonstration in lieu of a Tier One response please provide us a list of acceptable FC control measures or case
studies which have been proven effective in a landfill setting. if you have any questions or concerns regarding this

Dear Mr. McClain:
The analytical results of a stormwater sample collected from SDO-10 on September 9, 2014 indicated fecal coliform
(FC) (>6,000 colonies per 100 ml) in a concentration above the benchmark outlined in NCG120000 (1,000 colonies
per 100 ml) (see attached SWU-248 form). The benchmark exceedance is likely. not attributed to leachate but rather
originating from wildlife excrement that has been consistently observed in it's drainage area, Voluntary
supplemental (not required for compliance purposes) samples were collected from two outfalls (soil borrow area
BPO-1 and Phase 3 area lacking solid waste SDO-7) during this event. Both BPO-1 and SDO-7 also contained
elevated levels of FC at 3,300 and 3,100 respectively but neither have a leachate source located within their drainage
areas. Further, a raw fresh leachate sample collected from the landfill leachate collection system at the lagoon
(LEACHATE) on March 17, 2014 contained FC levels more then 2 orders of magnitude lower (14) than detected in
sample SDO-10. The elevated FC levels detected in samples not exposed to a leachate source and the low levels
detected in raw leachate suggests the landfill leachate is likely not the source of FC in sample SDO-10.
Concentrations of FC in raw leachate samples at several other lined facilities has also been consistently lower in
relation to stormwater outfall samples and the benchmark.
A full Tier One response for this FC exceedance at SDO-10 can/will not be prepared at this time since the source of
FC as identified in SDO-10 is likely not attributed to landfill activities and controls/improvements to mitigate FC
levels at a landfill are realistically impractical. The facility plans to continue following permit conditions including

Dear Mr. McClain:
The analytical results of a stormwater sample collected from SDO-7 on March 7, 2014 indicated fecal
coliform (FC) (1,900 colonies per 100 ml) in a concentration above the benchmark outlined in
NCG120000 (1,000 colonies per 100 ml) (see attached SWU-248 form). The benchmark exceedance is
likely not attributed to leachate but rather originating from wildlife excrement that has been consistently
observed in it's drainage area. SDO-7 drainage area encompasses an area of newly constructed Phase 3
that has yet to begin to accept waste; therefore these analytical results should be considered background.
A raw fresh leachate sample collected from the landfill leachate collection system at the lagoon
(LEACHATE) contained FC levels more then 2 orders of magnitude lower (14 colonies per 100 ml) than
detected in sample SDO-7 (1,900 colonies per 100 ml) which suggests leachate is likely not a significant
enough source of FC to contribute to the levels identified in sample SDO-7. Concentrations of FC in raw
leachate samples at several other lined facilities has also been consistently lower in relation to stormwater
outfall samples and the benchmark.
A full Tier One response for this FC exceedance at SDO-7 can/will not be prepared at this time since the
source of FC as identified in SDO-7 is likely not attributed to landfill activities and
