To the Division of Water Quality:
CDM Smith Inc., on behaIfof Cumberland County (County), is submitting two copies of the April 2017
Stormwater Discharge Monitoring Report for Outfall 3. A Tier 2 response has been in place for Outfall 3
due to a detection of chemical oxygen demand (COD) above the benchmark value in samples collected
during the July to December 2014 semi-annual sampling event.
Samples were collected on April 18, 2017, from Outfall 3 and analyzed for Total Suspended Solids, COD,
and fecal coliform. COD (146 mg/L) was the only parameter that exceeded benchmark values. This
marks the fourth consecutive monthly result of COD exceeding the benchmark value thus triggering a
Tier 3 response. Per the Tier 3 response requirements, the Division of Water Quality (DWQ) Regional
Surface Water Supervisor has been notified. Monthly sampling for Outfall 3 will continue until three
consecutive sampling events show that parameters for the outfall are below benchmark values unless
directed otherwise by the DWQ Regional Surface Water Supervisor. The County will maintain a record of
the Tier 2 responses and monitoring results at the landfill.

CDM Smith Inc., on behalf of Cumberland County (County), is submitting two copies of the March 2017
Stormwater Discharge Monitoring Report for Outfalls 2 and 3. Samples collected from Outfall 2 on
September 2, 2016, for the period of July to December 2016 had a detection of total suspended solids
(TSS) above the benchmark value for two consecutive events. In response to the benchmark value
exceedances, the County implemented a Tier 2 response. A Tier 2 response has been in place for Outfall
3 due to a detection of chemical oxygen demand (COD) above the benchmark value in samples collected
during the July to December 2014 semi-annual sampling event.
Samples were collected on March 13, 2017, from Outfalls 2 and 3. Samples for TSS, oil and grease, and
pH were collected from Outfall 2 and TSS, COD, and fecal coliform from Outfall 3. This is the third
sampling event for Outfall 2 since a Tier 2 response was implemented and all parameters from Outfall 2
were below the benchmark values. COD (198 mg/L) in Outfall 3 was the only parameter that exceeded
benchmark values.
Per the Tier 2 response requirements, monthly sampling in Outfall 2 is being suspended as analytical
results were below benchmark values for three consecutive sampling events. Monthly sampling for
Outfall 3 will continue until three consecutive sampling events show that parameters for the outfall are
below benchmark values. The County will maintain a record of the Tier 2 responses and monitoring
results at the landfill.

CDM Smith Inc., on behalf of Cumberland County (County), is submitting two copies of the February
2017 Stormwater Discharge Monitoring Report for Outfalls 2 and 3. Samples collected from Outfall 2 on
September 2, 2016, for the period of July to December 2016 had a detection of total suspended solids
(TSS) above the benchmark value for two consecutive events. In response to the benchmark value
exceedances, the County implemented a Tier 2 response. A Tier 2 response has been in place for Outfall
3 due to a detection of chemical oxygen demand (COD) above the benchmark value in samples collected
during the July to December 2014 semi-annual sampling event.
There was no discharge from Outfalls 2 or 3 in February 2017. Per the Tier 2 response requirements,
samples will be collected monthly for TSS, oil and grease, and pH from Outfall 2 and TSS, COD, and fecal
coliform from Outfall 3 until three consecutive sampling events show that parameters for each outfall
are below benchmark values. The County will maintain a record of the Tier 2 responses and monitoring
results at the landfill.

CDM Smith Inc., on behalf of Cumberland County (County), is submitting two copies of the January 2017
Stormwater Discharge Monitoring Report for Outfalls 2 and 3. Samples collected from Outfall 2 on
September 2, 2016, for the period of July to December 2016 had a detection of total suspended solids
(TSS) above the benchmark value for two consecutive events. In response to the benchmark value
exceedances, the County implemented a Tier 2 response. A Tier 2 response has been in place for Outfall
3 due to a detection of chemical oxygen demand (COD) above the benchmark value in samples collected
during the July to December 2014 semi-annual sampling event.
Samples were collected on January 26, 2017, from Outfalls 2 and 3, Samples for TSS, oil and grease, and
pH were collected from Outfall 2 and TSS, COD, and fecal coliform from Outfall 3. This is the second
sampling event for Outfall 2 since a Tier 2 response was implemented and all parameters from Outfall 2
were below the benchmark values. COD (150 mg/L) in Outfall 3 was the only parameter that exceeded
benchmark values.
Per the Tier 2 response requirements monthly sampling in Outfalls 2 and 3 will continue until three
consecutive sampling events show that parameters for each outfall are below benchmark values. The
County will maintain a record of the Tier 2 responses and monitoring results at the landfill.

CDM Smith Inc., on behalf of Cumberland County (County), is submitting two copies of the November
2016 Stormwater Discharge Monitoring Report for Outfalls 2 and 3. Samples collected from Outfall 2 on
September 2, 2016, for the period of July to December 2016 had a detection of total suspended solids
(TSS) above the benchmark value for two consecutive events. In response to the benchmark value
exceedances, the County implemented a Tier 2 response. A Tier 2 response has been in place for Outfall
3 due to a detection of chemical oxygen demand (COD) above the benchmark value in samples collected
during the July to December 2014 semi-annual sampling event.
There was no discharge from Outfalls 2 or 3 in November 2016. Per the Tier 2 response requirements,
samples will be collected monthly for TSS, oil and grease, and pH from Outfall 2 and TSS, COD, and fecal
coliform from Outfall 3 until three consecutive sampling events show that parameters for each outfall
are below benchmark values. The County will maintain a record of the Tier 2 responses and monitoring
results at the landfill.

To the Division of Water Quality:
CDM Smith Inc., on behalf of Cumberland County (County), is submitting two copies of the
Stormwater Discharge Monitoring Report for Outfalls 1-4. Samples collected from outfalls during the
July 1-December 31, 2016 semi-annual sampling event had detections of total suspended solids
(Outfall 2), fecal coliform (Outfalls 1 and 4), and chemical oxygen demand (Outfall 4) above the
benchmark values. In response to the benchmark value exceedances, the County implemented a Tier
1 response.
Samples were collected from Outfalls 1, 2, and 4 on September 2, 2016. No flow was reported at
Outfall 3. Samples collected from Outfalls 1 and 4 were analyzed for chemical oxygen demand, fecal
coliform, and total suspended solids. Samples collected from Outfall 2 were analyzed for pH, oil &
grease, and total suspended solids. The total suspended solids concentration in Outfall 2 was 111
milligrams per liter (mg/L) and the chemical oxygen demand was 248 mg/L in Outfall 4. Fecal coliform
concentrations were 2,700 colonies per 100 milliliters (ml) in Outfall 1 and 52,000 colonies per 100 ml
in Outfall 4. No other detections exceeded the benchmark values.
Per the Tier 1 response requirements, a stormwater management inspection of the facility was
completed on October 5, 2016 in order to identify the potential for improvements to reduce
concentrations of fecal coliform, total suspended solids, and chemical oxygen demand at the
respective outfalls. The County will maintain a record of the Tier 1 response and monitoring results at
the landfill.
The County has also implemented a Tier 2 response for Outfall 2 as total suspended solids have
exceeded the benchmark value in two consecutive samples. Monthly monitoring of all parameters
(total suspended solids, oil and grease, and pH) will commence starting in October 2016 and shall

CDM Smith Inc., on behalf of Cumberland County (County), is submitting two copies of the
Stormwater Discharge Monitoring Report for Outfall 3. Samples collected from Outfall 3 during the
July to December 2014 semi-annual sampling event had a detection of chemical oxygen demand
(COD) above the benchmark value, In response to the benchmark value exceedances, the County
implemented a Tier 11 response.
There was no discharge from Outfall 3 in August 2016. Per the Tier II response requirements, samples
will be collected monthly for COD from Outfall 3 until three consecutive sampling events show the
parameter is below the benchmark value. The County will maintain a record of the Tier II response
and monitoring results at the landfill.

Stormwater Discharge Monitoring Report for Outfall 3. Samples collected from Outfall 3 during the
July to December 2014 semi-annual sampling event had a detection of chemical oxygen demand
(COD) above the benchmark value. In response to the benchmark value exceedances, the County
implemented a Tier II response.
There was no discharge from Outfall 3 in July 2016. Per the Tier Il response requirements, samples will
be collected monthly for COD from Outfall 3 until three consecutive sampling events show the
parameter is below the benchmark value. The County will maintain a record of the Tier it response
and monitoring results at the landfill.

CDM Smith Inc., on behalf of Cumberland County (County), is submitting two copies of the
Stormwater Discharge Monitoring Report for Outfall 3. Samples collected from Outfall 3 during the
July to December 2014 semi-annual sampling event had a detection of chemical oxygen demand
(COD) above the benchmark value. In response to the benchmark value exceedances, the County
implemented a Tier II response.
There was no discharge from Outfall 3 in March 2016. Per the Tier II response requirements, samples
will be collected monthly for COD from Outfall 3 until three consecutive sampling events show the
parameter is below the benchmark value. The County will maintain a record of the Tier II response
and monitoring results at the landfill.

Inspection Conclusions
Outfall 1: It is our determination that the fecal coliform detection can be attributed to the high amount of
gulls, vultures, and other wildlife in the area. Wildlife have often been seen in Sedimentation Basin 1 as well as
perched on the slopes of the associated drainage area.
Outfall 4: Fecal coliform was markedly higher in Outfall 4 than Outfall 1, but due to the presence of wildlife in
and around Sedimentation Basin 5 it is our determination that the fecal coliform detection was a result of
wildlife activity. The laboratory has been instructed to provide a numerical result during the next sampling
event instead of reporting that the result exceeded the upper dilution limit. The chemical oxygen demand
exceedance at Outfall 4 is most likely from washouts on the southern and eastern side slopes of the Subtitle D
landfill due to high rainfall in September.

CDM Smith Inc., on behalf of Cumberland County (County), is submitting two copies of the
Stormwater Discharge Monitoring Report for Outfalls 1-4. Samples collected from outfalls during the
July 1-December 31, 2015 semi-annual sampling event had detections of fecal coliform (Outfalls 1 and
4) and chemical oxygen demand (Outfall 4) above the benchmark values. In response to the
benchmark value exceedances, the County implemented a Tier 1 reponse.
Samples were collected from Outfalls 1, 2, and 4 on October 1, 2015. No flow was reported at Outfall
3. Samples collected from Outfalls 1 and 4 were analyzed for chemical oxygen demand, fecal coliform,
and total suspended solids. Samples collected from Outfall 2 were analyzed for pH, oil & grease, and
total suspended solids. Chemical oxygen demand was detected at 125 milligrams per liter in Outfall 4
and fecal coliform was detected at 2,400 colonies per 100 milliliters in Outfall 1 and greater than
6,000 colonies per 100 milliliters in Outfall 4. No other detections were above the benchmark values.
Per the Tier I response requirements, a stormwater management inspection of the facility was
completed on October 9, 2015 in order to identify the potential for improvements to reduce
concentrations of chemical oxygen demand and fecal coliform. The County will maintain a record of
the Tier 1 response and monitoring results at the landfill.
