C Street Butner, NC 27509 Subject: Compliance Evaluation inspection NPDES Permit No. NCO026824 and NCG11001 18 SGWASA WWTP ~ ` Granville County Dear Mr. Mize: On November 9, 2010, I, Cheng Zhang of the Raleigh Regional Office (RRO) conducted a compliance evaluation inspection of the subject facility. The assistance of Mr. Winfred Dancy, the operator in responsible charge (ORC) of the facility, was appreciated as it facilitated the inspection process. The inspection report is attached. The following observations were made: SGWASA WWTP is permitted to discharge at a rate of 5.5 MGD and consist of: bar screens, grit removal, grease removal and Fermentation system, anaerobic/anoxic basins, dual dissolved air oxidation ditches, three secondary clarifiers, a tertiary filtration system, a chlorine contact basin, a sulfur dioxide dechlorination system, aerobic digesters, dissolved air sludge thickening, alum and polymer feed, two stand-by power generators, and post aeration. The plant discharges to Knap of Reeds Creek, which is classified WS-lV, NSW waters in the Neuse River basin. 1. The high water audible and visual alarms at the influent pump station were tested by setting the high water level to less than the actual water level in the wet well. Both alarm worked properly. Combined with the SCADA, unusual high water level potentially caused pump failure will be detected adequately. 2. All primary, secondary, and tertiary treatment and post -treatment processes, especially the anaerobic/anoxic basins, also known as biological nutrient removal (BNR) system, were in good operational condition. One of the three clarifiers and one of the two oxidation ditches were not in use because of low flow. The alum and caustic feeding systems were functioning. The facility has five primary aerobic sludge digesters and four secondary aerobic digesters, which have adequate capacity to handle wasted sludge. Decant water from digesters is returned to the head of the plant for treatment. Two standby power generators are tested under load monthly, which is well documented in the operation log book. The generator will be activated automatically when primary power is out. The generators have capacity to operate the entire site during power outrage. 5. The ORC maintains a daily logbook. Lab results, chain -of -custody forms, and DMRs were complete and current, kept in good order and ready for review. June 2010 DMR data were compared to lab bench sheets; no data transcription errors were noted during the inspection. 6. The right of way to the outfall was well maintained. The effluent was observed to be clear and free of solids. No visible impacts were noted immediately downstream the effluent pipe. 7. ,1 also conducted a compliance evaluation inspection for the NPDES stormwater permit (No. NCG1100118). The facility has developed a Stormwater Pollution Prevention Plan (SPPP), which includes all required components. I observed all four stormwater discharge outfalls, these outfalls and the right-of-way were well maintained. Please be reminded to review or update (if needed) the SPPP annually, and document plan review and update. The overall -condition of SGWASA WWTP is compliant with Division standards. "C" St. Butner, NC 27509 Subject: Compliance Evaluation Inspection SGWASA WWTP Stormwater Program Permit No. NCG 110118 Granville County Dear Mr. Mize: Dee Freeman Secretary On August 5, 2005, Mr. Myrl Nisely and Mr. Cheng Zhang of the Raleigh Regional Office conducted a compliance evaluation inspection of the Stormwater program at the SGWASA Wastewater Treatment Plant with the help of ORC Fred Dancy. The facility was in compliance. Description:_Stormwater runoff is collected via several drop inlets, combined with overland flow from much of the site, and is discharged via four outfalls to the Knap of Reeds Creek, a class WS-IV:NSW stream in the Neuse River basin. Observations: Attached is a checklist for the inspection. All components of the Stormwater Pollution Prevention Plan manual were present. The Plan is well -written. Semi-annual qualitative observations have been carried out, as well as annual employee training, although another is needed this calendar year. I was set to prepare an enforcement, but there were other big issues with them at that time, so we simply communicated the need to get it done. They hustled up the application, which you are now handling. Yes, by all means, issue the COC. The plant has good housekeeping, and I don't see any big problems with SW. The next hurdle for them will be development of the SPPP. Do you, or the permit, give them a time frame for completing that? Myrl Bill Diuguid wrote: Myrl: Is this in your county?
