Mack Wiggins and Tom Ascenzo of the North Carolina Division of Water Quality, Surface Water
Protection Section, Raleigh Regional Office, conducted a stormwater compliance evaluation inspection
of the North Durham WRF, 1900 East Club Boulevard on October 24, 2011. The assistance offered by
Mr. John Dodson was very helpful and appreciated during the inspection process.
The following observations were made during the stormwater inspection:
The facility consists of two sites. The A side (Original facility) and the B side (New
expansion facility). Both A and B sides combined have six stormwater outfalls.
2. This facility does not conduct vehicle maintenance on site. Therefore, the facility is only
required to perform qualitative monitoring at each stormwater outfall.
3. Qualitative monitoring was performed at all Stormwater outfalls as required by NCGI 10000.
Continue to monitor your outfalls. Please include your Stormwater Permit No. NCG 110092
on all stormwater monitoring forms.
4. All outfalls were easily accessible at the time of the inspection.
5. All chemicals are stored in the secondary containment as required.
6. The facilities Stormwater Pollution Prevent Plan did not address Feasibility Studies. Please
address feasibility studies in your plan as required by Part II, Section A, 2 (a) Feasibility
Study.
7. Employee training was documented. Last training was documented as performed on October
10, 2010.

On March 16, 2010, a compliance evaluation inspection (CEI) was conducted at the subject facility.
Your assistance was helpful and appreciated. This inspection was conducted to determine your
compliance with the subject NPDES stormwater general permit. The following observations were noted
during the inspection:
SITE DESCRIPTION The City of Durham is a Municipal Wastewater Treatment Plant. There is
no vehicle maintenance occurring at the facility.
INSPECTION SUMMARY
The subject permit expires May 31, 2013. A review of the Stormwater Pollution Prevention Plan,
outfalis, qualitative and analytical monitoring revealed the facility to be in compliance with the conditions
of the permit, with the exception of the following requirement:
The facility must provide and document Employee Training. The City of Durham does provide
HAZCOM training which may cover spill response but the facility needs to provide training directly
related to stormwater pollution prevention and stormwater related topics.

the Division of Water Quality. The Division of Water Quality may require modification or

We've received an NOI for the North Durham Water Reclamation faciltiy in Durham
County for coverage under the stormwater general permit for treatment works,
NCG110000. The facility discharges stormwater to Ellerbe Creek and Goose Creek in
the Neuse Basin.
The NOI is attached. Does the Raleigh Regional Office have any concerns with
issuing a COC to this facility? If we don't receive any objections in 30 days, we
plan to issue the COC to this applicant.
