NPDES wastewater inspection and a NPDES stormwater inspection. The assistance of Tony Gorham, Operator in Responsible Charge (ORC), James Shoulders, Backup Operator in Responsible Charge (BOAC), and Gerald Brannon, Area Manager, United Water, was appreciated. Please review the attached Basinwide information Management System (BIMS) inspection checklists summarizing the inspections. Below is a list of findings and recommendations developed from the inspections: NPDES Wastewater Inspection: 1. The current permit was issued June 1, 2010 and expires October 31, 2014. The permit was on site and reviewed. 2. The 1.0 MGD wastewater treatment plant consists of the following units: mechanical bar screens, mechanical grit removal system, influent pump station, influent pumps, oxidation ditch with BNR, dual clarifiers, flow distribution box, chlorine contact tank, dual feed chlorination and dechlorination, aerobic digester, sludge holding basin, sludge loading station, sludge return pump station and effluent pump station. The inspection began in the treatment plant office. All paperwork was well organized and easily accessible. Discharge Monitoring Reports were reviewed for compliance with permit limits and monitoring requirements. Sample storage was kept at a temperature of 5.5 degrees Celsius. The effluent composite flow proportional refrigerator temperature was 3.0 degrees Celsius. The facility is field certified for performing Residual Chlorine, Settleable Solids, pH, DO and Temperature. A check list was completed and forwarded to the DWQ Lab Certification Unit. The mechanical bar screen was observed and was in acceptable condition. The debris was collected in a dumpster twice a day, and the dumpster is deposited in the landfill. 4, The Grit removal system was out of service at the time of June 5, 2012 inspection. The grit removal system is on line at the time of this inspection. Mr. Gorham has been diligent about notifying the Regional Office of any components that may be off-line and when they return on line. The oxidation ditch was being operated properly. Very little foam was noted. The swings in temperature at this time of year, make keeping the DO in the acceptable range a challenge. Mr. Gorham is knowledgeable of this process and does a good job keeping the oxidation ditch in balance. 6. The clarifiers were functioning properly and were free of weir blockages and showed no sign of short-circuiting. The sludge blanket was reported to be 1.5' feet, which is within acceptable range of sidewall depth which was 14'. 7. The aerobic digester appears to have adequate capacity with no objectable odor. The disinfection (chlorine) cylinders were secured adequately, and have been partitioned apart since the last inspection. This is a good attempt to meet the intent of the rules. All of the cylinders were under a shelter but did receive direct winter sunlight. 9. Standby power is available and is tested on a monthly basis according to Mr. Gorham. The generator has adequate capacity to run the plant, partially, but in a manner to achieve desired results. 10. The effluent pump station appears to be in good operational condition. The pumps are operable, and the audible and visual alarms are back in service, since the last inspection. The effluent composite sample is flow proportional and collected below all treatment units. 11. The effluent pipe is located adjacent to the Fishing Creek bridge on US 301, just south of town. The effluent discharging into the stream appeared to be clear. The receiving water is free of foam and other debris. NPDES Stormwater Inspection: 1. The Stormwater Pollution Prevention Plan was available and reviewed during the inspection. Although, emergency training is held annually, it is suggested that it be expanded and better defined to focus on stormwater and the response to potential spill that may occur at the facility. 2. Qualitative monitoring results were available and reviewed during the inspection and found to be adequate. Mr. Gorham had questions concerning the lack of concentrated flow at someof the outfall locations. Much of the rainfall is absorbed by the sandy soil or moves through groundwater to the swamping; areas adjacent to the outfalls. It was suggested to observed those areas in times of heavy rainfall to see if the flow of the stormwater concentrates as it leaves the property. The qualitative observation would then be done at that location. If a representative rainfall event is observed, but no flow is present at one or more of the outfalls, it is permissible to report "no flow". The Town of Enfield Wastewater Treatment Plant is considered to be complicint with the NPDES wastewater permit and NPDES stormwater permit, at the time of this inspection. The assistance of James Pittman, Operator in Responsible Charge, was appreciated. Please review the attached Basinwide Information Management System (BIMS) inspection checklists summarizing the inspections. The application timeframe was adhered to by the facility. 2. The inspection began in the treatment plant office. All paperwork was well organized and easily accessible. Overall maintenance was found to be in good condition. The mechanical bar screen was in acceptable condition. Grit removal was free of organic matter and excessive odor. The replacement of some of the pipes in the grit removal system is necessary and must be budgeted for in the near future. 5. The oxidation ditches were being operated properly. Very little foam was noted. The Dissolved Oxygen level was above the acceptable range of 3.0 at 5.22 mg/l. This may be a result of heavy rainfall on the day prior to the inspection. The settelometer results were in the acceptable range at 600 ml/l in 30 minutes. 6. Although nutrient removal was not required by the permit, the facility does so in meeting its obligation to the Tar -Pam Association. 7. The clarifiers were functioning properly and were free of weir blockages and showed no sign of short-circuiting. The sludge blanket was reported to be 4 feet, which is slightly above the acceptable range of sidewall depth. 8. The aerobic digester appears to have adequate capacity with acceptable odor. 9. The disinfection (chlorine) cylinders were secured adequately, but were within 10 feet of the de - chlorination cylinders. All of the cylinders were under a shelter but did receive direct late afternoon sunlight. It is recommended that the storage area be expanded to further separate the cylinders and protect them from direct sunlight. 10. Standby power is available and is tested on a monthly basis according to Mr. Pittman. The generator has adequate capacity to run the plant, partially, but in a manner to achieve desired results, according to Mr. Pittman. 11. The effluent pump station appears to be in good operational condition. Pumps and float controls are operable. The effluent composite sample is flow proportional and collected below all treatment units. 12. The effluent pipe is located adjacent to abridge on US 301, just south of town. The effluent discharging into Fishing Creek appeared to be clear. The receiving water is free of foam and other debris. II.- Stormwater Inspection: 2 A list of significant spills occurring in the last three years, is required to be included as a part of the Stormwater Pollution Prevention Plan. It is noted that a list of spills was located by Mr. Pittman in another manual. The facility is required to provide and document annual employee training by the permit. Discharge Monitoring Reports were reviewed for compliance with permit limits and monitoring requirements. Chain of custody records were available and in order. The facility uses a contract laboratory and sample storage was kept at a temperature of 4.5 degrees Celsius. The effluent composite flow proportional refrigerator temperature was 2.5 degrees Celsius. The influent composite sampler temperature was 2.0 degrees Celsius. Overall maintenance was above average. The manual and mechanical bar screens were in acceptable condition. Grit removal was free of organic matter and excessive odor. 5. The oxidation ditches were being operated properly. Very little foam was noted. The Dissolved Oxygen level was slightly above the acceptable range of 3.0 at 3.06 mg/l. The settelometer results were in the acceptable range at 750 ml/l in 30 minutes. 6. Although nutrient removal was not required by the permit, the facility does so in meeting its obligation to the Tar -Pam Association. 7. The clarifiers were functioning properly and were free of weir blockages and showed no sign of short-circuiting. The sludge blanket was reported to be 2.5-3 feet, which is in the acceptable range of sidewall depth. 8. The aerobic digester appears to have adequate capacity with acceptable odor. 9. The disinfection (chlorine) cylinders were secured adequately, but were within 10 feet of the dechlorination cylinders. All of the cylinders were under a shelter but did receive direct late afternoon sunlight. The storage area should be expanded to further separate the cylinders and protect them from direct sunlight. 10. Standby power is available and was tested and operational during a recent power failure according to Mr. Pittman. The generator has adequate capacity to run the plant, partially, but in a manner to achieve desired results, according to Mr. Pittman. 11. The effluent pump station appears to be in good operational condition. Pumps and float controls are operable. The effluent composite sample is flow proportional and collected below all treatment units. 12. The effluent pipe is located adjacent to the right of way of a bridge being constructed on US 301. The pipe appears to be unaffected by the construction. The effluent discharging into Fishing Creek appeared clear. The receiving water is free of foam and other debris. lI. Stormwater Inspection: 1. A list of significant spills occurring in the last three years should be included as a part of the Stormwater Pollution Prevention Plan. 2. The facility is required to provide and document employee training by the permit. 3. Continue semi-annual qualitative monitoring and document these inspections. 4. All outfalls were inspected and showed no sign of illicit discharges.
