The Compliance Evaluation Inspection was conducted by Mark Brantley, Environmental Senior Specialist, of the Fayetteville Regional Office. At the time of the inspection, facility staff was not aware that the Elizabethtown WWTP was covered by an industrial stormwater permit, NCG110052, because the facility had been operated by a contract company. When the town began to operate the facility, new employees were hired and information about the stormwater permit was not passed from the contract company to the town employees. During the inspection a small amount of information relating to the stormwater permit was found, such as part of the Stormwater Pollution and Prevention Plan. A copy of the NCG11000 Industrial Stormwater Permit for WWTP was left with Mr. Hugh Bledsole, facility ORC. Conditions and Requirements of the permit were reviewed and Mr. Bledsole committed to bring the facility into compliance with the permit. A follow up inspection will be conducted in the future. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215 .1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection agency dated May 9, 1994 (or as subsequently amended).
