The assistance of Mr. Brian Gay- Operator in Responsible Charge (ORC), and Mr. Michael Watkins— Backup Operator in Responsible Charge (BOC), was appreciated. Please review the attached Basinwide Information Management System (BIMS) inspection checklists summarizing the inspections. Below is a list of findings and recommendations developed from the inspections: NPDES Wastewater Inspection: 1. The current permit was issued June 1, 2008. The permit expires May 31, 2013, and the facility has begun the application process. The 1.85 MGD wastewater treatment plant consists of the following units: bar screening, grit removal system, duel train activated sludge process, biological nutrient removal, three channel oxidation ditch, duel secondary clarifiers, duel traveling bridge tertiary filters, Post aeration, Ultraviolet disinfection, Alum feed system, Caustic feed system, Aerobic digester, Sludge holding lagoon, standby power. An authorization to Construct was issued March 2, 2012 to upgrade existing headworks structure. Work is well underway on the project with completion by December 31, 2013. 3. The inspection began in the treatment plant office. All paperwork was well organized and easily accessible. Discharge Monitoring Reports were reviewed for compliance with permit limits and monitoring requirements. Chain of custody records were available and found to be in order. The laboratory is state certified and performs some of permit required parameters, with the Neuse River Wastewater Treatment Plant performing the remainder. Contract labs - Merritech and Pace Laboratories, perform toxicity samples. 4. Overall maintenance was acceptable, although construction at the facility has left some of the streets with a coating of soil. Please adhere to your erosion control plan, and your DWQ =' construction stormwater permit to prevent offsite sedimentation. 5. The mechanical bar screens was in acceptable condition. It is scheduled to be replaced by an 8.2 MGD mechanical screen with screenings compactor, by 12,31.13. Grit removal adequate and was free of excessive odor. It is also expected to be upgraded by the end of calendar year 2013. Debris is removed routinely and taken to the landfill. 6. One secondary clarifier was functioning properly and the other was off-line due to lack of flow. There were no weir blockages, nor signs of short-circuiting. The performance of the plant was ;�. not affected by one clarifier being offline. The sludge blanket was 1/2', which is well within the acceptable range of the 13' sidewall depth. 7. The tertiary filters and the Ultraviolet Disinfection appeared to be functioning properly. There were additional UV bulbs available at the facility. 8. The aerated digester was inspected. There was ample capacity available. There was no objectionable odor. 9. Standby power, consisting of a permanent generator, is available and is tested as required. The generators have the capacity to run the waste water treatment plant effectively. The expansion of the plant includes a new generator, which will be online by December 31, 2012. 10. The effluent pipe discharges to Little Creek, adjacent to the facility. The effluent appeared to be clear. The receiving water is free of foam and other debris. The Stormwater Pollution Prevention Plan (SPPP) was available during the inspection. It contained all of the requirements of the permit. Employee training and the list of significant spills were in separate binders. It was recommended that they be included within the SPPP. 2. Stormwater Discharge Outfall (SDO) A, B, and C were observed during the inspection. Although dry at the time of the inspection, Mr. Gay was knowledgeable of the locations and the monitoring procedures. Sediment from the on -going construction was discussed with Mr. Gay. Sediment laden runoff must be prevented from running off of the site during a rainfall event. 3. Qualitative Monitoring for all outfalls were reviewed and were being done as required by the permit. The Little Creek Wastewater Treatment Plant appears to be a well run facility with few problems cited, during this inspection. The assistance of Brian Gay and Jennifer Holmes with this inspection was greatly appreciated. Below is a list of findings and recommendations developed from the inspection: r 1. The subject wastewater permit was issued June 01, 2008, modified December 30, 201 i , became effective January 01, 2012 and will expire May 31, 2013. Permit renewal is required 180 days prior to permit expiration. 2. The modified permit includes the addition of Total Nitrogen allocations formerly held by Indian Creek Association, Riverwalk Mobile Home Park, and Mill Run Mobile Home Park WWTP's. The total active nitrogen discharge allocation has been increased to 26,600 pounds per year. 3. Basinwide Information Management System (RIMS) lists the facility as a Grade 4 Wastewater Treatment plant (WW-4). Bryan Gay is listed as the Operator in Charge (ORC) WW-4 certified with Jennifer Holmes (VAN-4), Theodore J. Lynch (WW-4), and Michael W. Watkins (WW-4) as back- up ORC's. 4. The 1.85 MGD Biological Nutrient Reduction (BNR) wastewater treatment plant consists of the following units: 12-inch influent Parshall flume with electronicflow meter; manual and mechanical bar screens; vortex -type grit collector; influent pump station with 2 pumps; a three -channel oxidation ditch with disc -type mechanical aerators for BNR removal; 2 secondary clarifiers; RASIWAS pump station; 2 tertiary traveling hood -type sand filters with automatic backwash; 1 ultraviolet disinfection unit with two banks; post aeration tank containing two mechanical aerators; ultrasonic effluent flow meter; 1 aerobic digester with one floating aerator; 1 aerated concrete lined sludge holding lagoon with 2 floating mixers and 1 floating aerator; one sludge truck loading station, and a reclaimed water generation and distribution system. 5. An Authorization to Construct was issued March 02, 2012 to upgrade the existing headworks structure. At the time of inspection, automatic and manual bar screens and vortex grit removal system were functioning normally. The influent sampler refrigerator was not cooling properly. The influent carboy was set in a bucket of ice to maintain proper temperature. The refrigerator will be repaired or replaced. The audible / visual alarms at the influent wet well activated when the high water float was lifted up. The dissolved oxygen (DO) content in the first and second channel in the oxidation ditch was 0.03 mgll. The DO content in the third channel was 1.6 mg/l. The number 1 secondary clarifier was not in service due to low inflow. Sludge blanket in the number 2 clarifier was 3 feet with a sidewall depth of 13 feet. There were some algae growth on the weirs however; no blockage of effluent was noted. Effluent flowing from the tertiary filters appeared clear. Mr. Gay stated that funding to have the tertiary filters rehabilitated will be requested in the next Capital Improvement Plan. Covers have been placed over the post aeration tank to prevent algae growth. Effluent flowing into Little Creek appeared clear with no solids, foam or odor. The aerated digester was approximately 75% full. The concrete lined, aerated sludge holding lagoon was approximately 80% full. Sludge is expected to be hauled in June pending fecal coliform testing for pathogen reduction. 7. Up to 175 dry tons of sludge per year is land applied by contract to Granville Farms underGranville Farms Incorporated (GFI) land application programcovered under permit WQ0000838. In -plant reclaimed water is utilized throughout the plant. Reclaimed water is also used for spray irrigation on 3.2 acres at the Town of Zebulon's Five County Stadium baseball field. The Reclaimed Water Utilization System is covered under permit WQ0020409. Reuse, reclaim water, and land application permits are currently managed by the Aquifer Protection Section. 8. The laboratory was checked in a cursory manner. The laboratory is field certified for the following parameters: pH, total residual chlorine, and DO. All other parameters, except toxicity, are analyzed by the City of Raleigh Neuse River Wastewater Treatment Plant laboratory. Toxicity is split between Merritech and Pace Laboratories. All pH buffers and chlorine standards were within expiration date. 9. Discharge Monitoring Reports (DMR's) for the period June 2010 through March 2012 were reviewed for compliance with permit limits and monitoring requirements. There were no violations listed for the review period. Commercial lab results, chain of custody records, and bench sheets were compared with data submitted on the DMR for the month of March 2012. No discrepancies were noted. NPDES St&mwater Permit NCG110049 10. Inspection of the stormwateroutfalls and plant site was conducted at the same time as the CEI for the Water Reclamation Facility. Permit NCG110049 was reissued and became effective on February 28, 2008 and expires January 31, 2016. 11.There are three stormwater outfalls listed for the facility: a. StormwaterOutfall A consists of drainage from the influent structure and up gradient of the structure. This includes drainage from the Five County Stadium that flows in a swell to Outfall A. Water in the outfall appeared somewhat cloudy due to recent rains. b. StormwaterOutfall B consists of drainage from the southwestern portion of the facility. Water in the outfall appeared clear. StormwaterOutfall C consists of drainage near the front of the plant. This drainage flows into a wooded area. There was no water at the outfall. 12. Qualitative monitoring for all outfalls was last conducted on November 29, 2011. There is no vehicle maintenance done on site. There have been no spills for the 2010-2011 year. The stormwater pollution prevention control plan was amended in 2009. Annual employee training on spill prevention and emergency response occurred December 15, 2011. All elements of the City of Raleigh Little Creek VONTP Page 3 Stormwater Pollution Prevention Plan are being maintained. The assistance of Mr. Brian Guy, the operator in responsible charge (ORC) of the facility, was appreciated as it facilitated the inspection process. The inspection report is attached. The following observations were made: Little Creek WWTP is permitted to discharge at a rate of 1.85 MGD and consist of bar screens, grit removal, dual -train activated sludge process, biological nutrient removal, three -channel oxidation ditch, dual secondary clarifiers, dual traveling bridge tertiary filters, post aeration, ultraviolet disinfection, alum feed system, caustic feed system, aerobic digester, sludge holding lagoon, and standby power. The plant discharges to Little Creek, classified C:NSW waters in the Neuse River basin. 1. It was noted that the high water audible and visual alarms at the influent pump station were not operational when tested. The facility must fix the on site alarms and keep them functional. 2. All primary, secondary, and tertiary treatment and post -treatment processes were in good operational condition. One of the two clarifiers was not in use because of low flow. The Alum and caustic feeding systems were functioning. 3. The aerobic digester and sludge holding lagoon had adequate capacity. Thickened sludge is hauled by Granville Farms for land application. 4. Standby power was tested under load during the inspection. The generator will be activated automatically when primary power is out. It was noted that the generator only had capacity to operate the essential processes, which do not include the aerobic digester and sludge lagoon during power outrage. 5. The ORC maintains a daily logbook. Lab results, chain -of -custody forms, and DMRs were complete and current, kept in good order and ready for review. Mr. Brian Gay, ORC, represented the WWTP during the inspection. Findings are as follows: 1) This 1.85 MGD Class IV wastewater treatment plant consists of one mechanical and one manual (backup) bar screen, mechanical grit removal, lift station with two variable frequency drive pumps, three channel oxidation ditch, two secondary clarifiers, dual traveling bridge sand filters, ultraviolet disinfection, Parshall flume, aerobic sludge digester and sludge storage lagoon. All units were available and in use. An emergency diesel generator is tested every Monday under load. 2) An ORC log, Operators log and calibration log were available and up to date. A copy of the permit was available on site. 3) A review of the DMR data for the period from October 2004 through April 2006 was performed prior to this inspection. (DMR's were reviewed through September 2004 as part of a previous inspection.) The DMR's indicated compliance with final effluent limitations with the exception of the week beginning October 17, 2004 where the weekly BOD average exceeded the discharge limit. This violation was addressed in a previous enforcement action. A comparison of bench note data with the Discharge Monitoring Report for the month of March 2005 was made. No discrepancies were noted. 4) Mr. Jason Richardson, of the WWTP's laboratory, demonstrated the calibration of the pH and dissolved oxygen (DO) meters. It was noted that the moisture cup was missing for the DO meter probe. Mr. Gay indicated that he would obtain a replacement cup. The BOD incubator was 20.5 degrees C and the sample storage refrigerator was 2.0 degrees C; both within the appropriate temperature range. 5) The influent sampler temperature was 1.5 degrees C and reportedly collecting a 110 ml sample every 20 minutes. The flow proportional effluent sampler temperature was 1.5 degrees C. A spot check found the sampler drawing 130 ml per sample. The influent and effluent flow meters were calibrated on June 21, 2005. 6) The WWTP effluent was clear and free of visible solids. 7) Stormwater Permit documentation was reviewed during this inspection. It was noted that a site map must be developed. The site map should include material storage areas, drainage structures, drainage areas and activities occurring in the drainage areas. (See Stormwater Permit Part 11, Section A.1(c) for specific details regarding the site map.) Training and qualitative monitoring requirements were up to date. The WWTP's two stormwater discharge outfalls (SDO's) were viewed during this inspection. There was no evidence of spills, overflows or similar incidents at either SDO. There was an accumulation of sediment at a stormwater grate that discharges to SDO 02. Mr. Gay indicated in a phone conversation subsequent to this inspection that he intended to place seed and straw on the sparsely vegetated area surrounding this grate. Two small SDO's were noted on either side of the UV chamber.
