Mitch Hayes of the Division of Water Quality conducted the subject inspection on May 31, 2011. Your
time and assistance- with this inspection was greatly appreciated. A Basinwide Information Management System
check list of the inspection is attached to this letter. Below is a summary of findings and recommendations
developed from the inspection.
1. The subject permit was reissued and became effective November 01, 2007 and will expire October 31,
2012. Permit renewal is required within 180 days expiration date.
2. The facility dismantles automobiles for scrap and parts. Scrap cars are spread out over an undetermined
amount of acres. All cars that are brought in are drained of fluids, batteries and tires removed. Used oil
is stored in drums and burned in a clean burn heater. Other fluids are stored in barrels and taken to be
recycled. Batteries are sold, traded as core for the purchase of new batteries.
3. The site plan lists 3 Stormwater Discharge Outfalls (SDO's). SDO # 1 is at the left corner of the
property, SDO # 2 is at the right, corner of the property, and SDO # 3 is located on the left side of the
property near the front. A common drainage ditch receives Stormwater from two-thirds of the scrap
yard and stormwater form the office buildings and shop area. This ditch extends the width of the scrap
yard and exits at SDO 93. There was moderate erosion near SDO # 2. You stated that materials have
been brought in to repair the area. There was severe erosion noted at SDO # 3. The ditcli opens to a 4
foot gully and exits at the edge of the property. This area will need to be repaired to prevent further
erosion and off site sediment deposition.
4. Analytical and qualitative monitoring is currently being conducted at SDO # 3. According to permit
requirements, analytical and qualitative monitoring is required at all SDO's. There are similar activitiL
at all three drainage basins which could qualify SDO #3 as a representative outfall. Please contact Ken
Pickle, Stormwater Permitting Unit, 1617 MSC, Raleigh, NC 27699-1617, to request representatix
stormwater status. Regardless of the representative outfall status, qualitative monitoring is required at
all outfalls.

5. The-Stormwater" Pollution Prevention Plan (SPPP) was review for compliance. The SPPP is well
written and contain all permit requirements. Analytical monitoring results indicated that two
monitoring periods contained Total Suspended Solids (TSS) values above the benchmark values. Tier
One response was not initiated. The high TSS values most likely resulted from sediment runoff in the
drainage ditch. Best Management Practices for this area could include placing rip/rap and adding
gravel check dams to slow the velocity of stormwater in the ditch. All other analytical monitoring
values were within benchmark values.
6. Other items noted in the SPPP:
• Annual employee training on proper spill response and cleanup procedures is not being documented.
• There is no documentation that the SPPP is not being updated and reviewed annually.
• Semi-annual facility inspection and all stormwater systems are not being documented. The last
recorded inspection was in 2008.
Please respond in writing within 20 days receipt of this letter to items 3, 5, and 6. Please note that failure to
abide by the conditions and limitations contained in the permit may subject the Permittee to a civil penalty up to
$25,000 per day per violation. Your satisfactory response to the issues set forth in this letter will resolve permit

On June 12, 2008, Vicki Webb of the Raleigh Regional Office conducted a stormwater compliance evaluation
inspection of the subject facility. The assistance of Mike Barefoot was appreciated as it facilitated the
inspection process. The following observations were made:
The Martin's Import Salvage is located at 3468 Wendell Road, Wendell, NC. The facility discharges into
the receiving waters designated as Buffalo Creek, a class C NSW (nutrient sensitive water) in the Neuse
River basin.
This facility is in violation of all aspects of your permit. The main violations occur in Part II: Monitoring,
Controls, and Limitations for Permitted Discharges, Section A: Stormwater pollution Prevention Plan,
Section B: Analytical Monitoring Requirements, and Section C: Qualitative Monitoring Requirements.
Mr. Martin explained via a phone conversation while I (Vicki Webb) conducted the inspection, that he did
indeed have his SP3 plan. He stated that his father-in-law Ed Arnold had the book and was in the process of
up dating the manual. This is still a violation due to all documentation pertaining to the permit is to be kept
on site at all time per your permit.

are forwarding herewith the subject certificate of coverage to discharge under the subject state —
NPDES general permit. This permit is issued pursuant to the requirements of North Carolina
General Statute 143-215 .1 and the Memorandum of Agreement between North Carolina and the
US Environmental Protection Agency dated May 9, 1994 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except after notice to
the Division of Water Quality. The Division of Water Quality may require modification or
revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be
required by the Division of Water Quality or permits required by the Division of Land
