Dear Mr. Chahine:
On June 19, 2008, Autumn Hoban, of the Division of Water Quality, Raleigh Regional Office, performed the first inspection
of the subject facility since the ownership change and issuance of the permit on November 1, 2007. There were several
requirements of the permit that have not yet been addressed.
1) Your facility has not completed the Stormwater Pollution Prevention Plan (SP3) as required by part II of the
permit.
2) There was no record of qualitative or quantitative monitoring during the time this permit has been effective.
Monitoring for outfall #1 is required yearly.
3) All fuel oil storage tanks should have secondary containment.
The salvage yard was well organized and a lot of clean-up has occurred under the new ownership. Best Management
Practices observed include: the removal all fluids from cars as they enter the site, storage and recycle of batteries, tires,
radiators, anti -freeze, oil, and gasoline. All sale/spare parts are stored undercover in car bays and warehouse. Absorbent
is available and used for spills.
The inspector provided a sample SWP3 plan, stormwater discharge monitoring forms, and discussed the help documents
on the DWQ web site with the owner.
Please review the observations noted in the attached Compliance Inspection Report and insure that all permit
requirements are met within six months of receipt of this inspection letter. A follow-up inspection will be conducted and
violations of the permit and failure to monitor may result in a civil penalty assessment.
It is our goal to insure the quality of the surface waters of this State.

Inspection Summary:
This facility has a new owner. The new owner has completed a lot of clean up around this large site(approx. 25 acres). All
work is done in the garage bays and the facility has a large warehouse where parts are stored. A fence has been
installed. Tires are organized and hauled as needed. The oil on -site is collected and picked up as needed. All storage
vessels were in satisfactory condition. Fuel is drained and reused., Car crushing is done by outside firm and no actual
machinery for car crushing was seen on -site the day of the inspection.
This facility is not in compliance with many of the permit requirements due to a lack of written documentation and record
keeping, but the environmental awareness and efforts of the owner to clean up the property were evident.
A return visit will be needed to follow-up on the status of this facility with regards to many of the requirements of the
permit.

Comment: This site has been cleaned up significantly by the new owner. He has
implemented proactive pollution prevention, and requires employees to adhere best
practices for pollution and spill prevention.
The new owner, however, has not yet put together the SWP3 Plan as required. We
discussed the requirement and I gave the owner the permit fact sheet , a copy of the
new permit, and links to the DWQ stormwater web site for additional information.
Another site visit will be required to follow up on the permit requirements.

Comment: The facility has not conducted monitoring as required. Samples during a
rain event should be collected twice per year at outfall #1. The permittee should
promptly make arrangements to sample during the next rain event and review part II,
section B of the permit carefully.
