Page 2 SWU-242-020705 Site Overview All materials considered to be possible pollutants including gas, diesel, waste oil and antifreeze are stored in sealed containers inside secondary containment. These products are recycled through a waste industry monthly. New and core batteries are stored on pallets inside a shelter until they are sold or recycled. Automobiles, parts, and waste products are loaded and unloaded in Area #1. This is convenient to the spill kit and a backhoe or loader with a bucket for cleanups. There are no products such as oil used for dust control. Natural ground coverings are in place to aid in dust control. There is a closed loop wash recycling unit or small parts washer supplied by Safety Kleen located in this area to facilitate parts washing activities without any discharge. Potential pollutants which could be present in the outfall area include contaminants from yard debris, petroleum, and chemicals from vehicular parts storage, petroleum from vehicular traffic maintenance and parking, chemicals from bulk storage and stripping/teardown activities located at area #1. All parts are pulled in this area as well as vehicles unloaded, and waste fluids transferred. All batteries and waste fluids such as gas, diesel, oil, antifreeze, and batteries are all stored in this area in sealed containers and under shelters with floors. Waste fluids and batteries are recycled on a monthly basis with a waste industry. Feasibility Study: All possible pollutant containing materials are drained into catch pans and drained into sealed barrels in an enclosed container. Equipment is also fueled in area #1. If a spill happens it will be contained with absorbent material and removed into plastic containers. Contaminated soil would then be removed with a backhoe and disposed of. We are also prepared to spread absorbing straw and saw dust to prevent runoff to the down fall areas which should prevent any possible contamination. Feasibility Alternatives: A separate storm water collection system could be installed with an oil/grit separator for uncovered vehicle storage areas. Store as many as possible of vehicles, parts, and equipment in covered areas to prevent storm water run- off contamination from snow and rain This facility is comprised of three drainage areas with two outfalls. The property located at 2521 Highland Farm Rd. is approximately 100% pervious surface as gravel, dirt, and grass covered. These four areas are addressed below. Area #1 This area comprises the front or north section of the property. A healthy vegetative buffer throughout surrounds this area. This area is currently used for and is suitable for covered and uncovered parts storage. There is an office/sales/counter/warehouse building. A striping/tear down /storage shed located behind the office and a mechanical shop building across the driveway area. There is also a parking area for customers and a storage area for new arrivals. Area #2 This area is the southern section of the property which is suitable for uncovered parts storage as well as dismantling activities. There are vehicle hulls being stored temporarily. Storm water from this area drains into outfall #2 along with storm water from area #1 and area #3. There is healthy vegetative buffer throughout this area. There is a ravine which divides area #2 and area #3 this is the feed for outfall number one. Area #3 This is the western section of the property. It is used and suitable for uncovered parts storage. The storm water from this area drains into outfall #2. The ravine divides this area from area #2. The property line and road serve as the other boundaries for all areas. Area #4 This area is located between Highland Farm Rd. and Orange Cross Rd Church Rd. This area is used for storage of vehicles in inventory. The storm water from this area drains into outfall #1. Possible site improvements to these areas could include the following: 1. Trenching, rip -rap, and siltation control fencing for erosion protection. 2. Limiting the number of unprocessed vehicles in outside/uncovered storage. 3. Processing all vehicles prior to placement in the yard. Best Management Practices: Fluid is removed from vehicles using funnels and catch pans, then immediately poured into properly labeled containers until recycled. Barrels are stored in containers protected from storm water run-off Longer term storage in bulk containers within the confinement of secondary containment When applicable the following items are removed and recycled: Mercury switches Wheel Weights (lead) Batteries Copper Wiring Battery cable ends Radiators Heater Cores Ti res Platinum found in Catalytic Converters Flammable waste products are stored away from ignition sources at least 50 foot from the property line Tires with more than 30% tread are resold and tire piles are minimal Yard inspections are done after every notable rain fall Batteries are stored in shelters on wooden pallets in an upright position until sold or recycled Containment area is checked after a significant rainfall event for sheen, color, odor, and foam. If no contaminants are found, any accumulated rain fall will be released. Spill Prevention and Response Procedure Plan (SPRP) Based on the inventory of this facility, the potential pollutant sources resorting from spills include oil, gas, diesel fuel, and antifreeze. There have been no significant spills within the last three years at this facility. The CEI encompassed the stormwater permit requirements. Your assistance was appreciated. NPDES NCGl00037 - Stormwater Permit Inspection: 1. The current general permit was issued on November 1, 2012, and it expires on October 31, 2017. The Stormwater Pollution Prevention Plan (SPPP) was requested for review during the inspection, and was available. There were deficiencies note at that time. During the CEI, it was noted that Qualitative Monitoring was not being conducted as the permit required. We discussed the proper format for documenting the Qualitative Monitoring. Please use or follow closely the monitoring form that we reviewed during the inspection. 4. Analytical Monitoring Reporting was last documented during the first half of 2012. We discussed your difficulty in collecting a sample during a representative storm event during the last six months of 2012. Failure to monitor is a permit violation and may result in a Civil Penalty Assessment. You must sample as required by your permit, including the area of stripped and stored vehicles, once the stormwater discharge outfall (SDO) for that portion of the site is established. Chapman's Automotive, Inc. is non -compliant with permit conditions of the NPDES NCG100037 permit. Please provide a written response to this letter, including a schedule with dates for completion, within 30 days of its receipt. Please understand permit conditions violations are subject to civil penalty assessments of up to $25,000 per violation. The facility was in compliance with the permit requirements with the following exception: 1) There was no record of quantitative monitoring for the period from January 1 — June 31, 2008.
