On behalf of Mr. Phillip Whitt and Good News Auto Parts & Salvage, James
Environmental Management, Inc. is responding to the North Carolina Notice of Violation
of January 8, 2007 for the Good News Auto Parts & Salvage, Ahoskie, NC 27910.
FACILITY RESPONSE TO NC DENR FINDINGS AND COMMENTS
ITEM #1: Stormwater Pollution Prevention Plan (SPPP)
A Stormwater Pollution Prevention Plan (SPPP) has been developed, recorded, and
properly implemented.
YES �* A SPPP was developed in June 2006 and is located on site. The facility was in
violation of the permit condition requiring this plan prior to June 2006.
RECOMMENDED CORRECTIVE ACTION
The Stormwater Pollution Prevention Plan (SPPP) is now in place and will be
maintained according to current and fixture regulations.

ITEM #2: Oualitative Monitoring
Qualitative monitoring has been conducted and recorded in accordance with permit
requirements.

RECOMMENDED CORRECTIVE ACTION
Qualitative monitoring for the June — December 2006 time period was completed by
Good News Auto Parts & Salvage on November 9, 2006, and a copy of the NC Storm
Water Discharge Outfall (SDO) Qualitative Monitoring Report was submitted to the
NC DENR by Certified Mail No. 70062150000430770864 on December 20, 2006 and
received by the DENR on December 27, 2006
ITEM #3: Analytical Monitoring
Analytical monitoring has been conducted and recorded in accordance with permit
requirements.

RECOMMENDED CORRECTIVE ACTION
Analytical quantitative monitoring for they June — December 2006 time period was
completed by Good News Auto Parts & Salvage on November 9, 2006, and a copy of
the Stormwater Discharge Monitoring Report (DMR) was submitted to the NC DENR
by Certified Mail No. 70062150000430770864 on December 20, 2006 and received
by the DENR on December 27, 2006.
Other Observations:
1. The required SPPP was completed and being implemented. The analytical and
qualitative monitoring has not been completed. Part 1, Section B and C of your
permit outlines the requirements for analytical and qualitative monitoring. Failure to
comply with the conditions contained in your permit is considered to be a violation.
RECOMMENDED CORRECTIVE ACTION
Analytical and qualitative monitoring for the June — December2006 time frame have
been completed and submitted to the NC DENR.
Additional training has been provided to Good News Auto Parts & Salvage and they
fully understand the requirement of the NC DENR and the onsite Stormwater
Pollution Prevention Plan (SPPP) to conduct the required monitoring.

2. You should be sure to dispose of your oil absorbent material in an approved manner_
Placing the material in a bag and taking it to the landfill is acceptable. You should
not allow the material to be swept onto the ground as this allows the petroleum
products to be released during rainfall events or leached into the ground water.
RECOMMENDED CORRECTIVE ACTION
Good News Auto Parts & Salvage have amended their work practices and now place
all collected oil absorbent material into plastic bags for approved disposal.
3. You should read your entire permit and be aware of what is required in it. It is your
responsibility as the permit holder to read and understand what your responsibilities
are.
RECOMMENDED CORRECTIVE ACTION
Additional training has been provided to Good News Auto Parts & Salvage and they
fishy understand the requirement of the NC DENR to read and comprehend the onsite
Stormwater Pollution Prevention Plan (SPPP).
4. You are reminded that you must keep a copy of your permit and certificate of
coverage on site.
RECOMMENDED CORRECTIVE ACTION
Good News Auto Parts & Salvage has placed a copy of their permit and certificate of
coverage with their onsite Stormwater Pollution Prevention Plan (SPPP).
