Attached please find the Stormwater Discharge Monitoring Report (DMR) and analytical
report for the sampling conducted at the above -referenced site. Stormwater samples
were collected from Outfalls A and B on November 19, 2015 and analyzed for total
suspended solids (TSS), pH, total recoverable lead, oil and grease and ethylene glycol.
As indicated on the attached DMR, all parameters were reported below or within their
respective benchmark values. If you have any questions or need additional information,

On October 25, 2010, Vicki Webb of the Raleigh Regional Office conducted a compliance evaluation
inspection of the facility. The assistance of Steve Marsh was appreciated as it facilitated the inspection
process.
The following observations were made:
Marsh Auto Parts, Inc is authorized to discharge stormwater from the facility located at Marsh
Auto Parts, Inc., 3700 Siler City/Snow Camp Road, Siler City in Chatham County. The facility
discharges into the receiving waters designated as Rocky River in the Cape Fear River Basin.
2. All components of the Stormwater Pollution Prevention Plan (SP3) were present including:
detailed site map with labeled storm outfall, a list of potential contaminants, a spill and response

Employee training records were on -site and up to date. This facility maintains good
housekeeping practices. The files are kept in a well organized fashioned. Such order eased the
file review process.
3. Qualitative and quantitative inspection records were available for review and appeared complete.
4. The facility contains two stormwater outfalls. Both of the facility's stormwater outfall was
observed during the inspection and appeared to be in good order.
It was observed during the file review that the facility reported the total recoverable lead for the
June 1, 2010 sample at outfall A as 28.0 ug/1 and outfall B as 20.1 ug/l. It should be reported as
outfall A as 0.0280 mg/1 and outfall B as 0.0201 mg/l. This is below the 0.03 mg/1 benchmark
value that is stated in Table 3. Benchmark Values for Analytical Monitoring Requirements
located in the NCG100000 permit.

On February 19, 2007, Ms. Stephanie Brixey of the Raleigh Regional Office conducted a stormwater evaluation
inspection of Marsh Auto Parts with the assistance of Mr. Jimmy Marsh. Mr. Stephen Marsh assisted at the truck facility.
All help was appreciated as it eased the inspection process.
The following observations were made:
1. Each of the facilities need a Stormwater Pollution Prevention Plan. The plan requirements can be found in the
General Permit NCG 100000,
2. Qualitative and analytical monitoring has been conducted as required at each facility. The most recent analytical
monitoring was conducted on February 14, 2007.
3. A copy of the Permit and Certificate of Coverage was on -site at each facility.
4. Best Management Practices (BMPs) are in place at each facility but not documented. Each facility has an oil -
water separator that is cleaned. out semi-annually by Safety Clean, all used oil is burnt to heat the facilities and
antifreeze is recycled by Clean Green.
Within 60 days of your receipt of this letter, please provide a copy of your Stormwater Pollution Prevention Plan
(SPPP). Please submit your response to the following:

Your facility is currently covered for stormwater discharge under General Permit NCG100000. This permit expires
on August 31, 2002. The Division staff is currently in the process of rewriting this permit and is scheduled to have
the permit reissued by late summer of 2002. Once the permit is reissued, your facility would be eligible for
continued coverage under the reissued permit.
In order to assure your continued coverage under the general permit, you must apply to the Division of Water
Quality (DWQ) for renewal of your permit coverage. To make this renewal process easier, we are informing you in
advance that your permit will be expiring. Enclosed you will find a General Permit Coverage Renewal
Application Form. The application must be completed and returned by March 4, 2002 in order to assure continued
coverage under the general permit.
Failure to request renewal within this time period may result in a civil assessment of at least $250.00. Larger
penalties may be assessed depending on the delinquency of the request. Discharge of stormwater from your facility
without coverage under a valid stormwater NPDES permit would constitute a violation of NCGS 143-215.1 and
could result in assessments of civil penalties of up to $10,000 per day.
Please note that recent federal legislation has extended the "no exposure exclusion" to all operators of industrial
facilities in any of the 11 categories of "storm water discharges associated with industrial activity," (except
construction activities). If you feel your facility can certify a condition of "no exposure", i.e. the facilty industrial
materials and operations are not exposed to stormwater, you can apply for the no exposure exclusion. For additional
information contact the Central Office Stormwater Staff member listed below or check the Stormwater & General
Permits Unit Web Site at http://h2o.enr.state.nc.us/sulstormwater.html
If the subject stormwater discharge to waters of the state has been terminated, please complete the enclosed
Rescission Request Form. Mailing instructions are listed on the bottom of the form. You will be notified when the
rescission process has been completed.
