Skvarla, III Secretary November 10, 2014 Subject: Compliance Evaluation Inspection Raleigh Paratransit Operations Facility NPDES STORMWATER PERMIT NCGO80929 Wake County On October 31, 2014, Dave Parnell, of the Raleigh Regional Office of the North Carolina Division of Energy, Mineral and Land Resources (DEMLR), conducted a compliance evaluation inspection (CEI) at the above referenced facility. The site lies in the watershed of an unnamed tributary (UT) to Rocky Branch, WS-IV, NSW CA waterbody, which lies in the Neuse River Basin. The following observations were noted during the NCGO80929 DEMLR inspection: This facility is a transportation dispatching facility for City of Raleigh Thank you for your assistance. It was appreciated. The inspection began in your office, where a thorough review of the Stormwater Pollution Prevention Plan (SPPP); as well as, the qualitative and analytical monitoring results, was conducted. It is noted that the facility has recently been permitted. It is commendable that you have begun the stormwater program and it is understood that there may be some changes as you go forward. The SPPP is being implemented. As we discussed, to further comply with the intent of the permit, documentation of three years of significant spills must be developed and kept within the SPPP. As you go forward, any changes to the site affecting stormwater must be included within the SPPP, and in particular the site plan. Analytical and Qualitative monitoring data were reviewed and found to be in order and compliant with the NPDES Stormwater Permit.
