Sullins Director June 17, 2011 Subject: Stormwater Compliance Evaluation Inspection Roanoke Rapids Frito-Lay Warehouse Facility Permit No_ NCG080876 Halifax County Dee Freeman Secretary An inspection of the Roanoke Rapids facility was made on June 13, 2011 by me, Myrl Nisely of the Raleigh Regional Office, to evaluate whether the Frito-Lay application for stormwater permit NCGO80000 was appropriate. The site was clean, and it appeared that stormwater would leave the property as sheet flow. There was no evidence of vehicle maintenance activity, and there was no one there to provide the Stormwater Pollution Prevention Plan. I learned later that Frito-Lay has an in-house mobile maintenance unit that travels to this and other similar facilities in North Carolina to change oil and do repair work on the trucks. See the attached inspection Summary discussion. A follow-up inspection is intended when arrangements can be made for a company representative to be at the building while the mechanics are changing oil and doing repair work. Unless you direct otherwise, this office will attempt to contact Mr. Troy Cribb to make those arrangements and review with him the Stormwater Pollution Prevention Plan. It will be helpful to DWQ if you will provide site -specific contact information for all similar NC sites so that our inspectors can make the needed arrangements. Rolling Frito-Lay Sales LP Inspection Date: 06/13/2011 Inspection Type: Compliance Evaluation Reason for Visit: Routine Inspection Summary: Observation revealed that the building was simply a warehouse. There was no evidence of vehicle maintenance or a fuel station. A telephone conversation with Mr. Jim Schmitt clarified that Corporate Policy requires that this permit be in place for each warehouse location, to cover intermittent activity by a mobile crew as follows: The building itself is benign as described above. But about every two weeks trained mechanics stationed in Elm City travel to the various NC facilities with a mobile workshop to change oil and do routine maintenance on the trucks. The oil is carefully captured and taken back to Elm City for disposal. The mechanics apparently have a range of BMPs to avoid environmental damage. The Raleigh Regional Office agrees to the need for this permits as requested. Inspectors from the regional offices will need to call Mr. Schmitt (or a local facility manager) before an inspection to set up a time to be at a given site to observe the oil changes and review the SP3 manual. For the specific Roanoke Rapids location, the manager is Troy Cribb, cell 252-532-4579.
