RECEIPT The samples were received on 11/01/2016: the samples arrived in good condition, properly preserved and on ice. The temperature of the coolers at receipt was 5.2 C. I met on site with you and Ms. Joni Willhite of Black and White Technologies, Inc.. According to Ms. Willhite she informed the Division of Water Quality of this problem in several occasions, however this is the first site visit that was performed. During the site visit it became apparent that the outfalls designated in NPDES General Stormwater Permit NCGO80762 are as follows: • inaccessible, being located in curb inlets covered with heavy grates and being a part of Town's stormwater drainage system; • and in the other case being located along the portion of NC & VA Railroad property that currently is not being used for daily operations. The site is currently graded in such way that most of the stormwater runoff is going to Railroad Maintenance Pit and from there, the runoff is being pumped to a large water cistern. Periodically, if not needed the water from cistern will be released toward designated outfalls. I agreed with Ms. Willhite that good sampling point would be at the discharge from said cistern. The stormwater discharged will better show the characteristics of this type of industrial activity rather than if the discharge is mixed with the Town's stormwater from parking areas.
