Dee Freeman Governor Director Secretary December 21, 2012 Mr. Richard Holland, Terminal Manager Kinder/Morgan 1090 Capital Boulevard Raleigh, NC 27603 SUBJECT: Compliance Evaluation Inspection Kinder/Morgan Permit No: NCGO80757 Wake County Dear Mr. Holland: Staff of the North Carolina Division of Water Quality, Surface Water Protection Section, Raleigh Regional Office, conducted a stormwater compliance evaluation inspection of Transflo Terminal Services, Inc. currently known as Kinder/Morgan at 1090 Capital Boulevard, Raleigh, on November 27, 2012. Your assistance was very helpful and appreciated during the inspection process. The following observations were made during the stormwater inspection: Transflo Terminal Services, Inc. is now Kinder/Morgan Material Services, LLC. This company is a transload facility -that provide materials handling services off railcars for commodities ranging from food grade commodities to hazardous materials. Please complete and submit the attached name/ownership change form to the address on the form. 2. The Stormwater Pollution Prevention Plan for this facility contained all components required by NCGO80000 with the exception of a feasibility study and BMP summary. The SPPP is currently implemented by the facility. Please address Part II, Section A 2(a) in your Stormwater Pollution Prevention Plan. Also please include in your plan update history that the plan is reviewed and updated annually. 3. The facility does not utilize more than 55 gallons of new motor oil per month when averaged over a calendar year. Therefore, the facility is required to perform only Qualitative monitoring. 4. Qualitative monitoring was performed as required by General Permit NCG080000. The facility has only one outfall. Outfall No. 1 is in the rear and receives stormwater from the back, left and right sides of the terminal yard. As a result of the inspection, the sample location was changed to the I" drop inlet located up slope from the stormwater pipe outlet. Continue to conduct your sampling at that location.
