On June 1, 2011, Thomas Ascenzo of the Raleigh Regional Office (RRO) conducted a
compliance inspection (CEI). The assistance of Horace Sanders was appreciated as it
facilitated the inspection process.
The following observations were made. -
Rolling Frito- Lay Sales, LP is authorized to discharge stormwater from the facility located at
Sanford Bins, HWY 78- Sanford, NC -Lee County. This property is owned by Tramway Vaneer.
The permit expires October 31, 2012. The facility discharges into the receiving waters
designated as unnamed tributary to Mulatto Creek waters in the Cape Fear River Basin.
1. Review of your Stormwater Pollution Prevention Plan Manual (SP3) revealed
the following:
• The SP3 Plan contained a general location map depicting outfall locations
and drainage areas.
• Employee training was observed to be documented in SP3 manual, Note:
July 2, 2010 last training noted in manual.
• List of responsible parties for Emergency spill response notification is
posted on a message board located inside building.
• No spills were noted for the 3 year period as stated by you in the
inspection. You should also document annually if none occurred.
• Review and Update SP3 manual annually and as needed if changes -
occur.

3. Suggestions to add signage designating outfall #1 on fence to assist personnel
not aware of location to aid spill response activities.
4. Qualitative monitoring has been conducted on 3/28/2011, and 5/27/2011,
suggestion to spread out monitoring to a six (6) month interval -semi annually as
per permit requirements.
5. Wooden Pallets and an aboveground storage tank are present on the property.
According to Horace Sanders these items are the property of Tramway Vaneer.
6. It was noted that on the December 9, 2005 inspection that litter debris was a
concern on the property. At the time of inspection all debris has been removed
and the area is clear and clean.
The facility was found to be complaint with the stormwater permit. Should you or your staff

Dear Mr. Schmitt:
Barbara Menefee -Dunn and I conducted a stormwater compliance evaluation inspection of the Rolling Frito-Lay Sanford
bins on December 1, 2005. This inspection was a follow-up to my visit on November 18, 2005. Monty Holden
represented the facility during the inspection. His aid was greatly appreciated -
The Rolling Frito-Lay Sanford bins are located on property owned by Tramway Veneer. According to Mr. Holden
Rolling Frito-Lay rents only the building. Stormwater is discharged through one outfall into an unnamed tributary of
Mulatto Branch. No flow was observed during an inspection. The outfall appeared to be well maintained.
Facility records were reviewed during the inspection. The site plan, the stormwater management plan, and the spill
prevention and response plan were present and complete. According to documentation, the plans were last reviewed by
you on July 17, 2004. I remind you that this plan should be reviewed annually.
Available records documented that the drivers were last trained in spill response, spill cleanup, and preventative
maintenance measures in July 2004. Employee training should be conducted annually as indicated within your permit.
Please send me a copy of the training documentation for 2005 by January 9, 2006 to the letterhead address.
Inspection records were available for review and appeared complete. Qualitative inspections have been
conducted semi-annually as required by the permit.
According to Mr. Holden, the only vehicle maintenance occurring on the property is a yearly oil change of the
delivery trucks. During this time, he uses precautions to insure that all oil is captured. No dark spots were
observed on the ground to indicate any oil spills on the property.
Wooden pallets and an aboveground storage tank are present on the property. According to Mr. Holden these
items are the property of Tramway Veneer.
The significant amount of litter observed on the property is a concern. There was evidence to suggest that this
trash has been moved by stormwater past the property's fence and into the drainage ditch beside to adjacent road.
The grounds should be maintained to insure that no waste is conveyed off the property by stormwater.

2004 we are forwarding herewith the subject certificate of coverage to discharge under the
subject state — NPDES general permit. This permit is issued pursuant to the requirements of
North Carolina General Statute 143-215 .1 and the Memorandum of Agreement between North
Carolina and the US Environmental Protection Agency dated May 9, 1994 (or as subsequently
amended).
Please take notice that this certificate of coverage is not transferable except after notice to
the Division of Water Quality. The Division of Water Quality may require modification or
revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be
required by the Division of Water Quality or permits required by the Division of Land
Resources, Coastal Area Management Act or any other Federal or Local governmental permit
that may be required.
