Section B of Permit No. NCGO8000 states that analytical monitoring of stormwater discharges must be
conducted for "those facilities conducting vehicle maintenance activities and utilizing more than 55 gallons new
motor oil'per d6hth when averaged over the year..." The Waste Management Sanford Hauling facility has
historically condreted the semi-annual analytical monitoring.
However, due to ongoing market conditions, the facility has significantly reduced the number of routes, and
consequently the amount of new motor oil consumption. Based on internal tracking the facility has used less
than 55 gallons new motor oil when averaged over the last 12 months. Therefore, in accordance with Section B
of General Permit NCGOSOOOO the facility is no longer conducting semi-annual analytical monitoring.
We will continue to closely track the motor oil consumption, and if the monthly average climbs above 55
oallons the site will resume analytical monlEorn7u. if you have any questions or require additional information,

On March 1, 2011, Thomas Ascenzo of the Raleigh Regional Office (RRO) conducted a compliance inspection
(CEI) of facilities stormwater pollution program. The assistance of yourself was appreciated as it facilitated the
inspection process.
The Lee County Waste Management Inc. facility discharges stormwater through one outfall into an unnamed
tributary of Big Buffalo Creek.
The following observations were made:
Review of your Stormwater Pollution Prevention Plan (SP3) revealed the following :
• The plan contained the required general location map that included outfail location and drainage
areas.
• Employee training documents were updated annually.
• List of responsible parties for Emergency spill response notification
• No spills were noted for the 3 year period as noted in the documentation in the manual.
• Plan contained a Spill Prevention and Response Plan
• Overall the Stormwater Pollution Prevention Plan (SP3) manual was organized and contained all
the necessary components and each component was updated as needed.
2. Outfall #1 was observed to be free of any pollutants and was flowing clear. Area of sample point was
accessible and visible for inspection and void of any obstructions.
3. Review of analytical data revealed Total Settleable Solids and Oil and Grease over benchmarks for
samples taken July 2010. Please conduct Tier 1 or Tier 2 investigation to determine the cause of the
reading to be out of range. These investigations must be documented and added to the SP3 (Stormwater
manual). It was noted that on January 17, 2011 there was no flow reported so sampling could not be
conducted.

Barbara Menefee -Dunn and I conducted a stormwater compliance evaluation inspection of the Lee County Waste
Management facility on December 1, 2005. This inspection was a follow-up to my visit on November 18, 2005. Frankie
Durham and Dan Asmonga represented the facility during the inspection. Their aid was greatly appreciated.
The Lee County Waste Management facility discharges stormwater through one outfall into an unnamed tributary of Big
Buffalo Creek. No flow was observed during an inspection. The outfall appeared to be well maintained.
Facility records were reviewed during the inspection. The site plan, the stormwater management plan, and the spill
prevention and response plan were present and complete. According to documentation, the plans were last reviewed by
you in October 2005.
The stormwater management plan contained records of stormwater and spill response training for facility management.
Ms. Durham was able to provide documentation of stormwater and spill response training for the drivers. These occurred
in September and April 2005, respectively. However no training records were available for the maintenance staff. It is
my understanding that these are kept in a separate location by David Aspinwall, the facility's maintenance manager, who
was not present at the time of the inspection. Copies of all training records should be kept with the stormwater
management plan and made available to any DWQ inspector. Please provide me with copies of the maintenance staff's
training records at the letterhead address by January 3, 2005.
Inspection records were available for review and appeared complete. Qualitative inspections have been conducted semi-
anually as required by the permit. Quantitative sampling has been conducted annually though cut-off concentrations were
met in 2004.
According to Ms. Durham, all vehicle maintenance is conducted within the service building. Vehicles are washed in a
covered area outside of the building. Wash water is directed into a drain within the area that is connected with the City of
Sanford wastewater collection system.
Diesel fuel is stored in a covered aboveground tank that has secondary containment.

The facility has a graveled fueling station on the property. No storm drains are present in this area. A spill kit is located
in the area that, according to Ms. Durham, is inspected by maintenance staff weekly. However, as Mr. Asmonga had
difficulty removing the kit's lid during the inspection, I would question the ability of facility staff to quickly access the
materials during an emergency.
Dumpsters are stored on the property prior to repair or disposal. Dark areas were observed on the soil in this area which
Ms. Durham stated were due to small spills of materials that were quickly cleaned.
The facility was found to be compliant with the stormwater permit. If you have any questions or comments

I am in receipt of your letter dated December 2, 2005, 1 regret that I was not present to
meet you during your recent inspection-
1 feel confident that Frankie Durham represented our site well and was able to answer any
questions you had.
I am attaching the documentation of the training that was done in our maintenance
department. This training is required annually and we will cover more than once per
year when discussing our overall site.
Our Maintenance Manager has inspected the spill kit, in question, and he stated it was
just very tight due to not being open recently. He will check the lid on a weekly basis to
make sure we do not have any problems with other employees accessing the kit.
