Major changes occurred in the stormwater program over this
past year. We completed our largest stormwater project,
secured additional funding for stormwater initiatives, and
collected more debris in our street sweeping program.
In June of 2016, we completed Phase I storm drainage
improvements on Yates Place (see Page 4). Residents
experienced flooding in the cul-de-sac which the new
improvements will alleviate. Funding was approved during
the budget process for design of Yates Place Phase ll, which
will add storm drain lines and catch basins along Yates
Place. The additional structures will eliminate water ponding
along the street.
The Board of Commissioners committed more general tax
dollars to the stormwater program and reallocated the fees
collected toward capital construction projects. The
reallocation of funds allows us to have a dedicated revenue
of over $100,000 annually to address issues with the
stormwater system.
As part of the annual budget process, the Board of
Commissioners approved funding to complete a study of the
drainage system at W. Sycamore Street and produce a
Professional Engineering Report (PER) of recommendations
to alleviate the flash flooding. Green Engineering is expected
to issue the PER this winter.
Funding was also granted for improvements to the driveway

installation of additional stormwater structures to stop
ponding of rainwater.
Street sweeping is crucial to the effectiveness of the
stormwater system. Sweeping keeps street debris from
washing into the drainage system during rain events. This
year, we collected 148 cubic yards or 48% more debris than
last year (see page 3).
In 2012, the Board of Commissioners established a
stormwater fee to fund the stormwater program mandated by
the State of North Carolina. The stormwater fee for residential
properties is a flat fee. Stormwater fees for commercial
properties are based on the sizes of the facilities. The tiers
and fees are:
Residential—$2.00/month
Small Non -Residential (up to 10,000 sf)-$7.00/month
Medium Non -Residential (10,000-45,000 sf)- $38.00/month
Large Non -Residential (Greater than 45,000 sf)- $92.00/month
The stormwater fee rates have not increased since the
program's inception. Revenue collected for FY2016 was
$109,109.00.
A new fee of $1.00 per linear foot for construction inspection
of new developments was adopted in FY2017. Staff worked
closely with builders and developers to ensure controls were
implemented to prevent stormwater runoff on construction
sites.
YOUR STORMWATER SYSTEM
The Town of Zebulon stormwater system carries runoff to two main water bodies, Little River
and Little Creek. Storm water in areas west of Arendell Avenue flow to Little River. Storm water
in areas east of Arendell Avenue flow to Little Creek. The runoff is carried through the storm -
water system which consists of 865 structures (catch basins, drop inlets); 15.76 miles of pipe;
4.77 miles of ditches; and 8 retention ponds. The table shows a breakdown of town -owned,
NCDOT-owned, and privately owned structures.

WHAT CAN YOU DO TO PREVENT STORMWATER POLLUTION?
Stormwater runoff tends to pick up gar-
bage, debris, sediment, chemicals, auto-
motive fluids and other pollutants; storm -
water runoff is relatively dirty and will
harm the fish and other wildlife living in
these habitats. Citizens can do many
things to prevent pollution of the storm -
water system.
YARDWASTE DISPOSAL
Piles of leaves and yard waste left in the
street can be easily scattered and the
debris can run off into the storm drain
polluting our stormwater system. During
heavy rains, washed debris covers the
tops of the catch basins, causing flooding
in yards and streets.
Town of Zebulon picks up yardwaste from
residents bi-weekly. Place all yard waste
and leaf piles along the right-of-way and
out of the street. Grass clippings should
be mulched into the yard. Annually, Public
Works collects approximately 8500 cubic
yards of yardwaste and leaves.

HOUSEHOLD HAZARDOUS WASTE
Common household contributions to storm -
water pollution are vehicle drips and leaks,
overuse of lawn fertilizers, and incorrect dis-
posal of paints, solvents, cleaning fluids and
other chemicals. Keep your vehicles in good
repair and clean up any spills or leaks immedi-
ately.
PET WASTE
Pet waste left on sidewalks, streets, yards or
other open areas can be washed away and
carried by rainwater directly into storm drains
and then to nearby rivers and streams. The
good news is ... whether in your yard or while
walking your dog, you can easily do the right
thing! Buy a "pooper scooper" or simply use a
plastic bag. Place the waste in a trash can. All
Zebulon parks contain at least one pet waste
station equipped with disposal bags and a
trash can.
STORMWATER RESPONSIBILITIES
The Town of Zebulon Stormwater Management
Plan has six focus areas of responsibility under
the permit requirements. The six areas are:
• Public education and outreach on storm -
water impacts
• Provide opportunities for residents to par-
ticipate in activities related to reducing
stormwater runoff and pollution
• Detect illicit discharges of stormwater
• Control construction site stormwater runoff
• Manage post -construction stormwater in
deveiopments and redevelopments
• Stormwater pollution prevention and
maintenance for municipal operations

STORMWATER VOLUNTEERS ARE NEEDED
Citizen involvement is necessary for successful
protection of our storm drainage system, creeks
and Little River. Please join our stormwater volun-
teer group by calling 919-269-5285 or emailing
Tony Rose at trose@townofzebulon.org. We need
volunteers to help with projects such as stencilling
storm drains, participating in litter sweeps, and
promoting storm water awareness.
Special thanks to residents who have reported
illicit discharges in their neighborhoods during this
past year. We encourage anyone who sees illegal
discharges into the stormwater system to report
anonymously at 919-269-5285. Tips from resi-
dents help to protect our local water quality.

STORMWATER SYSTEM REPAIRS AND IMPROVEMENTS
From July 1, 2015 through June 30, 2016, we removed 2.00
cubic yards of debris from 130 catch basins cleaned by staff.
Staff removed the tops of the catch basins, used the vac trailer
to collect the debris, and washed the basins. All basins are
inspected prior to and after cleaning.
Staff contracted with Hydrostructures to clean 2,540 linear feet
of drain pipes identified as priority cleaning locations. The con-
tractor used a vac truck to force water through the pipes to
break up debris and suction the dirt and debris with the vacu-
um system. In total, we collected 15 cubic yards of debris from
the system.
We oversaw additions to the stormwater system at Yates Place,
Weavers Pond Drive Extension, and Golden Plum Lane.

Street sweeping is an integral part of our Stormwater Plan to
reduce pollutants and sediment from entering our storm drain-
age system which eventually drains to surrounding creeks and
Little River.
GOALS:
1. Main thoroughfares (Gannon Ave, Arendell Ave, Shepard
School Rd) will be swept at least 26 times annually.
2. Collector and all residential streets will be swept at least
once a month.
3. Downtown business district will be swept weekly.
4. Municipal parking lots will be swept weekly during mowing
season.

YATES PLACE STORM DRAINAGE IMPROVEMENTS
Town of Zebulon awarded the construction contract to Step Construction, Inc. for $218,654.00 on November 3, 2015.
Due to the onset of winter weather and holidays, notice to proceed was issued on January 14, 2016. Substantial comple-
tion was reached on June 4, 2016. The construction came in under budget at $208,287.20.
The completed improvements include:
• Two new catch basins and one enlarged catch basin in the cul-de-sac
• Installation of 24" Reinforce Concrete Pipe (RCP) parallel the existing 24" RCP
• Installation of a storm water quality area behind the cul-de-sac
Additional scope included 4' black vinyl chain link fencing installed around the pond for security. Sod was added on the
bottom and sides of the pond for stabilization. During heavy rains since project completion, the new drainage system and
retention pond have worked as designed by Green Engineering, PLLC.
Zebulon Public Works thanks the homeowners and adjacent property owners for the construction easements and perma-
nent easements granted for this project. We appreciate your patience and cooperation during the construction.

GOALS AND OBJECTIVES
For FY2017, we plan to continue drainage easement
cleaning and maintenance and concentrate on mainte-
nance of the stormwater system. One of our new goals is
updating the stormwater maps with revisions and addi-
tions. Also, we will join NC811's line locate system in Oc-
tober 2016. The one -call center will notify Public Works for
project construction in the area near our infrastructure.
We are updating our construction street specifications for
the latest construction methods for stormwater infrastruc-
ture.
We will continue to host an annual community recycling
day every Spring to collect household hazardous wastes,
oil and antifreeze, paints, tires, appliances, fluorescent
lamps, and electronics based on the success of our previ-
ous recycling events. Proper disposal of household haz-
ardous waste keeps poisons out of our river and creeks.
We will retain our membership in the Clean Water Educa-
tion Partnership (CWEP) to continue to promote storm -
water stewardship through radio and television ads.
Please visit our Stormwater booth at Zebulon Night Out in
October 2016. Staff will provide educational handouts,
perform stormwater demonstrations, and share tips to
protect the stormwater system.

On September 10, 2014, Dave Parnell, of the Raleigh Regional Office of the North Carolina
Division of Energy, Mineral and Land Resources (DEMLR), conducted a compliance evaluation
inspection (CEI) at the above referenced facility. The site lies in the watershed of an unnamed
tributary (UT) to Moccasin Creek, Class C, NSW waters, which lies in the Neuse River Basin.
The following observations were noted during the NCGO80696 DEMLR inspection:
This facility is a fueling and vehicle maintence facility for the Town of Zebulon. Thank you for
the assistance of Tony Rose and Robyn Snow of your staff, during the inspection, it was
appreciated. The inspection began in the conference room, where a thorough review of the
Stormwater Pollution Prevention Plan (SPPP); as well as, the qualitative and analytical
monitoring results, was conducted. All aspects of the Stormwater Pollution Prevention Plan
are being implemented. Analytical and Qualitative monitoring data were reviewed and found
to be in order and compliant with the NPDES Stormwater Permit. Although no spills were
reported in the last three years, the Department recommends that: a list be included within
the SPPP for the years of 2012, 2013 and 2014.
Following the monitoring data review, all secondary containment and the Stormwater
Discharge Outfalls (SDO) were observed. The site flows to two outfalls. Currently, you are
conducting analytical sampling at Outfall 1, but not Outfall 2. An inspection by Mandy Hall on
12-2-10 indicated that Representative Outfall Status (ROS) had been granted. Please have
your ROS approval letter on hand for future inspections. You are knowledgeable, with respect
to the sample site and sampling techniques.

On December 2, 2010, a Compliance Evaluation Inspection (CEI) was conducted at the subject
facility by Mandy Hall of the Raleigh Regional Office. Your assistance and the assistance of Ms.
Robyn Snow were helpful and appreciated. This inspection was conducted to determine your
compliance with the subject NPDES stormwater general permit. The following observations were

SITE DESCRIPTION
The Town of Zebulon's Public Works Facility is located at 450 E Horton Street in the Town of
Zebulon NC. Stormwater flows to a ditch adjacent along a railway and eventually drains to an
unnamed tributary to Moccasin Creek, Class C-NSW in the Neuse River Basin,

The subject permit expires October 31, 2012. Review of the outfall and records for the general
permit indicate the facility and stormwater discharge outfall (SDO) are well -maintained and the

In accordance with your application for a discharge permit received on March 12, 2003 we are
forwarding herewith the subject certificate of coverage to discharge under the subject state — NPDES general
permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215 .1 and the
Memorandum of Agreement between North Carolina and the US Environmental Protection agency dated May
9, 1994 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except after notice to the Division
of Water Quality. The Division of Water Quality may require modification or revocation and reissuance of the
certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by the
Division of Water Quality or permits required by the Division of Land Resources, Coastal Area Management
Act or any other Federal or Local governmental permit that may be required.

In compliance with the provision of North Carolina General Statute 143-215. I, other lawful standards and
regulations promulgated and adopted by the North Carolina Environmental Management Commission, and the
Federal Water Pollution Control Act, as amended,
Town of Zebulon
is hereby authorized to discharge stormwater from a facility located at
Town of Zebulon Public Work Facility
450 East Horton Street
Zebulon
Wake County
to receiving waters designated as an unnamed tributary to Moccasin Creek, a class C NSW stream in the Neuse River
Basin in accordance with the effluent limitations, monitoring requirements, and other conditions set forth in Parts I,
11, I11, IV, V and VI of General Permit No. NCGO80000 as attached.
This Certificate of Coverage shall become effective June 13, 2003.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.
