Your assistance and the time and cooperation of Stormwater Services Group President, Mr. James Frei was helpful and appreciated. Please review the Compliance Inspection Report enclosed for details, A summary of the inspection findings is listed below. --F--•^ rt,�.-- r-•--•-^--•oe?•; ,�-—3,s�-i"'3`�Y""`G'- ""�•.-'-' � �. ! i' �T'=."",ten ^ _`3 - a d'i � �'.` r '�'• Carrboro Public Works site contains a truck maintenance garage, a single bio fuel station, and a public convenience waste station that includes leaf liter pile. Stormwater runoff generated at such facilities is regulated by General Permit NCG08C000. DWQ has therefore issued the Town of Carrboro certificate of coverage, NCG080676, which became effective on 11-01-2007 and expires on 10-31-2012. Inspectioh $llrrliTlaf'51.- The facility keeps excellent records and was in compliance with permit requirements. The staff was knowledgeable and the facility has Best Management Practice's (BMP's) in place. An oil water separator collects and treats oily waste for discharge to sanitary sewer. Drains associated with area by the maintenance garage also discharge to sanitary sewer. The stormwater discharge at the site is associated with runoff from roof drains, paved surfaces, gravel lot, and convenience waste area/leaf liter pile. The facility has five stormwater outfalls that discharge to Morgan Creek, two of which require semi-annual analytical sampling. The sampling results reported were reviewed and show no significant findings in recent years. A few recommendations should be considered: 1. SDO #006 drains a very small area (5,732 so that is currently not sampled as flow infiltrates and is inadequate for representative sampling. It appeared that water backs up into the outfall instead of NCG080676 Page 2 "" dischargin-g at the outfall. This was evident in the sediment, tree limb, and debri deposits at the outfall. Due to the location of the outfall (near the convenience waste pad), the facility should evaluate if blocking this drainage might better serve the situation, 2. Preventative measures should continue at the fuel tanks, maintenance garage, and convenience waste station, 3. The permit allows for the leaf liter stormwater drainage at SDO #005 to Morgan Creek, but preventative measures should be considered with regards leaf liter pile and the stormwater runoff from the pile, as it has the potential to negatively affect water quality. Klimek, P.E., Director Division of Water Quality On November 2, 2005 Mr. Christopher Wu of the Raleigh Regional Office conducted a stormwater evaluation inspection of the Town of Carrboro Public Works facility with the assistance of Mr. David Poythress, Street Superintendent of the town. His help was appreciated as it facilitated the inspection processes. The purpose of the evaluation was to see if the Town of Carrboro was abiding by the guidelines provided under general permit NCG080676. A maintained stormwater program is essential for protecting the integrity of surface waters. The Town of Carrboro Public Works facility, which conducts motor vehicle maintenance (including Fleet vehicle maintenance), has the potential to impact Morgan Creek, the waterbody that runs adjacent to the facility. It should also be noted that a vehicle wash pit is located on -site. The water, however, is tied to a wastewater separator that discharges to OWASA Mason Farms. The Town of Carrboro Public Works facility uses more than 55 gallons of motor oil per month (when averaged over one year), and is therefore, required to analytically monitor its storm drains. Mr. Jim Frei of Stormwater Services Group, LLC was contracted to sample the two storm drains required by the permit (SD01 and SD05), and also qualitatively monitors all 6 storm drains twice per year. SDOI drains the maintenance lot where vehicles await service. SD05 drains a temporary storage area used for demolition. It also receives runoff from a leaf compost pile. The last sample date for the two sites was January 13, 2005. Oil and grease and pH were both well below cutoff concentrations. Total Suspended Solids, however, exceeded the limit of 100 mg/L (SDOI — 275 mg/L; SD05 — 1,040 mg/L). Mr. Frei noted that due to the high TSS concentrations, he would be required to analytically sample the two outfalls again in 2006. During the inspection it was observed that SDOI likely receives much of its sediment from the gravel parking lot that it drains. Mr. Poythress stated that he intends to place drop inserts into the drain to help decrease TSS levels. It appeared that the high TSS values for SD05 originated from the compost pile. It was recommended that better controls be placed around the pile to sequester any runoff. All components of the Stormwater Pollution Prevention Plan were present including: detailed site neaps with clearly labeled storm drains, proper storage of all oils, fluids, and other potential contaminants, a spill and response plan, and narratives describing BMPs, vehicle maintenance procedures, and emergency response. This facility has six outfalls that discharge stormwater runoff from vehicle maintenance and support (industrial) activity areas. We are requesting representative status for SDO-002 (see enclosed Map 2) for the following reasons: 1. The entire drainage area for the requested outfall encompasses industrial activity areas -- there is no runoff from employee parking or administrative buildings. 2. Industrial activities representative of this facility's processes and operations occur within the SDO-002 drainage areas. 3. The SDO-002 drainage area has high imperviousness. 4. The SDO-002 drainage area is 26% of the total drainage areas of all six outfalls. 5. The sampling and observation point for SDO-002 is easily accessible. Outfall SDO-001 carries runoff from the employee parking lot, the administrative office portion of the main building, a portion of the garage, fuel island, and sign shop. The industrial activities with this drainage area are similar to SDO-002, but do not include Equipment Barn #1 and the fuel delivery area. Outfall SDO-003 carries runoff from the entrance road into the facility. This drainage area is a small portion of the total. Outfall SDO-004 carries runoff from the entrance road into the facility. This drainage area is a small portion of the total. Flow through SDO-005 also includes runoff from a leaf compost pile. While this drainage area is large, it has a low imperviousness. Outfall SDO-006 carries runoff from a portion of the south storage yard. This drainage area is small and has a low imperviousness. Note that runoff from the west side of the garage, hazmat sheds #2 - #4, and the salt barn flow off the property as sheet flow before entering a grass -lined ditch. This ditch, which also canries off -site flow, enters a 15" RCP that flows under this facility and then discharges into the Morgan Creek tributary. The monitoring point for SDO-002 is at CB#21 where this facility's runoff enters the 15" RCP.
