Thanks for all your work on this. You do not need to submit a hard copy of the SWPPP to our office. It should remain onsite, or at least easily accessible, for documentation of records by facility staff and for review by DWQ staff during future inspections. In case you or facility staff do not have these, I have attached the necessary analytical and qualitative report forms to be completed after each monitoring event. There is also a Qualitative Monitoring Guide to assist in evaluating visual monitoring. If the facility ever meets the condition to conduct analytical monitoring for vehicle maintenance (use of more than 55 gallons of new motor oil per month on a yearly average), the analytical report forms are to be completed and submitted to DWQ Central Files in Raleigh within 30 days from receipt of lab results. The qualitative monitoring report forms do not have to be submitted, but documented and kept on file, preferably with the SWPPP. It seems a lot was changed since the permit was first issued and since this was the first inspection since it was issued it all seemed to fall by the wayside with everything else going on. As you may or may not be aware, Danny is leaving us for greener pastures and today is his last day. I have reviewed your revisions to the SWPPP and while it looks good I do have a couple more tweaks to go over with you. The sections regarding Preventative Maintenance & Good Housekeeping Program and the Facility Inspection Program should be just that, a detailed program. A routine schedule for each program should be written out in the SWPPP, for example, routine maintenance conducted on equipment/vehicles on a monthly/quarterly/etc basis. Another example would be sweep/clean outside areas on a monthly/quarterly/etc basis. The facility inspection program could be lumped into the maintenance & housekeeping program such that equipment/vehicles and/or facility grounds are inspected monthly/quarterly/etc for the presence of spillage, erosion, etc. Also, if there are ASTs outside with secondary containment (double -walled tanks or concrete containment structure) then this should be included on the site map as they are BMPs. Thank you, Regina Fortune Lawyer, Mike From: Lawyer, Mike Sent: Thursday, September 15, 2011 3:14 PM To: Strickland, Danny Subject: RE: Stormwater pollution prevention plan for Public Works Complex Here are some revisions/recommendations I have for their SWPPP. -under Permit Information on the first page the general permit and COC numbers are reversed, the general permit is NCG080000 and their CDC is NCG080675, the current effective date of the general permit is November 1, 2007 to October 31, 2012 -under the General Description of Site Activities on page 4 they need to clarify which activities drain to the wwtp -the list of significant spills should be an on -going previous 3 year period not just 3 years prior to permit coverage -the certification of non-stormwater discharges should be done annually with a signed certification statement by the permittee as detailed in the permit -need to list out current BMPs not just what could be done, this could include existing secondary containment for ASTs, other structural or non-structural BMPs -spill prevention and response plan should include notification requirements to DWQ or other agencies with phone numbers such as regional office number and/or 24-hour emergency response number -need to detail preventative maintenance and good housekeeping program with activities and associated schedules -facility inspection program should include a schedule, which can be the semi-annual monitoring requirements already listed in the permit or other routine inspections that might be on a more frequent basis -section on monitoring should include the frequency and parameters that are detailed in the permit not just pollutant observed -the lats/longs on the general location map should be for the outfall locations not where it reaches the receiving stream - it is unclear what the area outlined in red on the general location map represents -the site map needs to contain all components listed in the permit, appears to be missing drainage patterns, outfall structures, BMPs provided Let me know if there are any questions or if I need to be more specific.
