1, Myrl Nisely of the Raleigh Regional Office, conducted compliance evaluations of the two
subject maintenance facilities on June 15, 2011 with assistance from you, Thomas Morris and
Jody Riggan. The tours and discussions given were greatly appreciated. Both sites were in
compliance. Excellent, well written Stormwater Pollution Prevention Plans were available for
each location, up-to-date, and complete in all aspects. It was impressive to learn that stormwater
awareness training is given to all military personnel who come through the armories. Please see
the attached inspection checklists for full details.
Highlights were these:
Reedy Creek Armory, NCGO80557
1. The creek through the property has historically been sampled at multiple locations where
stormwater enters the creek from around various buildings. In the future, sampling at just
the location nearest the property line, which also happens to be nearest the maintenance
building, will adequately represent water quality for the entire location.
Numerous vehicles are brought to this centralized maintenance facility from around the
state, and turnover is usually a matter of weeks. Many are parked in grassy areas. If a
known "leaker" arrive, drip pans are place underneath.
3. The vaulted fuel tank for fueling small equipment was well protected by concrete
barriers, and the two fuel nozzles had been modified so that a person has to hold the
nozzle during use. One additional precaution is requested. Any released fuel can

potentially quickly travel downhill and over a steep bank. Please place an earthen berm
along the downhill end of the unit to help capture any spills.
4. DWQ Qualitative Monitoring report forms were brought to your attention for more
detailed recording of those observations. Please use them in the future.
Morrisville Armory, NCGO80561
Maintenance at this facility is strictly helicopter repair. All work is done in a remarkably
spotless hanger. Fueling operations outside the hanger are under a roof, with BMPs in
place to capture drainage from hoses. Two above ground storage tanks are bermed.
There are no stormwater issues at this facility, and it would quality for No Exposure, in
my opinion, if you wish to request that consideration.
6. This facility uses less than the Vehicle Maintenance oil threshold of 55 gallons average
per month, so only qualitative monitoring is required.
You are to be congratulated on receiving the annual award last week given to just one state each
year as the facility with the best environment program, given by the National Guard Bureau.
Today's inspections support the appropriateness of that award.

The Division has reviewed your submittal of the No -Exposure Certification for Exclusion from NPDES
Stormwater Permitting form. Based on your submittal and signed certification of no exposure at the above
referenced facility, the Division is granting your conditional exclusion from permitting as provided for under 40
CFR 126.22(g), which is incorporated by reference in North Carolina regulations. We are also hereby
rescinding your current Certificate of Coverage NCG080547.
Please note that by our acceptance of your no -exposure certification, you are obligated to maintain no -
exposure conditions at your facility. If conditions change such that your facility can no longer qualify for a no -
exposure exclusion, you are obligated to immediately obtain NPDES permit coverage for your stormwater
discharge. Otherwise, the discharge becomes subject to enforcement as an un-permitted discharge. Your
conditional no -exposure exclusion expires in five years (,tune 30, 2013). At that time you must re -certify with
the Division, or obtain NPDES permit coverage for any stormwater discharges from your facility.
Your conditional exclusion from permitting does not affect your facility's legal requirements to obtain
environmental permits that may be required under other federal, state, or local regulations or ordinances.
