This construction has disturbed the northwestern portion of the subject property where Outfall I is currently located and has altered how stormwater discharges from the property. It is noted in the permit that during monitoring periods when a sample cannot be collected, a Discharge Monitoring Report is still required to be submitted within 30 days of the end of the monitoring period. A copy of this letter should be included with the submitted DMR Form, to explain why a sample could not be collected during this semi-annual monitoring period. A copy of this letter should also be kept in the SWPPP, A site visit has been conducted by representatives of our office to assess how this highway construction project will affect the facility's onsite storm water controls including the retention pond and Outfall 1.
