Skvarla, III Secretary July 7, 2014 Subject: United Parcel Service — Chapel Hill NPDES STORMWATER PERMIT NCG080368 Orange County On June 20, 2014, Dave Parnell, of the Raleigh Regional Office of the North Carolina Division of Energy, Mineral and Land Resources (DEMLR), conducted a compliance evaluation inspection (CEI) at the above referenced facility. The site lies in the watershed of an unnamed tributary (UT) to Old Field Creek, Class WS-V, NSW waters, which lies in the Cape Fear River Basin. The following observations were noted during the NCG080368 DEMLR inspection; This facility is a shipping and receiving parcel facility, which conducts vehicle maintenance on site. The assistance of Ms. Lynn Lash was appreciated during the inspection. The inspection began in the office, where a thorough review of the Stormwater Pollution Prevention Plan; as well as, the qualitative and analytical monitoring results, was conducted. All aspects of the Stormwater Pollution Prevention Plan are being implemented. Analytical and Qualitative monitoring data were reviewed, it was noted that only Stormwater Discharge Outfail (SDO) # 1, # 2 and # 3 are currently being monitored. SDO # 4 and # S are not being monitored and there is no approval from this office for representative outfall status (ROS) applicable to these outfalls. Therefore, your facility is not compliant with the NPDES Stormwater Permit. Following the monitoring data review, all secondary containment, the oil -water separator and the Stormwater Discharge Outfalls (SDO) were observed. Ms. Lash is knowledgeable, with respect to the sample sites, and appeared surprised that your consultant is not conducting all required monitoring. Mr. Parnell discussed with Ms. Lash the necessity of monitoring at all SDO, unless the ROS approval has been granted. The site contains a small maintenance garage and warehouse for packageltransport trucks. Stormwater runoff generated at such facilities is regulated by General Permit NCG080000. A few recommendations should be considered: 1. Stabilization of the stormdrain pipe at basin two. 2. Preventative measures should continue at the fuel tanks, maintenance garage, and warehouse. 3. Maintenance of stormwaterlsediment basins conducted as needed to maintain treatment capacity. Please review the Compliance Inspection Report, Inspection Summary enclosed for details. Records show evaluations conducted 11/2010 and 4/2011. The gas pumps have a stormwater grate that is close by and care should be made to prevent petroleum release into this stormdrain. Grate cover should be available for use in an emergency. All five outfalls were observed and appeared in working order. The storm drains that run along the property boundary and down to the stream flow to cement stormwater/sediment basins. These basins were dry the day of the inspection. Preventative maintenance (tree removal) should be considered at the storm, water drain pipe to basin two to ensure stabilization of the pipe and bank. Stormwater/sediment basins should be maintained as needed to prevent sediment loss to surface waters. The basins appeared to have ample settling capacity the day of the inspection. Page: 4 Michael F.
