The site visit and fife review revealed that the subject facility is covered by General Permit NCG080000. Your permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Sycamore Creek, a Class B;NSW waterbody in the Neuse River Basin. As a result of the inspection, the facility was found to be in compliance with the conditions of the NCG080365 permit. The site lies in the watershed of an unnamed tributary (UT) to Sycamore Creek, Class B, NSW waters, which lies in the Neuse River Basin. The following observations were noted during the NCGO8O365 DEM,LR inspection: This facility is a shipping and receiving parcel facility, which conducts vehicle maintenance on site. Thank you for your assistance during the inspection, it was appreciated; as was the assistance of Daniel C. Lacey and Terence H. Wiggins. The inspection began in the conference room, where a thorough review of the Stormwater Pollution Prevention Plan; as well as, the qualitative and analytical monitoring results, was conducted. All aspects of the Stormwater Pollution Prevention Plan are being implemented. Employee training is scheduled to be conducted; as it was in the years prior to 2013. Analytical and Qualitative monitoring data were reviewed and found to be in order and compliant with the NPDES Stormwater Permit. Following the monitoring data review, secondary containment and the Stormwater Discharge Outfall (SDO) were observed. SDO-#1 has representative outfall status (ROS) with respect to analytical monitoring. Please conduct qualitative monitoring at all outfall(s), as required by your NPDES permit. These activities on the site eliminate the possibility of a declaration of No . Exposure. EPA guidelines for Vehicle Maintenance facilities state that vehicles parked outside waiting for service constitute an industrial activity that requires a stormwater permit. Continuation of NCG080365 Representative Outfall Status Granted Accordingly, your facility continues to be covered by stormwater permit NCG080365. An inspection carried out for this program showed compliance. From knowledge gained about the watersheds being served by each of the two outfalls, the possibility of Representative Outfall Status was discussed during the site visit. On July 28, 2009 the Raleigh Regional Office received your written'request for representative outfall status. By copy of this letter Representative Outfall Status is granted in which Outfall No. l will be sampled for the quantitative parameters under the Vehicle Maintenance section of the permit, but Outfall No. 2 will no longer be sampled for the same analytes.
