Sadler Bros Oil Co -Travel Plaza, Certificate of Coverage NCG080311 Harnett County Dear Mr. Thomas: Secretary TRACY DAVIS Director On August 10, 2016, a site inspection was conducted for the Sadler Bros Oil Co -Travel Plaza facility located at Exit 75 1-95 Jonesboro Road in Harnett County, North Carolina. A copy of the Compliance Inspection Report is enclosed for your review. Ms. Kelley Jenkins, General Manager was also present during the inspection and her time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit NCGO80000 under Certificate of Coverage NCGO80311. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Stony Run (Hannas Pond), a Class C;Sw waterbody in the Cape Fear River Basin. As a result of the inspection, the facility was found to be in compliance with the conditions of the NCGO80000 permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty assessment of up to $25,000 per day for each violation. Reviewed facility's Stormwater Pollution Prevention Plan (SWPPP), which has been revised and updated since arevious inspection and contains all permit -required components. Applicable forms have been filled out regarding spills, housekeeping program, employee training, and facility inspections. This documentation, including an annual review and update, should continue to be completed each year as required by the NCG080000 General Permit. Monitoring records from the second Half of 2014 (after previous inspection), first and second half of 2015, and first half of 2016 were available for review. Observations were made around the facility's diesel fueling island, vehicle maintenance area, oil/water seperators, stormwater catch basins and stormwater discharge outfall. Significant erosion was observed around the junction box adjacent to Sadler Road, which needs to be repaired and adequately stabilized. This part is all new to me, but we will assure you that we will began taking water samples ASAP. GRI (Geological Resources, Inc.) will be assisting Kelly Jenkins our manager in how to take samples and filling out paper work to send to lab for testing. The SWPPP (Storm water Pollution Prevention Plan will be revised and updated as required. We have not had any significant spills during the past 3 years, and Kelly knows she has to keep better records in the further. A copy of the Notice of Violation has been sent to GRI and they will be helping us to get all violation up to date. We have also been in touch with Ray Stone, N.C.D.O.T., Lillington, concerning the lack of pipe size on state property, for receipt of large volumes of water runoff. You will also find enclosed, a copy of the site plans. of our property, a spec. sheet on our main oil/water seperator and operation and procedures used in case of spills and the detection and prevention thereof. The oil and water in the oil/water seperator comes from the diesel and gas islands where it seperates, pushing the water to the bottom and out the outlet flow pipe to the catch basin. The water then goes on to the discharge pipe across the access road to the state drain line under the interstate. The pipe under the�access-=road is 36" concrete. The receiving pipe is a 24" one which stays blocked up often. 2. We haveinstalled a gate valve in the elbow of the outlet pipe, so we can stop the discharge of the system in case of emergency, as shown on the diagram. 3. This gate valve will only be used in case of a flooding rain that may possibly back water up through the catch basin back into the oil/water separator and sudsequently cause a backwash effect, releasing oil and water into the discharge. -It will also be closed should we have a large spill of gas or diesel fuel, I.E. 100 gallons or more. 4. The oil/water seperator will'be monitered on a weekly basis for level of oil, so we may know when it would need a pump out. The pump outs will be through an arrangement with Noble Oil Services of Sanford, N.C. EPA ID# NCD 9861-72476. 5. The general manager of the truck stop is the person of primary responsibility for implementation of all programs with the backup source being the office manager along with the security person. 6. With the 4000 gallon capacity of the oil/water seperator, we should be able to handle a major spill with no problem. 7. The flow of diesel fuel the dispensers can be cut-off by shutting off the two(2) valves in the filter hole between dispenser #12 and the diesel tank pad. 8. All flow of gasoline can be stopped by activating the shutoff on the front of the building. There also shutoffs on each dispenser. 9. The oil/water seperator at the rear corner of the shop has a 550 gallon capacity and is for the sole purpose of handling a small amount of water and oil that may come from cleaning the floor. It drains from the pit in the shop to a holding sump where it seperates and is pumped over to the oil/water seperater by a pump started by a float switch. This operation gives us double coverage, since it gets seperated twice before being discharged through the drain system. It goes directly from the seperater through 2 catch basins and then to the main discharge line. 10. We maintain a drum of spill cleanup and containment material in the fuel island house that can easily be gotten to in case of need. 11. All of our hoses and nozzles are equipped with breakaways so of fuel will stop immediately in case a car or truck drives nozzle still in the fillpipe. the flow off with the 12. We utilize the VEEDER-ROOT TLS-350 monitoring system to maintain surveillance on our product, tanks, lines and dispensers. This system warns us of any leaks, excessive amounts of liquid in sumps and water in product. 13. The oil/water seperater is monitered, visually, as well as by a light and buzzer devise in the office. This is a PNUEMERCATOR model LC-100. If a high level of oil is detected by the sensor, the device is activated. 14. As can be seen on the P.E. plat, all surface water is funneled through the one central discharge basin on the west side of the access road directly in front of the main building. 15. In order to give a final containment safeguard, we maintain bales of wheat straw for screen on the east side of the access road between our discharge pipe and the smaller state pipe entrance. Dunn, Harnett County Dear Mr. Bell: On Thursday, June 9, 1994, our office investigated your company as the result of a complaint from a local citizen. Mr. Ricky Revels, Environmental Technician, Water Quality Section, Fayetteville Regional Office, met with you to discuss the citizens' concerns and to observe the waste management at your facility, It was determined that your company is discharging wastewater from a stormwater drain located near a truck fueling island that houses an oil water separator. According to your information, the discharge chute from your storm drain system had become overloaded after a storm event on June 8, 1994, due to a hydraulic restriction of the NC -DOT 1 I-95 highway storm drain system. As a result of this hydraulic overload one of the (two) oil water separators connected to the storm drainage system became flooded, resulting in a discharge of oil. A significant volume of water and oil escaped to the storm drain system and ultimately to the unnamed tributary, which ultimately discharges into Mingo Swamp, Class "C" Swamp, Cape Fear River Basin. It was also determined that Sadler Truck Stop does not have a stormwater I&rmit. Control of sources of water pollution; permits required. --(a) No person shall do any of the following things or carry out any of the following activities until or unlesssuch person shall have applied for and shall have received from the Environmental Management Commission a permit therefore and shall have complied with such conditions, if any, as are prescribed by such permit: (1) Make any outlets into the waters of the state; (2) Construct or operate any sewer system, treatment works, or disposal system within the State;" Provisions are made in this statute for assessment of civil penalties of up to $10,000 per day for so long as the violation continues. Pursuant to Environmental Protection Agency (EPA) regulations found in Chapter 40, Code of Federal Regulations (CFR), Part 122.26, as amended on November lb, 1990, certain activities, defined by the regulations as "industrial activities", must apply for and obtain a permit under the National Pollutant Discharge Elimination System (NPDES) for the discharge of stormwater runoff. The deadline established for existing stormwater runoff discharges from industrial activities to apply for the NPDES permit was October 1, 1992. One method by which industrial activities may satisfy the permit application filing requirements is to file a Notice of intent (NOI) to be covered by a General NPDES Permit, if the permitting authority (in North Carolina, the N.C. Division of Environmental Management) has issued a General Permit for the type of industrial activity involved. General Permits are issued to cover stormwater discharges that are expected to be similar in nature. Other application options are the individual application process (EPA Forms 1 and 2F) and the group application process (February, 1992 was the last date by which a discharge could request to become a part of a group application). Please find attached the permit application for the industrial stormwater category similar to your activity and by which this office is recommending and other attachments pertaining to the stormwater regulation. Provisions must immediately be made to correct the current permit inadequacies at Sadler Truck Stop. Please notify this office by July, 1994 in writing as to your "Plan of Action" to comply with the NC General Statues. Please be advised that this letter in no way absolves Sadler Truck Stop of either damages which may occur to private property owners, the surface or groundwaters of the State which could occur as result of the unpermitted disposal system and stormwater discharge.
