Stormwater Compliance Inspection Permit No. NCG080147 Wake County Dear Mr. Woodard: On May 25, 2010 I conducted an inspection with you of the stormwater program at the Waste Management transfer station on Globe Rd. Your assistance was appreciated. All elements of the Stormwater Pollution Prevention Plan (SP3) required by the permit were present and up to date, and the tour of the plant showed compliance. Please see the attached inspection checklist for complete details. Highlights included: 1. I noted that you are responsible for all aspects of the program, including updating the SP3, keeping an eye on housekeeping within the plant, doing the qualitative and semi-annual inspections, providing employee training and monitoring tank contents. There is merit in having one person completely involved this way. Your program shows environmental awareness and proactive actions that protect stormwater from pollution. 2. There are five drop inlets in the facility, all connected to a heavily vegetated retention pond. The pond discharge pipe is readily accessible for qualitative observations. Liquids collected inside the transfer station accumulate in a leachate storage tank and are periodically sent to McGill. Floor drains in the truck maintenance building go to an oil/water separator. The water fraction discharges to the Cary POTW under the Cary Pretreatment program. The oil is collected and sent to a recycler. Truck wash water goes to a sump that discharges to the same oil/water separator. The facility has numerous spill kits at strategic locations. 3. Some of the double walled tanks containing petroleum have a means of occasionally checking for the presence of fluid between the walls. Two oil tanks in a room serving as secondary containment are not fitted with the same easy -access plumbing, so checking them is more difficult and has not been done. You stated that you would like to begin doing so. 4. A decision by the company to switch away from standard crankcase motor oil to longer lasting synthetic motor oil has resulting in a reduction in the volume used per month. It is suggested that a review date also be specifically added to the paragraph concerning spills within the last three years. This will confirm for an inspector that the most recent three year window is truly being reported, rather than perhaps being just a repeat of an old paragraph written long ago. 6.
