Bell Kinder Morgan Material Services 333 Rouser Road, Suite 601 Moon Township, PA 15108 Subject: Stormwater Compliance Evaluation Inspection NPDES Permit No. NCG070172 KMMS Transload Pittsboro Lee County Dear Mr. Bell: On June 11, 2009, Natalie Landry of the Division of Water Quality Raleigh Regional Office conducted a Compliance Evaluation Inspection (CEI) of the subject facility. The assistance of Mr. John Balok, Terminal Manager, was appreciated as it facilitated the inspection process. The following observations were made during the CEI. Description: Kinder Morgan Material Services provides support activities for rail transportation and load covered hoppers. The plant discharges stormwater to an unnamed tributary to Big Buffalo Creek, a Class C water in the Cape Fear River Basin. Observations: The Stormwater Pollution Prevention Plan was in order and organized. Please update the site map to include all required items described in Part II, A(1)e of the Permit. Mr. Balok had a very good understanding of the drainage patterns of the site and has been proactive in addressing some minor erosion issues. He stated that he receives strong support from the company to address safety concerns and to be innovative regarding regulatory issues. The outfalls are monitored regularly and on more frequent occasions than required by the permit, as determined necessary by Mr. Balok. Good Housekeeping Practices were being followed as was evident by the orderly presentation of the facility and the grounds. The overall conditions of KMMS Transload Pittsboro are compliant with Division standards.
