This permit expires on March 31, 2001 The Division staff is currently in the process of rewriting this permit and is scheduled to have the permit reissued by early spring of 2003. Once the permit is reissued, your facility would be eligible for continued coverage under the reissued permit. In order to assure your continued coverage under the general permit, you must apply to the Division of Water Quality (DWQ) for renewal ol' your permit coverage. To make this renewal process easier, we are informing you in advance that your permit coverage will be expiring. Enclosed you will find a Permit Coverage Renewal Application Form. The application must be completed and returned by October 2, 2002 in order to assure continued coverage under the general permit. Due to staff and budget constraints, letters confirming our receipt of the completed application will not be sent. Failure to request renewal within the time period specified, may result in a civil assessment of at least $250.00. Larger penalties may be assessed depending on the delinquency of the request. Discharge of stormwater from your facility without coverage under a valid stormwater NPDES permit would constitute a violation of NCGS 143-215.1 and could result in assessments of civil penalties oi' up to $10,000 per day. Please note that recent federal legislation has extended the "no exposure exclusion" to all operators of industrial facilities in any of the 1 I categories of "storm water discharges associated with industrial activity," (except construction activities). If you feel your facility can certify a condition of "no exposure", i.e. the facility industrial materials and operations are not exposed to Stormwater, you can apply for the no exposure exclusion. I am sorry that I was not on site and not personally able to assist you during your inspection. Your inspection looked thorough and well documented, In reference to the additional requirements necessary on our site; all items have been, or are in the process of completion. The additional requirements and their current status arc as follows: The parts washer drum in the maintenance garage needs to have secondary containment. STATUS: Containment has been installed. 2. The chemical storage drums on the back side of the old block plant must be secondary contained. STATUS: The chemical and/or totes are currently being scheduled for safe removal/pickup. 3. The kerosene drum in the waste oil room should also have secondary containment. STATUS: Containment has been installed. 4. Spills are addressed in Rinker Materials Stormwater Pollution Plan. NCDENR recommend that Rinker Materials provide a formal separate log book that documents and addresses all spills at the facility. STATUS: A separate formal log book that documents and addresses all spills at the facility has been set up. As noted above, although in process, requirement number two has not been completed, as of yet. When the chemicals have been safely removed from our site, I will notify you with a completion date and pertinent carrier information. Thank you for your time and effort. Sullins Dee Freeman Governor Director Secretary April 1, 2009 Mr. John Davis Rinker Materials Concrete Division 1600 Thorne Avenue Wilson, North Carolina, NC 27893 SUBJECT: Compliance Evaluation Inspection — Permit No. NCG070118 Rinker Materials Wilson County Dear Mr. Davis: On March 25, 2009 Mack Wiggins of the Raleigh Regional Office conducted a Compliance Evaluation Inspection of Rinker Materials stormwater program. The assistance offered by Mr. Ted Beamon the operations manager and Mr. Keith Cronin the maintenance supervisor was very helpful and appreciated during the inspection process. I. The following observations were made during the inspection: 1. Rinker Materials manufactures and produce concrete stormwater piping and culverts. 2. Rinker Materials has two stormwater outfalls. Outfalls appeared to have a clear discharge during the time of the inspection. 3. Rinker Materials does perform qualitative sampling. As per the maintenance supervisor, Rinker does not use more than 55 gallons of new motor oil when averaged over a calendar year. The company must continue to conduct qualitative monitoring according to the schedule in Section B: Qualitative Monitoring Requirements, Table 2 Monitoring schedule. 4. The Stormwater Pollution Prevention Plan does address all items of Part 11 Section A: Stormwater Pollution Plan. It. Additional requirements: 1. The parts washer drum in the maintenance garage needs to have secondary containment. 2. The chemical storage drums on the backside of the old block plant must be secondary contained. 3.
