On February 11, 2014, Dave Parnell, Thad Valentine and Joe Dupree, of the Raleigh Regional Office of the
North Carolina Division of Energy, Mineral and Land Resources (DEMLR), conducted a compliance
evaluation inspection (CEI) at Adams Products Company, located at 5701 McCrimmon Parkway in
Morrisville, North Carolina. The facility lies in the watershed of an unnamed tributary (UT) to Crabtree
Creek, Class C, NSW waters, in the Neuse River Basin.
The following observations were noted during the NCGO70104 DEMLR inspection:
This facility is a concrete manufacturing facility, which produces concrete products, pavers etc. Your and
Doug Fouts' assistance, during the inspection, was appreciated. The inspection began in the plant
conference room, where a thorough review of the Stormwater Pollution Prevention Plan and the
qualitative monitoring results, was conducted. There were no obvious omissions or errors noted during
the review. A Stormwater Pollution Prevention Plan (SPPP) is currently being followed. DEMLR staff
recommended that a list of spills be provided within the SPPP, for each of the past three years (which
includes the current year). Following the monitoring review, we visited the Stormwater Discharge

Inspection Summary:
This is the first inspection of this facility since the stormwater permit was issued.
The facility has a stormwater plan, but is in the process of revising and making improvements. The permittee participates
in annual environmental and safety audits that facilitate yearly revisions and improvement plans.
The facility personnel were knowledgeable and have implemented stormwater pollution prevention practices.
The permittee has been asked to forward the current plan revisions within 30 days of receipt of the inspection letter, as
well as, confirm any permit requirements regarding the containment basin in the grinding area.

Reason for Visit: Routine
Comment: The outfall was observed and discharge was flowing from the stormwater
retention pond the day of the inspection. The discharge was clear. Sediment was
removed from the the pond and the dam was re -built in 2003. The pond appears to be
operating as designed.
Cement containment basins were observed on -site by the grinding process area. The
water in these basins is used as cooling water for the grinding equipment. The water is
recycled and contained, not discharged. It will be determined if a DWQ permit is
required for this system.

states "All applications shall be filed with the commission at least 180 days in advance of the date on which it is
desired to commence the discharge of wastes or the date on which an existing permit expires, as the case may be".
Any permittee that has not requested renewal at least 180 days prior to expiration or permittee that does not have a
permit after the expiration and has not requested renewal at least 180 days prior to expiration, will be subjected to
enforcement procedures as provided in NCGS §143-215.6 and 33 USC 1251 et. seq.
In order to prevent continued, escalated action, including the assessment of civil penalties you must submit a
completed permit coverage renewal application to the attention of the "Stormwater and General Permits Unit" at
the letterhead address within ten (10) days of your receipt of this letter (renewal application enclosed). If the
subject discharge has been terminated, please complete the enclosed rescission request form. A valid reason for
requesting rescission is required, incomplete forms will be returned and you will still be subject to possible
escalated action. Mailing instructions for submitting rescission request are listed on the bottom of the form. You
will be notified when the rescission process has been completed.

In order to assure your continued coverage under the general permit, you must apply to the Division of Water
Quality (DWQ) for renewal of your permit coverage. To make this renewal process easier, we are informing you in

Statement of Purpose
Adams Products Company (Standard Industrial Classification Code (SIC) 32) conducts industrial activities
employing the storage and processing of raw materials necessary to the manufacture of concrete masonry units.
Adams Products Company applied for a North Carolina Pollutant Discharge Elimination System (NPDES)
General Permit for Storm Water Discharges Associated with Industrial Activity (NCG070000). Adams Products
Company received registration number NCG070104 with coverage from July 17, 2008, until May 31, 2013
(reference permit letter).
In accordance with permit requirements, this Storm Water Pollution Prevention Plan (hereafter identified as
SWPPP) was designed using sound engineering practices and employs management, operational, and response
measures to minimize the likelihood of storm water pollution.

Storm Water Pollution Prevention Plan- General
The SWPPP identities potential sources of storm water pollution at the facility.
The SWPPP ensures that programs will be in place to prevent the release of substances via storm water
discharges which could be potentially hazardous to the environment and water quality.
The SWPPP also describes methods by which the facility will reduce pollutant discharges and maintain
compliance with the permit requirements.
The SWPPP requires updates as facility modifications are made, new equipment is installed, and
whenever a process used to control the discharge of pollutants becomes ineffective. The updates to the
SWPPP should be maintained with the SWPPP and presented to the permitting authority upon request.
The SWPPP and updates need only be maintained at the facility; records will he released to the
permitting authority upon request. If the permitting authority reviews the SWPPP and determines that it
does not meet the minimum standards, then the permitting authority will notify the facility of any
changes to be made in the SWPPP.
Based upon an economic feasibility, covering raw materials that are a part of aboveground stockpiles would not
be economically feasible. Storm sewer entry points are not located in the vicinity of these areas and management
moves materials to the storage bins as capacities permit. Sediment and erosion prevention will be provided by
means of hay bales and filter material if warranted.
Storm Water Pollution Prevention Plan- Contents
Description of Potential Pollutant Sources
1. Site Map: showing each stone water outfall or contact with municipal storm water system;
existing control measures designed to reduce pollutants in storm water run-off; and surface
water bodies, including drainage ditches and wetlands. (reference -I )

3. 'Topographic Map: showing the facility location and extending one -quarter of a mile
beyond the property boundaries of the facility. (reference-3)
Narrative Description
Adams Products Company combines Portland cement, aggregates, admixtures and water to form concrete
masonry units. Portland cement is brought onto the property in hulk quantities via tanker track. Portland cement
is pneumatically pumped into a closed silo vented to a baghouse; maintenance personnel and plant management
monitor the baghouse on a daily basis to ensure optimum collection efficiency of the baghouse and minimum
build-up of exhausted Portland cement. This is done in accordance with air quality regulations. Aggregates are
brought to thefacility in bulk quantities by thunp truck and rail car. Aggregates consist primarily of: sand,
crushed stone, expanded shale, and crushed fines. Some aggregate materials are received and stored
aboveground in .stockpiles until transferred to the storage bin. ff'the aggregate needs to be placed in a .storage
bin, the material is discharged into an underground hopper and transferred via conveyor to the proper storage
bin. This process is dome based on production demands. Admixtures include: W.R. Grace Dry -Block, ACM
Procast 330, ACM Colorscape and ACM RainBlok.
To form concrete block, the mixture of Portland cement, sand, aggregate and admixtures are proportioned and
fed into a rotary or pan mixer. The mixture is then batched to the block machine which rams, vibrates, and
presses the mixture into a block pattern; the final product is positioned on a rack that is then placed in the kiln
where it is allowed to cure for a number of hours. Once the curing process is complete, the rack is removed
from the kiln and the finished product is removed from the rack. This allows for the product to be palletized and
brought to the inventory yard for distribution via tractor -trailer, boom truck, pick-up truck or passenger vehicle.
Diesel fuel is being stored in an aboveground tank with secondary containment; used oil is stored in an
aboveground tank with secondary containment. Secondary containment needs to be resealed evety 5years or as
needed. Parts washers are located inside the manufacturing facility to prevent the solvent from coming in
contact with storm water. Used oil and solvents are transported from the facility by service companies with
EPA identification numbers.
Concrete masonry units are stored on the yard; masonry cement (bagged goods) are stored in warehouses to
reduce the likelihood of exposure to storm water.
The facility does not conduct any fleet vehicle maintenance activities, other than a daily visual inspection, on
site. Maintenance of forklifts and loader are carried out under the terms of a service contract.
Storm Water Management Controls
Adams Products Company prevents storm water pollution with Best Management Practices (BMPs) designed to
reduce the likelihood ofcontamination by raw materials and/or waste materials. These BMPs include: the
formation of a Pollution Prevention Conunittcc, preventive maintenance, good housekeeping, spill prevention
and response, sediment and erosion prevention, management of runoff, visual inspections, SWPPP record
keeping, annual compliance evaluation, employee training and recordkeeping.
Pollution Prevention Committee:
• Responsible for developing the Storm Water Pollution Prevention flan
• Identification of pollutants and risks and use of BMPs
• Implementing the procedures defined iit the plan
• Maintaining and revising the plan
• Storm Water Pollution Prevention Committee Chairperson will have site responsibility for coordinating
the activities of the Storm Water Pollution Prevention Committee (reference-4)
Preventive Maintenance:
• Facility maintenance department perfbrms periodic inspections and preventive maintenance procedure
for manufacturing equipment and storm water management devices
• Inspection will ensure that all equipment areas are clean and free from pollutants
• Inspect will confirm the integrity of valves, pumps, material handling devices, and tanks
• A list of equipment/areas requiring inspection has been compiled (reference-5)
• Facility maintenance will report any failures of the above equipment to the Storm Water Pollution
Prevention Committee Director for immediate action
Good housekeeping:
• Maintain a clean and orderly facility (grounds and floors) by sweeping or shoveling debris
• Arrange for debris, trash, and waste materials to be removed from storm water conveyances
• Store containers and drums indoors away from storm water and high vehicle traffic areas
• Provide a system of secondary containment (berms, walls or dikes) around liquid storage
• Remove all containers and drums from the property soon after use
• Inspect materials storage areas on a regular basis
Spill Prevention and Response:
• Implement a plan for spill prevention and response (reference-6)
• Identify historical spill, leak and discharge information for three years (reference-7)
• Identify all future spills on the spill incident report (reference-8)
• Identify spill response equipment location and procedures
• Releases in excess of the reportable quantity (RQ) must be reported to State Emergency Response
Agency (919) 733-5291 or (800) 662-7956 and the National Response Center at (800) 424-8802
• In accordance with 40 CFR Part 112, Oil Pollution Prevention, the facility is required to maintain a Spill
Prevention, Control and Countermeasure (SPCC) flan
• If required, the SPCC Plan is located in the Administrative and Manufacturing Offices
Sediment and Erosion Prevention:
• Based upon the facility's topography the need for sediment and erosion control measures are not
warranted at this time; management will continuously review the need for such measures
Management of Runoff:
• The facility employs:
o Secondary containment around bulk fuel storage and admixture tanks;
o Acid -based resale products are stored under cover with spill pallets or pigs acting as containment;
o Spilled material is shoveled back into the production process;
o Cull material is placed in a stockpile, crushed and placed into a different stockpile so that it can be
reused in the product;
o Trash is stored in a dumpster and hauled off -site for disposal.
• If rainwater is present in a secondary containment structure, there may not be enough remaining volume
to allow for a worst case spill scenario. When this is the case, the operations manager for Morrisville is
allowed to release the rainwater from the containment but only after performing an inspection that
passes all criteria listed in Morrisville's state issued storm water permit. This inspection is known as the
"Containment Drainage Discharge Report Form". (reference-9)
• The facility will employ hay bales or fabric filter fences in areas which are subject to collection of
aggregates from manufacturing operation in or around storm water conveyances
Visual Inspections:

• Storm Water Pollution Prevention Committee will perform monthly inspections of the following areas:
equipment defined in the preventive maintenance program, areas where spills or leaks have occurred
in the past three years, material storage areas, outdoor material processing areas, material handling
areas, and waste material areas
• Inspections will be documented on one of two visual inspection checklist -) "Monthly Maintenance
Program and Monthly Facility' & "Containment Inspection" (reference-10)
• Inspection records will be maintained for three years from the permit expiration date
Bi-Annual Qualitative Inspections -;� Storinwater_Dischar e Outkill Inspection
• The Operations Manager is to perform this inspection during a representative stone event as defined
in Morrisville's storm water permit issued by the state of North Carolina. The purpose of this
inspection report is to qualitatively monitor the facility's storm water outfall and ensure that pollutants
are not escaping the property.
• This inspection is to occur twice a year; once during Period I (January — June) and once during period
2 (July — December). There must be a minimum of 60 days of separation between any two bi-annual
inspections. (reference-11)
• Inspection records will be maintained for three years from the permit expiration date.
Annual Compliance Evaluation:
• Storm Water Pollution Prevention Committee will perform an annual compliance evaluation (reference-
12) to ensure the accuracy of the Storm Water Pollution Prevention Plan
• Identity of potential pollutants to the storm water will be evaluated
• Drainage locations for storm water will be reviewed
• BM1's and associated control measures will be evaluated for their effectiveness
• Based upon the annual compliance evaluation findings the SWPPP will be revised within 10 days, any
changes will be implemented within 10 days
• Annual compliance evaluation findings will be maintained for one year from the permit expiration date
Employee Training:
• Storm Water Pollution Prevention Committee will provide training on an annual basis for employees
involved in: operations that have the potential to pollute stone water runoff, spill response, and
preventive maintenance procedures
• 'Training will include, but is not limited to: an overview of the Storm Water Pollution Prevention Plan,
good housekeeping procedures, preventive maintenance procedures, material storage procedures, spill
prevention and response procedures, the location of facility storm water drains, the location of raw
materials and waste with identified pollution potential.
• Training content and attendees will be documented and maintained for three years from the permit
expiration date or for an employee's tenure whichever is longer (reference-13)
Administration:
• Stone Water Pollution Prevention Committee Chairman will maintain records for review by the
permitting authority, Regional Administrator for the Environmental Protection Agency, or their
authorized representatives upon presentation of credentials
• SWPPP will be amended whenever there is a change in facility design, construction, operation, or
maintenance, which has an effect on pollutant discharge, or if the plan proves to be ineffective; changes
to the plan must be implemented within 30 days
Security:
• The manufacturing facility is locked by the supervisor at the end of the shin to prevent unauthorized
entry
• Above -ground fuel storage tanks and filling nozzles are kept locked to prevent contamination caused by
an unauthorized entrant
Non -Storm Water Certification:
"I certify under penalty of law, that this document and all attachments were prepared under my direction or
supervision in accordance with a system designed to assure that qualified personnel properly gather and
evaluate the information submitted. Based upon my inquiry of the person or persons who manage the
system, or those persons directly responsible for gathering the information, the information submitted is, to
the best of my knowledge and belief, true, accurate, and complete. I am aware that there are significant

One of the key areas where individuals can have a positive impact in reducing pollution
is in stormwater management.
Developed areas also have organized storm drainage systems that funnel rain water out of
the area. Many of you may not be aware of the storm water catch basins, located on many
of our roadways and parking lots. They collect stormwater that has the potential to
ultimately end up in local lakes, creeks and rivers. These systems work like a
charm... that is until they are polluted!
Pollutants can be anything from fertilizers, grass clippings and pet waste, to automotive
fluids, construction materials and soaps. When these contaminants reach our drainage
systems, they flow UNTREATED to bodies of water that are used for swimming, fishing
and drinking.
Here are helpful habits you can use at home & work to help reduce stormwater pollution:
Use fertilizers/pigments/admixtures cautiously; clean-up if a spill occurs
NEVER dump anything into a storm drain!
Take your car to a car wash instead of washing it in your driveway
Pick up after your pet
Avoid pesticides
Substances such as motor oil, anti -freeze, brake or hummission fluid, gasoline, etc need to be
handled with extra carte These pollutants have the potential to reach our waterways very
easily because of our plant equipment, forklifts, loaders and personal vehicles. Spills that land
on the paved yards, parking lots, driveway, or roadway easily occur clue to leaks from the
previously mentioned "equipment", so make sure to keep up with the appropriate
maintenance.
• Do not place any automotive fluids {oil, anti -freeze, transmission and brake fluids,
gasoline, etc.} into the storm water catch basins;
• Make sure all fluid leaks on mobile equipment and plant equipment are repaired;
• Report any spills or discharges to your supervisor immediately;
• When washing your vehicle, park on a permeable surface, away from any
stormwater catch basins.
By following these simple steps, you can make a tremendous difference in preventing
water pollution.

inspection of the subject facility. The facility is in COMPLIANCE with the requirements of the NCG070104 permit with
some exceptions as noted in the attached compliance inspection report.
A response to this inspection letter is required within 30 days of receipt of the inspection letter.
• Please forward the SWP3 plan revisions and inspection form revisions reflecting the date and year the revisions
were completed.
After reviewing the grinding processing area, it was determined that the water in the cement tanks used as cooling water
for the grinding equipment is a closed loop system and not a discharging system, so the system is not subject to the
NCG070104 permit requirements.

Reason for Visit: Routine
Comment: The outfall was observed and discharge was flowing from the stormwater
retention pond the day of the inspection. The discharge was clear. Sediment was
removed from the the pond and the dam was re -built in 2003. The pond appears to be
operating as designed.
Cement containment basins were observed on -site by the grinding process area. The
water in these basins is used as cooling water for the grinding equipment. The water is
recycled and contained, not discharged. It will be determined if a DWQ permit is
required for this system.

Your facility is currently covered for stormwater discharge under General Permit NCG070000. This permit expires
on March 31, 2003. The Division staff is currently in the process of rewriting this permit and is scheduled to have
the permit reissued by early spring of 2003. Once the permit is reissued, your facility would he eligible for
continued coverage under the reissued permit.
In order to assure your continued coverage under the general permit, you must apply to the Division of Water
Quality (DWQ) for renewal of your permit coverage. To make this renewal process easier, we are informing you in
advance that your permit coverage will be expiring. Enclosed you will find a Permit Coverage Renewal
Application Form. The application must be completed and returned by October 2, 2002 in order to assure
continued coverage under the general permit. Due to staff and budget constraints, letters confirming our receipt of
the completed application will not be sent.
Failure to request renewal within the time period specified, may result in a civil assessment of at least $250.00.
Larger penalties may be assessed depending on the delinquency of the request. Discharge of stormwater from your
facility without coverage under a valid stormwater NPDES permit would constitute a violation of NCGS 143-215. l
and could result in assessments of civil penalties of up to $10,000 per day.
Please note that recent federal legislation has extended the "no exposure exclusion" to all operators of industrial
facilities in any of the I l categories of "storm water discharges associated with industrial activity," (except
construction activities). If you feel your facility can certify a condition of "no exposure", i.e. the facility industrial
materials and operations are not exposed to stormwater, you can apply for the no exposure exclusion. For additional

to receiving waters designated as an unnamed tributary to Crabtree Creek in the Neuse River Basin
in accordance with the effluent limitations, monitoring requirements, and other conditions set forth in Parts I, II, III
and IV of General Permit No. NCG070000 as attached.
