On April 21, 2009, Autumn Hoban, of the Division of Water Quality (DWQ), Raleigh Regional Office, performed
a stormwater compliance evaluation inspection of the NC Products Willow Spring site. The assistance and
cooperation of Glenn Johnson was very helpful and appreciated. Inspection findings are listed below.

NC Products uses Portland cement, fly ash, gravel, and sand to make culverts, concrete pipes, drainage
structures, etc. Stormwater runoff generated at such facilities is regulated by General Permit NCG070000.
DWQ has therefore issued NC Products certificate of coverage, NCG070075, which became effective on June
1, 2008 and expires on May 31, 2013.

The facility keeps excellent records and was in compliance with permit requirements.
A few recommendations should be addressed as discussed:
1. Erosion at DP-2.
2. Vegetation clean out at DP-1.
3. Clean up of the waste concrete/spoils area by the marsh.
4. Clean up wire by the manhole storage area that is within the sheet flow to the creek.
5. The facility should ensure that process recycle water does not discharge to the storm drain.

Comment: Site map is attached.
Some erosion exists at DP-2 that should be addressed to prevent sediment and fines
from reaching the creek.
The creek had no current evidence of sediment or other observable water quality issue.
DP-1 could use a vegetation clean out, the rip rap/stormdrain structure appears to be in
good condition.
There is a marsh located behind the waste concrete/spoils area that is stagnant and
contains algal cover. This is not an outfall, but this water does eventually sheet flow
towards the creek. It is recommended that the facility clean up the waste concrete area
such that the concrete is contained within the blocked/cement pad area and not
overflowing into the marsh area.
It is also recommended that the facility clean up wire that is located by the manhole
storage area, as this area also drains by sheetflow to the creek.
The facility recycles process water on -site. The facility should take care to ensure this
water is not discharged to the storm drain system.

Environment and Natural Resources, or relieve the permittee from responsibility for compliance with any

Your facility is currently covered for stormwater discharge under General Permit NCG070000. This permit expires
on March 31, 2003. The Division staff is currently in the process of rewriting this permit and is scheduled to have
the permit reissued by early spring of 2003. Once the permit is reissued, your facility would be eligible for
continued coverage under the reissued permit.
In order to assure your continued coverage under the general permit, you must apply to the Division of Water
Quality (DWQ) for renewal of your permit coverage. To make this renewal process easier, we are informing you in
advance that your permit coverage will be expiring. Enclosed you will find a Permit Coverage Renewal
Application Form. The application must be completed and returned by October 2, 2002 in order to assure
continued coverage under the general permit. Due to staff and budget constraints, letters confirming our receipt of
the completed application will not be sent.
Failure to request renewal within the time period specified, may result in a civil assessment of at least $250.00,
Larger penalties may be assessed depending on the delinquency of the request. Discharge of stormwater from your
facility without coverage under a valid stormwater NPDES permit would constitute a violation of NCGS 143-215.1
and could result in assessments of civil penalties of up to $10,000 per day.
Please note that recent federal legislation has extended the "no exposure exclusion" to all operators of industrial
facilities in any of the l l categories of "storm -water discharges associated with industrial activity," (except
construction activities). If you feel your facility can certify a condition of "no exposure", i.e. the facility industrial
materials and operations are not exposed to stormwater, you can apply for the no exposure exclusion. For additional

Form returned to the Division.
Your certificate of coverage is not transferable except after notice to DWQ. The Division of Water
Quality may require modification or revocation and reissuance of the certificate of coverage.
This permit does not affect the Iegal requirements to obtain other permits which may be required by
DWQ or permits required by the Division of Land Resources, Division of Air Quality, Coastal Area
Management Act or any other Federal or Local governmental permits that may be required.
