Central Ave., in Raeford, in Hoke County, North Carolina. A copy of the Compliance Inspection Report is enclosed for your review. Juan Juarbe, Facility Manager and Wanda Richardson, Parts and Environmental Manager were also present during the inspection and their time and assistance is greatly appreciated, The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit NCG060000 under Certificate of Coverage NCG060360. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Rockfish Cape Fear River, a Class B waterbody in the Cape Fear River Basin. As a result of the inspection, the facility was found to be in compliance with the conditions of the NCG060000 permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. The facility had been previously owned by House of Raeford Farms, Inc. and was sold to Butterball, LLC in February 2015, The Stormwater Pollution Prevention Plan (SPPP) was reviewed. It appeared well -developed and organized. In 2016, there was no annual certification in the SPPP that the outfall on the site had been evaluated for the presence of non-stormwater discharges. An annually updated list of significant spills or leaks or the notation that no spills have occurred is also required. The SPPP needs to be reviewed and recertified annually. If there are construction projects which have occurred on the site (e.g. the dock construction project in 2016), this should be noted in the SPPP. Section E in the General Permit NCG060000 is not applicable to this facility and therefore not required. The Qualitative and Analytical Monitoring forms were reviewed. Fecal Coliform benchmark values were initially exceeded in 9/2015. Additional high Fecal Coliform values resulted in subsequent monthly monitoring. The installation of a bird monitoring system, grass in front of the building and the removal of Bradford pear trees resulted in April 2017 with Fecal Coliform no longer exceeding the benchmark values. Total Suspended Solid values were also high from 3/2016 to early 2017 due to a dock construction project, but decreased when the project was completed. A tour was conducted of the site. The grounds were orderly in appearance. The secondary containment area was observed. Ms. Richardson explained that any discharge from this location is first pumped through a drainage bag. In the diversion ditch and swale leading to the outfall, erosion and sink holes were noted. A site improvement project is scheduled to address/stabilize the erosion and sinkholes. The single outfall on the site was reviewed with no issues noted except for some minor erosion near the rock protection associated with the outfall. Also, it would benefit the House of Raeford to apply for a resection of permit NCG060334 if they are no longer in operation at the other facility or they could just keep it inactive for the portion that they retain.
