The Butterball Turkey Feed Mill produces poultry feed for use by commercial.poultry farmers.-teibi%vJs a description of the storage, loading and unloading practices for raw materials (including fuels), intermediate products, byproducts, waste materials and finished products. Raw Materials Storage The raw materials that are accepted at the facility are corn, soy, animal fat (yellow poultry grease), and supplements, including minerals and enzymes. Raw material is stored in outdoor bins and silos located near the north end of the main plant, in bulk liquid tanks in the tank farm at the southeast side of the mill building, or indoors in bags and sacks. Fat is brought to the facility by tanker trucks or rail cars. The fat trucks are unloaded at the tank farm, directly into storage tanks. Rail cars of fat are unloaded at the covered rail unloading building south of the plant and the fat is piped from there to the tank farm. Corn, soy, and dry supplements are brought to the facility by trucks. While waiting to unload, the trucks are parked on the gravel parking area. Bulk deliveries of dry material by truck are pneumatically unloaded inside the building. Bags and sacks or other containers from trucks are unloaded at the building unloading docks, and then moved to other storage locations inside the plant. The fat and bulk liquid supplement tanks are surrounded by a concrete dike system with a total containment volume that exceeds the volume of the largest tank with ten percent contingency for rainfall. Petroleum Storage The boiler burns natural gas or No. 2 fuel oil, which is stored outdoors in a 15,000-gallon storage tank. NOTE: It should be noted that using fuel oil as a fuel for the boilers, is currently permitted only to be used in emergency situations, during curtailment, or periodic testing, per the facility's Air Permit. The fuel storage tank is located on the west side of the plant building just outside the boiler building. Fuel is delivered by truck and is transferred from the tank to the boilers through overhead piping. The storage tank is of double -walled design, and therefore self-contained. Limited quantities of hydraulic fluid and lubricating greases are kept in a mechanical shop next to the tank farm. Maximum quantity stored is one or two 55-gallon drums, or several smaller containers. Process Chemicals Chemicals used in boiler water treatment at the facility are maintained by the vendor and located inside the boiler building, which is contained by interior trench drains and a building sump which must be manually pumped out of any collected fuel or chemicals. Waste Products The facility uses covered dumpsters for solid waste, which are emptied on a regular basis. Process wastewater is generated at the facility. The process wastewater consists of water that has been discharged from the milling process or from the truck wash building. This water flows to the oil/water separator and to the septic system for disposal. In addition, wastewater from truck tire wash -down with antiseptic is collected in a polymer tank for eventual disposal off -site. Stormwater Drainage Conveyance -System The stormwater conveyance system delivers all site stormwater to a single outfall at the southeast corner of the property. The conveyances are a mixture of engineered and natural types. In general, paved areas are equipped with catch basins and underground conveyances. The perimeter and central grassy areas are ditched and depend on natural flow of stormwater removal. The developed areas draining to the stormwater outfall eventually deliver pollutants to the stormwater detention basin, which would discharge off property to Six Runs Creek. Potential pollutants normally associated with this outfall include Total Suspended Solids (TSS), and Oil and Grease (0&G). Finished Products The finished product of the milling process, which potentially could come into contact with stormwater, is the poultry feed. The finished feed is stored in silos outside the mill building until sold. The meal load -out area is an enclosed station equipped with dust controls and provides both truck and rail car loading. Trailer Parking and Cleaning Before and after unloading, the trailers that carry material on and off the site are parked on the gravel area to the east of the plant. The truck undercarriages and tires are cleaned at the truck wash, which is located on the gravel drive near the scales. The truck wash is completely enclosed, which helps prevent stormwater contamination. Inside the truck wash building, graded pavement directs the flow of first - stage rinse water into floor drains, which drain into the septic system. A second -stage disinfection spray is then applied with any over -spray drainage captured in a poly tank for off -site disposal. Cleaned trucks are parked in the clean vehicle parking area, located to the southwest of the mill building. Cleaning agents are stored inside the wash building so that any spills would drain the same way as the water. Outdoor Process Operations The facility does not have any outdoor process operations. Equipment Storage All plant equipment is stored indoors. Dust -generating Processess The primary dust -generating process is the loading of finished feed into trucks, which can generate dust in and around the loading facility. To help control the dust buildup and the stormwater contamination which could result, the load -out and surrounding concrete areas are cleaned/swept on a regular basis. Feasibility Evaluation As a result of an on -site spill of animal fat in April of this year (2013), the site did an evaluation of what caused the spill, and took corrective and preventive measures to prevent the possibility of this type of scenario happening again. The written spill notification to DWQ is attached. The DWQ did a follow-up visit as a part of its annual stormwater inspection, and was satisfied with the actions taken by the Feed Mill. Further, after evaluating current systems and processes, and looking at the current requirements in place; many required by the Spill Prevention Control and Countermeasures Plan (SPCCP), Stormwater Pollution Prevention Plan (SWPPP), and Air Permit requirements; no additional preventative measures are required at this time. Evaluation of the Presence/Absence of Animal Wildlife On -site — Caliform Correlation There is no requirement to measure coliform concentrations on site, as this is not a facility that processes "meat". That notwithstanding, there does not appear to be a significant presence of animals on -site. There are reptiles (frogs and snakes), but minimal to no other wildlife has been seen that would or should create a coliform issue. Proposed Corrective Action Measures Plan With the exception of the corrective (preventive) actions that have already been implemented for the April 2013 spill, no other corrective actions are proposed. All of the.animal fat was/is contained on site. We are currently in the process of Gleaning up the spill. Below are some specifics on -the spill. Date of spill: April 22, 2013 Time of spill: Start — 2:00 AM; end — 7:30 AM Volume of spill: — 2,300 gallons Cause: Strainer Valve on animal fat feed system was mistakenly left in the open position following cleaning of the strainer valve filter. This -valve is supposed to be closed once this cleaning is done. This was human error, and determined not to'be sabotage. Corrective Action: Spill was/is contained on site. Free Animal Fat has been pumped,up and. taken off site by Resters Pump Service. Contaminated soil is/will.be removed and has been approved for disposal by Waste Industries. Preventive Action: The strainer valve that was mistakenly left open following maintenance will now be locked before and after maintenance is performed. Also, part of the start-up procedure will now verify that no leaks are present at strainer. The plan was up to date and is being reviewed annually, as required. All required components of the plan were in place. The required qualitative monitoring is being performed. The required analytical monitoring is being performed in accordance with the current Stormwater permit which became effective December 1, 2012. However, it was noted that this facility initially acquired permit coverage on October 21, 2011 under the previous NPDES general stormwater permit. It was discovered during this inspection that while qualitative monitoring was being performed during the previous permit cycle, no analytical monitoring was being performed. I was informed during the site visit that the drain will have a valve to remain shut in the event of a spill and only opened to release accumulated stormwater as necessary. It is an existing feed mill that was purchased and renovated by the Butterball Company. Previous owner did not have permit coverage. I provided the current owner with the NOi for completion and submittal, which I'm glad to see that they did. There are no concerns or objections to issuance of permit coverage.
