His help was greatly appreciated. Please see the attached inspection report. RRO is recommending to the Stormwater Permitting Unit that the permit should be issued. To assure compliance with analytical parameters in the permit, a great deal of cleanup around the facility will be needed. There are locations around the outside of the building, and especially in the area of the loading lean- to where the ground has been contaminated with oil. Once production is underway an inspection will be made near the end of 2011 by this office to re-evaluate conditions. Your consultant, who is preparing the required Stormwater Pollution Prevention Plan, should be able to offer guidance on what cleanup is considered necessary. The purpose of this inspection was to provide a staff report to the Stormwater Permitting Unit in response to a permit application by AgNatural. The company is currently refitting a large complex of buildings to press oil from cotton seeds, and hopes to be ready by late September or October for the 2011 cotton harvest. In addition to installing, their equipment, there will need to be a great deal of cleanup to remove residues and junk from the floors of the building. The front of the facility is flat and covered with crushed stone and dirt. There is a grass buffer between this lot and an elevated railroad track, meaning that stormwater cannot leave the site through the entrance driveway. Rainwater soaks into the ground rapidly, judging by the dry surface after a signficant rain the day before this inspection. There is one stormwater grate in front of the office building, but its discharge point is not known. The back of the building slopes slightly away from the building and has shallow swales that carry water parallel to the building to a culvert pipe that goes under a crushed stone roadway. Downstream of the culvert is a small retention pond, heavily surrounded by weeds. The overflow travels toward the Roanoke River. Very likely this would be the only discharge and sampling point. Cottonseed processing will all take place inside the building, with the resultant oil piped to two large tanks under a large lean-to that has a very high roof. Trucks will be top loaded from the tanks, which are inside a concrete block secondary containment that has no drain. The integrity of the containment walls appeared sound, but there is a crack in the floor that should be repaired to assure all liquids would be retained. On the outside of the containment next to a ramshackle building that will not be used for anything, is an oil soaked patch of ground where an air compressor stood for many years. This area, along with all the rest of the area under this loading zone will be cleaned up. There are many pieces of equipment from the old plant stored there now, some of which are being used in rebuilding the plant. Another inspection should be made near the end of this year once the plant is operating to evaluate the cleanliness and potential for rainwater runoff from around this lean-to structure. The process involves pressing and milling of the seeds, but there will be the use of sodium hydroxide in the refining step inside the building. Another look at the potential for a release to exit the building should be made. AnNatural has already contracted with a consultant to develop the Stormwater Pollution Prevention PLan, so that should be available by the next inspection. RRO recommends issuing the permit.
