Your facility must sample a "measureable storm event" beginning during the periods beginning January 1 and July 1 of every year (or, if applicable, report "No Flow," as outlined in Part III, Section E). Also, please note that Tier 3 Actions in Part II of your permit are triggered by benchmark exceedances on four occasions beginning on the effective date of this permit and do not count prior exceedances. Additional conditions for specific industry sectors have been added to the SPPP requirements in some cases. • Sections B, C: Failure to perform analytical stormwater monitoring may result in the Division requiring that the permittee begin a monthly sampling scheme. • Sections B, C: A lower TSS benchmark of 50 mg/I for HQW, ORW, PNA and Tr Waters applies to these more sensitive waters. • Sections B, C. The monitoring parameter Oil & Grease (O&G) has been replaced by the parameter Total Petroleum Hydrocarbons (TPH) for vehicle maintenance areas, and in some cases, other analytical monitoring requirements. • Sections B, C, D: Inability to sample due to adverse weather must be recorded in the SPPP, or in separate on -site records if your General Permit does not require an SPPP. Adverse weather is defined in the "Definitions" section of the permit. • Sections B, C. The term "Representative Storm Event" has been replaced by "Measurable Storm Event." Permit Number - NCG060254 County- Person Dear Mr.Taylor: On October 8, 2012, Autumn Romanski, of the Division of Water Quality (DWQ), Raleigh Regional Office, performed a stormwater compliance evaluation inspection of the U.S. Flue -Cured Tobacco Facility in Person County. The assistance of Mr. Dirreck Sims, Safety Manager, to complete the inspection was greatly appreciated. Please review the Compliance Inspection Report enclosed for details. A summary of the inspection findings is listed below. Iqde>Istry.an d, U.S. Cured Tobacco Growers Facility site conducts tobacco processing and cigarette manufacturing. Stormwater runoff generated at such facilities is regulated by General Permit NCG060000. DWQ has therefore issued the U.S. Tobacco Growers, Inc. certificate of coverage, NCG060254, which became effective on 11-01- 2007 and expires on 10-31-2012. Inspection. The facility keeps excellent records and was in compliance with permit requirements. The staff was knowledgeable and the facility has implemented the SPPP and Best Management Practice's (BMP's). The stormwater discharge at the site is associated with runoff from roof drains, paved parking areas, and truck traffic (during stemery season). The permittee reported that the drains associated with the area by the bulk chemical unloading station and trucking area beside the loading station discharges to sanitary sewer, as well as, the cooling water and boiler blowdown discharges. The waste process area by the loading docks is monitored regularly and a rubber mat and spill kit are available for use as needed. The facility has two stormwater outfalls that discharge to the North Flat River, both require semi-annual analytical sampling. The facility has done an excellent job completing the required inspections and monitoring. The implementation of the SPPP and BMP's is evident with monthly inspections and no reported parameters exceeding benchmarks. NCGO80676 Page 2 A few comments to consider: 1. Signage to identify the location of the stormwater outfalls, as they can be difficult to locate due to their distance into wooded areas. 2. Outfall #001 is located down an embankment, and samples are taken in a rip -rap channel that can be difficult to traverse during a storm event. The facility should consider safety improvements to sampling access point as feasible. It is our goal to insure the quality of the surface waters of this State. Comment: The facility has two stormwater outfalls that drain paved parking area, truck traffic area (during short stemery production season) and roof drains. The outfalls were in good structural condition with apron and rip -rap lining for aeration and sediment capture prior to discharge to the stream. The major area of risk was the bulk unloading station and the waste process area beside the loading docks. It was reported that the drain for the bulk unloading station and trucking area by the unloading station has been routed to sanitary sewer as a best management practice and precaution. Also, Boiler and cooling tower blowdown were reported to discharge to sanitary sewer. The area beside the loading docks is monitored and a rubber mat seal for the drain nearest the operation is available and ready for use as needed. The facility also has spill kits available. Klimek, P.E., Director Division of Water Quality On March 20, 2006, I conducted a stormwater inspection at the US Flue Cured Tobacco facility in Timberlake, NC. Derrick Sims and yourself represented the facility during the inspection. Your aid was greatly appreciated. The US Flue Cured Tobacco facility is a manufacturing plant located off of Highway 501 in southern Person County. The site contains two stormwater outfalls that discharge into the Neuse River basin. The stormwater management and the spill prevention and response plans were reviewed during the inspection and found to be sufficient. According to Mr. Sims, the plans are reviewed at least annually but this could not be confirmed with documentation. Please document these annual reviews and any revisions made to the plans. All permanent employees undergo spill prevention and response training annually. Temporary employees are given an abbreviated version of this training by Mr. Sims. According to you, the facility has a preventative maintenance and good housekeeping program but no records were available to confirm the program and its elements. Please maintain documentation of the good housekeeping inspections and maintenance schedules within the spill prevention and response plan. The plant met the cut-off concentrations for all analytical monitoring parameters except chemical oxygen demand in October 2005. The facility is not required to continue analytical monitoring of the parameters that met the cut-off concentrations until the last year of the permit unless there are significant changes in the facility's operations. Chemical oxygen demand must continue to be monitored until the concentration is analyzed at or below the cut-off concentration of 120 ppm. Qualitative monitoring of the outfalls was last conducted in October 2005. I remind you that the outfalls are to be inspected during the spring (April through June) and fall (September through November) of each year. Empty barrels and metal equipment were being stored outside during the inspection. It appeared as though some rust from the metal equipment had reached the storm drain in the area. The facility had one spill kit readily available. I recommend that this kit be placed in a location so it is easily assessable from the chemical unloading area. Both outfalls appeared to be well maintained. No flow was observed at outfall 1. Dry weather flow was observed at outfall 2.
