Narrative description of material handling activities that are outside, or that expose material to rainfall runoff. Poultry fat is received by tanker truck and pumped directly into poultry fat storage tanks using secured hose connections. These poultry fat tanks are in a containment and are visually inspected for structural integrity monthly as required in our SPCC plan. The only time this poultry fat could be exposed to rainfall or wildlife would be if a hose connection 1 coupling failed. Our SPGC plan requires that an employee and tanker driver be present while fat is unloading so if a connection or hose fails while unloading the flow will be shut off. Should this occur the spilled material will be contained using socks, absorbent, or sand if need be. Non hazardous drums for disposal are kept on site. Eastern Environmental Mgt. Of Rocky Mount, NC is one company used for the collection and disposal of spilled material. During the few spills that have transpired no wildlife of any kind have been observed. Meat and bone meal are also used in the blending operations . These commodities are received by rail and truck. When received by rail the only time it is exposed to outside is when the railcar is placed in bay to be unloaded. The railcars have hatches on top that are opened only when in bay to inspect the product before unloading. If passing inspection the bottom gate of the railcar is opened to receive the product. No wildlife have been observed during these operations. When received by truck the product is covered with a tarp until the truck is ready to unload. The same quality inspection is performed as in rail receiving, then the product may be unloaded. No wildlife have been observed during these operations either. Poultry fat in general does not attract wildlife like raw material does. I've been around rendering plants for 15 years and have never observed any wildlife eating poultry fat. They congregate around raw material. The meat & bone meal has been processed to a point ( 3.73 % moisture ) where it does not attract wildlife as observed at this facility anyway. 2. Feasibility evaluation of reducing exposure on -site. The poultry fat at this facility is being stored in closed tanks and is only exposed to outside in event of a spill. Spills are cleaned up according to our SPCC plan. No open containers of fat or by-products are kept at this facility. We find exposure of animal fat or by-products to outside already very limited at this facility and see no feasible way to reduce exposure more. 3. Evaluation of the presence, volume of, or absence of animals 1 wildlife on -site and if fecal soli form concentrations or lack of, correlates to the presence or absence of animals / wildlife. No above normal numbers of animals/wildlife have been observed at this facility. Under our Stormwater permit we are not required to test for fecal coli form or enterococci as we do not process meats. 4. Proposed corrective actions measures plan if needed and implementation schedule. The first sample period of your permit begins January 1, 2013. Your facility must sample a "measureable storm event" beginning during the periods beginning January 1 and July 1 of every year (or, if applicable, report "No Flow," as outlined in Part III, Section E). Also, please note that Tier 3 Actions in Part II of your permit are triggered by benchmark exceedances on four occasions beginning on the effective date of this permit and do not count prior exceedances. Additional conditions for specific industry sectors have been added to the SPPP requirements in some cases. • Sections 8, C: Failure to perform analytical stormwater monitoring may result in the Division requiring that the permittee begin a monthly sampling scheme. • Sections 8, C: A lower TSS benchmark of 50 mg/I for HQW, ORW, PNA and Tr Waters applies to these more sensitive waters. • Sections 8, C: The monitoring parameter Oil & Grease (O&G) has been replaced by the parameter Total Petroleum Hydrocarbons (TPH) for vehicle maintenance areas, and in some cases, other analytical monitoring requirements. • Sections 8, C, D: Inability to sample due to adverse weather must be recorded in the SPPP, or in separate on -site records if your General Permit does not require an SPPP. Adverse weather is defined in the "Definitions" section of the permit. • Sections 8, C: The term "Representative Storm Event" has been replaced by "Measurable Storm Event." A measurable storm event is defined in the permit. • Section D: If the permittee fails to respond effectively to problems identified by qualitative monitoring, DWQ may require the permittee to perform corrective action. Personnel are in the process of reviewing and updating the SPPP to reflect staff and other operational changes. According to facility personnel, attempts to conduct monitoring per the schedule in the permit have been made, however there has been a lack of storm events with resulting flow that would provide sufficient amounts to collect samples or make visual observations. Documentation of'No Flow' has been recorded on the applicable monitoring forms. It is my understanding from our conversation that a "Notice of Intent" is all that is currently required of Showell Farms to submit with regards to the Storm Water Permit. Having sent you this Notice of Intent, your department will then issue a permit number to Showell Farms for the project. When Showell receives the permit number they will then have 12 months to develop a storm water control package for submission to your department. It is also my understanding that Showell can apply for a storm water permit through the group permitting for their industry, i.e. General Permit No. NCG060000. If I am mistaken on any of these points please let me know at your earliest convenience. It is my understanding that the feed mill will be in operation within the next 1 or 2 months.
