On March 31, 2006, I, Mr. Ronald Boone, of the NC Division of Water Quality (DWQ), Raleigh
Regional Office (RRO), conducted wastewater and stormwater inspections (CEI) of the subject facility
(NPDES Permit Nos. NCG500295 and NCG060097, respectively). The assistance and cooperation of
Mr. Joey Bagget and Mr. Tim Mizelle was very helpful and appreciated. During the inspection the
following items were noted. Please use the permit references listed throughout this report for further
details of each item cited.
I. NPDES Wastewater CEI, Permit NCG500295
A. The current permit was issued July 31, 2002, and expires on July 30, 2007.
B. The drainage system and outfall covered by the permit were observed. The flow was clear with
no odor or evidence of solid material. No discrepancies were noted.
II. NPDES Stormwater CEI. Permit/COC NCG060097
A. The current permit was issued August 31, 2002, and expires on August 30, 2007.
B. The stormwater drainage system and outfalls covered by the permit were observed. The flow
was clear with no odor or evidence of solid material. There was no visible evidence of spills,
overflows or similar incidents within the system or at either outfall.
C. The permit and proper up-to-date monitoring documentation was available on site during the
inspection.
D. The Stormwater Pollution Prevention Plan (SP3) was reviewed and only minor deficiencies
were noted as follows:
1. Although the general location map shows the location of both outfalls and the receiving
stream, it does not show the conveyance by which the discharged water flows from the
outfalls to the receiving stream. This can be hand drawn on the map but should be as
accurate as possible. Additionally, please ensure the general location map shows an

accurate latitude and longitude for each of the discharge outfalls (Part II, Section A,
Paragraph 1 a).
2. The site map did not show the percentage of the site that is impervious (Part II, Section A,
Paragraph 1 c).
3. The SP3 should be reviewed annually to ensure that it remains up-to-date. There was no
record of these annual reviews (Part II, Section A, Paragraph 7).
4. The stormwater outfalls should be certified that they have been evaluated for the presence of
non-stormwater discharges. Please note that this certification statement must be signed in
accordance with the requirements found in Part III, Standard Conditions, Section
B, Paragraph 5 (Part II, Section A, Paragraph le).
Please be aware that violations of your discharge permits could result in the assessment of civil
penalties in an amount not to exceed $25,000 per day per violation. However, in view of the fact that
very few discrepancies were found during this inspection, I have recommended that no Notice of
Violation (NOV) be issued against Perdue Farms Incorporated. Nevertheless, please ensure that the
minor discrepancies noted above are corrected as soon as possible. If you have any questions,

Your facility is currently covered for stormwater discharge under General Permit NCG060000. This permit expires
on August 31, 2002, The Division staff is currently in the process of rewriting this permit and is scheduled to have
the permit reissued by laic summer of 2002. Once the permit is reissued, your facility would be eligible for
continued coverage under the reissued permit.
In order to assure your continued coverage under the general permit, you must apply to the Division of Water
Quality (DWQ) for renewal of your permit coverage. To make this renewal process easier, we are informing you in
advance that your permit will be expiring. Enclosed you will find a General Permit Coverage Renewal
Application Form. The application must be completed and returned by March 4, 2002 in order to assure continued
coverage under the general permit.
Failure to request renewal within this time period may result in a civil assessment of at least $250.00. Larger
penalties may be assessed depending on the delinquency of the request. Discharge of stormwater from your facility
without coverage under a valid stornwater NPDES permit would constitute a violation of NCGS 143-215.1 and
could result in assessnlcnts of civil penalties of up to $10.000 per day.
Please note that recent federal legislation has extended the "no exposure exclusion" to all operators of industrial
facilities in any of the 1 I categories of "storm water discharges associated with industrial activity," (except
construction activities). If you feel your facility can certify a condition of "no exposure", i.e. the facility industrial
materials and operations are not exposed to stormwater, you can apply for the no exposure exclusion. For additional

Permits Unit Web Site at http://h2o.enr.state.nc.us/su/stormwater.htini
If the subject stormwater discharge to waters of the state has been terminated, please complete the enclosed

and IV of General Permit No. NCGO60000 as attached.
This Certificate of Coverage shall become effective October 1,1993.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.
