forwarding herewith the subject certificate of coverage (COC) to discharge under the subject state
NPDES general permit. This permit is issued pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except upon approval of the Division
of Energy, Mineral and Land Resources (Division). The Division may require modification or revocation
and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by the
Division of Water Resources, the Coastal Area Management Act, or any other federal or local
government permit that may be required.
Furthermore, on November 27, 2018, the Division of Energy, Mineral and Land Resources received your
request to rescind your coverage under NPDES Stormwater Permit NCS000000, in order to obtain
coverage under a NCG050000. In accordance with your request, Individual Permit NCS000374 is
rescinded effective immediately.

The subject facility has historically been covered under an Individual Stormwater Permit due to its classification as a pulp
mill, which is still indicated by the SIC Code listed on their NO1 for coverage under the NCG050000. However, as part of
the renewal process for the IP, it was relayed by facility personnel and confirmed during an inspection that I conducted
on July 12, 2018 (see attached report) that the pulp mill operations ceased in 2003. Therefore, it was recommended to
facility personnel and summarized in the inspection report that they could now qualify for coverage under the
NCG050000. The FRO has no objections to issuing general permit coverage and rescinding their individual permit.

Lumberton Cellulose LLC owns and operates a cellulose manufacturing mill (the
Lumberton Mill) in Lumberton, Robeson County, North Carolina.
This letter is a follow-up to a couple conversations between our Mill
.Environmental Manager, Grant Oxendine and with Mr. Michael Lawyer, with the
NCDEQ Fayetteville Regional Office regarding our current Storm -water permit
r.:lassification and renewal status. Based upon our current operations and
potential storm water exposure.s., we are requesting thatour current Individual
.S -0-m-v',,.-ter Permit fN. NCS000374) be rescinded. and that the mill be covered.
under the State's General Storm -water Permit. This opportunity to change from
an Individual to a. general permit was discussed with, Mr. Lawyer during his recent
compliance inspection conducted on July 12, 2018.
As a result, we are submitting the following required items as part of this permit
change.
