He said there have been no operational changes, however he still wants to obtain permit coverage for peace of mind and in case site conditions change. He came from another facility that had permit coverage and is familiar with the requirements to develop an SPPP and conduct monitoring. The FRO has no objections to issuance of permit coverage. He also mentioned that the facility is currently collecting air compressor condensate for monthly pick up by Safety Kleen. In order to save associated costs, he asked about discharging the condensate as well. I advised him that the general stormwater permit did not cover this activity, but I would send him a copy of the application for coverage under the NCG500000 general wastewater permit to be submitted to DWR. Approximately 1-2 gallons, worst case scenario, went into the drain. As stated, the solution was below the drain tile exiting the area which assured that containment did occur. Porter Scientific (Certified Environmental Specialist) arrived at 2:30 pm and removed the solution from the drain and will discard per there protocols. We would like this letter to serve as notice of our intentions. We are submitting this letter giving you a written Plan of Action pertaining to these discharges. As outlined below these two options will be our plan of action; We have begun the process of submitting internal documentation to our corporate office of our intent to re-route the two discharge points into the existing sump that goes directly to the local POTW. We have obtained permission from the local POTW as you recommended. We anticipate that within 60 days of this letter we will have the funds to begin this project. Once the project is completed we will send you written documentation as confirmation that we have completed this task. 2. However, if the corporate office chooses not to re-route these discharges, and chooses to continue discharging into the storm drain, we will file the application NCG500000. This will be done within 60 days of this letter should this be the route that corporate chooses to take. In this case we will contact you in writing to let you know of our intent to file the application.
