Klimek, P.E., Director Division of Water Quality On August 29, 2006, I conducted a stormwater compliance evaluation for the first time under the above permit. The help you, Terry Goodwin and Carl Lynch provided was appreciated. Your facility was in compliance and showed abundant evidence of a strong environmental program. The checklist used during review of the Stormwater Pollution Prevention Plan is attached. The few small points that arose were these: 1. DWQ records do not show an official notification of a name change from Inland Paperboard and Packaging to simply Temple -inland. Attached is a form for doing so. Please mail it to the address on the form and copy me as well at the address in the footer below. 2. The only omission in the program was failure to perform a second Qualitative Monitoring in past years. There are to be two annually, about six months apart. There is still time to do a second one for this year. 3. The USGS topo map provided should be amended to show the Latitude/Longitude of the plant. As we discussed, it would also be helpful to use a version somewhat zoomed in, using the 1/25000 or 1/24000 scale. Please indicate the plant on the map, and label Hwy 1 since the topo map does not show a label in that section of the map. 4. The manual was last updated in December 2005, so be sure to do so again in 2006 and indicate that a review was done by dating a few revised pages. 5. During our discussion I spoke of storing employee training records in the manual_ They are voluminous, however, so a satisfactory compromise will be to insert a page in the manual for each session held (date, topics covered, signed by the trainer and noting the number in attendance), but store the attendance sheets as you now are doing, in a location where they can be furnished to an inspector if requested.
