Graphic Packaging International, Inc. -Lumberton, Certificate of Coverage NCGO50168 Robeson County Dear Mr, Olsen: On June 4, 2018, a site inspection was conducted for the Graphic Packaging International, Inc., Lumberton facility located at 2801 Kenny Biggs Road, in Robeson County, North Carolina. A copy of the Compliance Inspection Report is enclosed for your review. Mr. Jonathan Brooks, EIS&S Manager and Glenda Hunt, EH&S Coordinator were also present during the inspection and their time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit NCG050000 under Certificate of Coverage NCG050168. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Gum Branch Canal, a Class C SW waterbody in the Lumber River Basin. As a result of the inspection, the facility was found be in compliance with the conditions of the NCG050000 permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. The Stormwater Pollution Prevention Plan (SPPP) was reviewed. It appeared well -organized and contained the information required by General Permit NCG050000. The Site Map was detailed but should indicate topography and the percentage of each drainage area that is impervious. The SPPP has not been annually reviewed and updated since 2015. Under the Spill Team and Plant Emergency Contacts, the Plant Engineer name should be changed to the current Plant Engineer, Jonathan Brooks. Outfalls #146 were inspected and appeared in good condition. It may be possible to reduce the number of outfalls which are currently being monitored if there are outfails which share the same drainage area boundary and total contributing area. However, another person in our section (Deborah Reese) is the only person that can make any changes to Billing Contact (at the end of that report). Also, any changes to the Owner Affiliation (i.e., the person legally responsible for the permit) need to be submitted with a separate signed form. Attached is the e-mail confirmation that went to your predecessor Evan Davenport in May 2013. Although it shows the previous permit's effective and expiration date, it is in fact a confirmation of coverage effective in 2013. Your facility does have active permit coverage. Also attached is the full text of the General Permit that you should follow. You can also access the permit and all monitoring forms here: http://portal.ncdenr.org/web/Ir/npdes-stormwater (just click on the "General Permits" tab or "Monitoring Forms" tab) Finally, attached is a copy of the COC for this facility that I created this morning. Unfortunately the website we used for electronic COC renewals now prints the effective date of the COC as the current date, rather than June 1, 2013, because we are so far past that renewal window. I can't change that. We would have to manually generate a COC, but we are not even in the same Division that we were in 2013 (which also makes today's copy inconsistent because it still says Division of Water Quality). I would recommend keeping this correspondence with your records to verify that your COC coverage was in fact effective on June 1, 2013 —the same day as General Permit NCG050000. In fact, if you go to our Active Permits Map, you can search for your permit number and verify that. This COC is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the memorandum of Agreement between the state of North Carolina and the U.S. Environmental Protection Agency, dated October 15, 2007 (or as subsequently amended.) The General Permit authorizes discharges of stormwater and specifies your obligations for discharge controls, management, monitoring, reporting, and record keeping. Please review the new permit to familiarize yourself with all of the changes. Parts III and IV contain the Standard Conditions, including Compliance and Liability, Reporting, Monitoring and Records requirements; Operation and Maintenance obligations; and Definitions. The NPDES permitting program for stormwater discharges was established in 1990. Phase 1 focuses on site and operations planning to reduce pollutant sources. Through the NPDES permitting program industrial facilities that fall into one of the subject ten categories are required to obtain permit coverage under a general pennit or an individual pennit, depending; upon the facilities SIC code and the industrial activity occurring at the facility. There are currently 19 active general stonnwater permits in North Carolina. One condition that is applicable to both the general permits and individual stonnwater pen -nits is the requirement to develop and implement site -specific comprehensive stonnwater pollution prevention plans (SPPP). These plans are required to include a comprehensive evaluation of the site and operations to reduce pollutant sources and prevent pollutant discharge. Outside the facility, used pallets are stored and there are several large, open -top dumpsters used for scrap metal and other wastes. Facility personnel have identified seven outfalls, however some of these are not true outfalls and others receive only roof drainage from areas of the roof where no facility operations occur. For example, the facility has a stormwater basin with two inlets on either side that have been identified as seperate outfalls when the outlet of the basin should be what is monitored as it would convey stormwater off the property. Also, there are four outlets to the roadside ditch that receive flow only from the roof, however only one of these receives flow from an area where there are exhaust stacks from the printing area that may pick up particulates from the stacks. Mr. Cummings was advised that he could reduce the number of outfalls he monitors from seven to three, which would consist of the outlets from the facility's two stormwater basins located at the rear and side of the property and the roof drain outlet that receives flow from the printer exhaust stacks area of the roof. The facility's Stormwater Pollution Prevention Plan was reviewed and found to be very detailed and comprehensive. Visual monitoring reports for the seven identified outfalls were available for the current and previous years of permit coverage. At the time of inspection, the facility appeared to be very well maintained both inside and out.
