This permit is reissued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between the state of North Carolina and the U.S. Environmental Protection Agency, dated October 15, 2007 (or as subsequently amended). The following information is included with your permit package: • A new Certificate of Coverage (COC) • A copy of General Permit NCG030000 • A copy of the Technical Bulletin for the General Permit • Two copies of the Discharge Monitoring Report (DMR) Form • Two copies of the Qualitative Monitoring Report Form The General Permit authorizes discharges of stormwater, and it specifies your obligations for discharge controls, management, monitoring, and record keeping. Please review the new permit to familiarize yourself with all the changes in the reissued permit. Your facility has six (6) months from the time of receipt of the permit to update your current SPPP to reflect all new permit requirements. The first sample period of your permit begins January 1, 2013. Your facility must sample a "measureable storm event" beginning during the periods beginning January 1 and July 1 of every year (or, if applicable, report "No Flow," as outlined in Part III, Section E). Also, please note that Tier 3 Actions in Part II of your permit are triggered by benchmark exceedances on four occasions beginning on the effective date of this permit and do not count prior exceedances. The more significant changes in the General Permit since your last COC was issued are noted either in the Draft Permit Fact Sheet that accompanied the public notice (httpT///horta1.ncdenr.org/web/wq/ws/su/current- notices), or in the Response to Comments / Summary of Changes and Technical Bulletin documents that are posted on the Stormwater Permitting Unit's website with the new General Permit. Additional conditions for specific industry sectors have been added to the SPPP requirements in some cases. • Sections B, C: Failure to perform analytical stormwater monitoring may result in the Division requiring that the permittee begin a monthly sampling scheme. • Sections 8, C: A lower TSS benchmark of 50 mg/I for HQW, ORW, PNA and Tr Waters applies to these more sensitive waters. • Sections 8, C. The monitoring parameter Oil & Grease (0&G) has been replaced by the parameter Total Petroleum Hydrocarbons (TPH) for vehicle maintenance areas, and in some cases, other analytical monitoring requirements. • Sections B, C, D: Inability to sample due to adverse weather must be recorded in the SPPP, or in separate on -site records if your General Permit does not require an SPPP. Adverse weather is defined in the "Definitions" section of the permit. • Sections B, C: The term "Representative Storm Event" has been replaced by "Measurable Storm Event." A measurable storm event is defined in the permit. • Section D: If the permittee fails to respond effectively to problems identified by qualitative monitoring, DWQ may require the permittee to perform corrective action. Please review Parts III and IV to understand the Standard Conditions of your new NPDES General Permit, including Compliance and Liability, Reporting, Monitoring and Records requirements; Operation and Maintenance obligations; and Definitions. Please note that all samples analyzed in accordance with the terms of this permit must be submitted to the Division on Discharge Monitoring Report (DMR) forms available on the Stormwater Permitting Unit's website above. DMR forms must be delivered to the Division no later than 30 days from the date the facility receives the sampling results from the laboratory. Also note that existing permittees do not need to submit a renewal request prior to expiration unless directed by the Division. Your coverage under the General Permit is transferable only through the specific action of DWQ. This permit does not affect the legal requirements to obtain other permits which may be required by DENR, nor does it relieve the permittee from responsibility for compliance with any other applicable federal, state, or local law, rule, standard, ordinance, order, judgment, or decree. The purpose of this letter is to follow- up on our discussion during the site visit, and to respond to Mr. Stainbrook's letter dated October 12, 2007. We concur with the points listed in Mr. Stainbrook's October 12, 2007 letter. To reiterate, Altec will modify and update their Stormwater Pollution Prevention Plan and inspection program to reflect the following: 1. The chipper units (trailers)" are considered a vehicle and may be parked in the vehicle parking area that drains to Outfall 2. As per our July 10, 2007 letter, Outfall 2 no longer requires monitoring since it is no longer associated with an industrial activity. 2. No stormwater monitoring is required for the drainage areas associated with vehicle parking to the west side of the main building. During our site visit we observecf this area is used for parking of new painted truck bodies and vehicles. This is in contrast to, and takes the place of my statement regarding this area in our July 11, 2007 letter. Vehicle parking is not considered an industrial activity, so no monitoring is required. The existing silt fence will continue to be maintained in this area. 3. Finished painted parts may continue to be staged in the area under the power lines near the southern property boundary. No chemicals, liquids, or.vehicles shall be stored in this area. This area sheet flows off the property over a grassed power line easement and into a wooded area. The following summarizes the issues we identified during our site tour and the agreed resolution. 1. The chipper units are classified as a vehicle and may be parked in the vehicle parking area adjacent to the former Outfall no. 2. 2. Vehicles and painted bodies will be stored in the area in front of the main building (west side). Altec Industries will maintain the silt fence that was present at the time of your visit around the perimeter of the vehicle parking area. No stormwater monitoring will be required provided the area remains a vehicle parking area. 3. Only finished painted parts may be stored in the area under the power lines near the southern property boundary. No chemicals or vehicles will be stored in this area. 4. Altec Industries will modify its existing stormwater inspection program to include the vehicle parking area (bullet no. 2 above) and the area under the power lines. The figures and the monthly inspection program included in Altec Industries' Stormwater Pollution Prevention Program will be modified to reflect the changes identified above. Silt fence has been installed along the wetlands on the west end of the plant. Creosote preserved RR ties have been removed from the site. Finished, painted truck bodies are being stored in the crushed stone area along Aerial Ave., and permission to do so was being sought (and granted) during this visit. There are no petroleum products in those shells, so the area is considered to be much like a parking lot, exempt from monitoring. Materials stored on the south side under the power lines no longer include vehicle or rusting parts. The company will put into writing that only finished, painted items will be staged there. At certain places along the conveyance to Outfall 01, hay bales have been added for TSS reduction. Same for the inlet to Outfall 3. Vegetation has been cut for better access to Outfall 001, and has revealed a Soil & Erosion pond with overflow standpipe on the North side of the access road. The wetland that cuts through the east side of the property empties to this pond. The company will look into the possibility of channelling all runoff to the pond, including from Outfall 003, and becoming a non -discharge site. Engineering calculations on the size of the po d will be needed to evaluate this idea. Consultant Bruce Stainbrook will send a letter to DWQ outlining timprovements and formalizing the DWQ position that placing painted items in the locations described above will be acceptable. We spent quite a bit of time reviewing the site map as he explained the western end of the property. That drainage all ends up in Outfall 001. What goes west goes into a wetlands, and the wetland drains south. What flows south from the turtleback joins the wetland flow in a ditch and heads east, all the way to 001. So we believe the western end is taken care of. They did dye tracer studies originally to verify the flows. If you have further comment or questions, let me know. Otherwise, I will not contact Jan. Myrl Robert Patterson wrote: Myrl, I spoke this morning with Jan Nordcliff at Altec (919-52B-8053) about the need to monitor an additional outfall for the stormwater runoff from the gravel area to the west of the plant. She wants to get you to make another site visit to help. identify the new outlet to be monitored. Please coordinate with her on this subject. I also mentioned that if the industrial activity associated with this area is similar to the other two outfalls currently being monitored, then she could again request representative cutfall status. This was the first inspection of the Altec facility by DWQ since the permit was issued. The facility was in compliance. The inspection checklist is attached for your review. Additional comments are: Some of the Stormwater Pollution Prevention Plan (SP3) components were stored in other documents, primarily in the SPCC plan. All were current, however. Please compile all of the information required by Section II of the permit into a notebook dedicated to this permit. A page inserted near the front of the manual showing revision dates would also be helpful during future reviews. Altec has applied for representative outfall status, in which Outfalls 1 and 3 would be considered representative of the industrial activity. In the application, and during our tour, it was stated that no flow has ever been seen at Outfall No. 2. The watershed served by that corner of the property is small, and the rainwater travels through several feet of vegetation before reaching the property boundary. After discussion with one of the permit writers who review the application for representative status, we advise that Outfalls 1 and 3 are granted representative outfall status. Outfall No, 2 will no longer require analytical monitoring, but should still be observed during the two mandatory qualitative monitoring events each year. Sullins Director, Division of Water Quality The Division of Water Quality recently requested changes in your monitoring obligations at your Creedmoor facility in a letter dated July 11, 2007. During our review of a request for representative outfall status, we noticed there is no monitoring being performed for stormwater discharges from the gravel area to the west of the Building A, south of Aerial Avenue. It is our understanding that this area is used to store intermediate and/or finished products. Based on 40 CFR 122.26(b)(14) this area is considered an industrial activity, and requires that stormwater discharges be monitored as per your permit. Since that letter, Altec's consultant has been in contact with our Raleigh Regional office about our request for an additional.outfall. The consultant stated that an outfall is not monitored at that location since that area eventually drains to OutfalI 001, which is monitored. After further review, it is not clear from the plan that the flow does go to Outfall 001 and get sampled. Therefore, we are requesting the following revisions to your monitoring obligations under NCG030152. 1. As previously requested, please update the site plan to identifyone additional outfall to monitor stormwater discharges from this gravel area to the west of Building A. 2. Update the site plan to show the conveyance and route of the above area's stormwater discharges to the area of Outfall 001. 3. Update the site plan to remove Outfall 002 from all monitoring as granted on July 10, 2007. 4. Identify the use of the drainage area flowing to the inlets and pipes shown on the plan near the southwest corner of building A, west of Outfall 003; and why it is not a monitored stormwater outfall. Any added outfalls may qualify for representative outfall status. Though, qualitative monitoring would still be required at the new outfall(s). We spent quite a bit of time reviewing the site map as he explained the western end of the property. That drainage all ends up in Outfall 001. What goes west goes into a wetlands, and the wetland drains south. What flows south from the turtleback joins the wetland flow in a ditch and heads east, all the way to 001. So we believe the western end is taken care of. They did dye tracer studies originally to verify the flows. If you have further comment or questions, let me know. Otherwise, I will not contact Jan. Your help was appreciated. This was the first inspection of the Altec facility by DWQ since the permit was issued. The facility was in compliance. The inspection checklist is attached for your review. Additional comments are: Some of the Stormwater Pollution Prevention Plan (SP3) components were stored in other documents, primarily in the SPCC plan. All were current, however. Please compile all of the information required by Section II of the permit into a notebook dedicated to this permit. A page inserted near the front of the manual showing revision dates would also be helpful during future reviews. Altec has applied for representative outfall status, in which Outfalls 1 and 3 would be considered representative of the industrial activity. In the application, and during our tour, it was stated that no flow has ever been seen at Outfall No. 2. The watershed served by that corner of the property is small, and the rainwater travels through several feet of vegetation before reaching the property boundary. After discussion with one of the permit writers who review the application for representative status, we advise that Outfalls 1 and 3 are granted representative outfall status. Outfall No. 2 will no longer require analytical monitoring, but should still be observed during the two mandatory qualitative monitoring events each year.
